Senior contract manager in the TPASS Contract Management Office (TCMO); provides ongoing contract technical assistance to contractors, state agencies, internal and external customers for Texas Multiple Award Schedule (TXMAS) contracts; develops and maintains contract management best practices; works with customers and contractors to help resolve any contract issues; ensures that contract changes are properly documented and uploaded to the online purchasing system TxSmartBuy. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES: Serves as a senior contract manager within the TPASS Contract Management Office (TCMO), managing TXMAS contracts; coordinates contract management work with TCMO Team Lead and team members, statewide purchasers, and other TPASS programs; may plan, assign, and/or oversee the work of others. Develops and interprets contract administration policies, procedures, rules; advises and assists staff and customers with contract management policies and procedures; provides consulting expertise on all facets of contract development, management, and close-out; identifies contract management training needs and may conduct training. Provides ongoing contract technical assistance to contractors, state agencies and internal customers; works with contractors and state and local entities to resolve contract issues in a timely manner; ensures that contractors and end users abide by the terms of the contract and provides guidance and interpretation on the usage of the contracts. Ensures that contract changes are properly documented and uploaded to the online purchasing system, TxSmartBuy (TSB); assists TSB coordinator with any issues that arise regarding assigned contracts. Serves as a liaison with cross-divisional agency teams, executive management, contractors, and internal and external customers; may serve on TPASS response teams deployed to the SOC during emergency response events. Prepares and presents reports by compiling, reviewing, and analyzing data and providing written reports to agency management; receives and maintains contract management reports from internal and external customers; utilizes automation tools and collaborates with CPA Innovation and Technology and Business Process Review professionals to propose the development of innovative automation tools, databases, or software applications for maintaining statewide contract management data. Serves as division contract manager and attends required training. Performs other duties as assigned.

2 MINIMUM QUALIFICATIONS REQUIREMENTS: Education: Graduation from an accredited four-year college or university with a bachelor s degree. Complete copies of college transcripts must be furnished to the divisional hiring representative at the time of the interview for positions requiring a college degree, and/or specific educational credits. Experience: Four (4) years of experience in contract management, procurement, purchasing, purchasing management, supply chain management, or contract monitoring. Preferred Experience: Two (2) years of contract, procurement, purchasing, or purchasing management experience at a Texas state agency, Texas public institution of higher education, or other public/governmental sector within the past ten years. Progressive public sector contract or procurement experience federal, state, or local; Experience in complying with contract and procurement guidelines and procedures published in the Texas Procurement Manual and the Texas Contract Management Guide. Experience in using statewide Term Contracts, TXMAS contracts, Open Market processes, and the CMBL Extensive experience in planning, developing, drafting, managing or overseeing procurement documents and contract instruments per the guidelines and procedures published in the Texas Procurement Manual and the Texas Contract Management Guide. Substitution: One (1) additional year of experience work in contract management, procurement, purchasing, purchasing management, supply chain management, or contract monitoring may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years). License(s)/Certification(s): Certified Texas Purchaser (CTP), Certified Texas Purchasing Manager (CTPM), or Certified Texas Contract Manager (CTCM) preferred. Certification as a CTCM must be earned within 12 months of employment. Note: Veterans, Reservist or Guardsmen with an MOS or additional duties that fall in Acquisitions, Logistics, Procurement, Contracting or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this position. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of: Texas state government organization, administration, and legislative processes Applicable local, state, or federal rules, regulations, and policies, as well as related legislative and legal practices and procedures, relating to contract and procurement administration and management State contracting, purchasing and procurement policies and procedures as published in the Texas Contract Management Guide and the Texas Procurement Manual Public administration, strategic planning, business management techniques, and leadership techniques Contracting, purchasing, and procurement regulations and policies including electronic commerce procurement processes Contract and purchase order: development and oversight, writing and specifications, solicitation and award, management and close-out Project planning and implementation

3 Skill in: Conducting market research, performing strategic sourcing analysis, and negotiating best value from suppliers Analyzing large amounts of contract or procurement data, invoice data, expenditure data to identify opportunities for cost savings and/or reducing contractual risks for the state Managing contract and procurement records and data Using effective written and verbal communication to convey information in a clear, concise manner (Communication) Identifying and resolving problems by using strong analytical techniques, innovative approaches and taking initiative in preventing and solving problems (Problem Solving) Ability to: Evaluate complex solicitation, procurement, and contract documents per statewide policies and procedures published in the Texas Contract Management Guide and the Texas Procurement Manual Propose and/or establish statewide strategic sourcing best practices for the state of Texas Effectively demonstrate negotiation and facilitation skills Effectively coordinate and allocate resources Use a PC or laptop and standard business productivity software such as Microsoft Word, Outlook, Excel, PowerPoint, Visio Establish and maintain working relationships with co-workers, agency staff and management to achieve common goals (Teamwork) Plan, organize, and prioritize multiple assignments to effectively manage a fast paced and changing work environment without compromising accuracy (Adaptability) Consistently meet internal and external customer needs and expectations in a professional manner (Customer Service) Act in the best interest of the agency, maintain confidentiality and continually strive to improve self and job performance (Professional Conduct and Development) Maintain confidentiality and protect the privacy of state employees, taxpayers and other members of the public (Privacy and Information Security) Work Hours: 8 a.m. to 5 p.m., 40 hour work week, Monday through Friday. May occasionally work evenings, weekends or holiday. Hours may change based on business needs. Travel: Less then 5% Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. The individual must be able to lift, pull, physically handle, and transport records, documents, boxes, and all related information, weighing up to 30 pounds when required. The individual must be able to sit for long periods of time when commuting to and from assigned destination.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions. CPA employees in the same job classification, if selected, will be laterally transferred with no increase in salary.
