The Civil Rights Division (Division) of the Department of Justice, created by the enactment of the Civil Rights Act of 1957, works to uphold the civil and constitutional rights of all Americans, particularly some of the most vulnerable members of our society. The Division is primarily responsible for enforcing federal statutes and executive orders that prohibit, among other things, unlawful discrimination in education, employment, housing, police service, public accommodations and facilities, voting, and federally funded and conducted programs. The Division also has jurisdiction to enforce constitutional prohibitions on certain conduct by law enforcement agencies and public residential institutions, such as health care and correctional facilities. The Office of Special Counsel for Immigration-Related Unfair Employment Practices (OSC), is responsible for enforcing the anti-discrimination provisions of the Immigration and Nationality Act (INA), 8 U.S.C. 1324b, which protect U.S. citizens and certain work authorized individuals from employment discrimination based upon citizenship or immigration status. The INA also protects all work authorized individuals from national origin discrimination, unfair documentary practices relating to the employment eligibility verification process, and from retaliation. Division offices are near metro transportation systems or other public transportation, and are conveniently accessible to restaurants, museums and other D.C. area attractions. Most jobs in the Division offer alternative work schedules and other family friendly opportunities are available. Most employees who commute by public transportation are provided transit subsidy benefits.
2 Duties The incumbent of this position will perform legal and factual research to assist in the investigation and litigation of enforcement matters under the anti-discrimination provision of the Immigration and Nationality Act. Duties will include, but not be limited to: research and draft litigation-related enforcement documents, including declarations, enforcement recommendations, legal correspondence, and discovery responses; prepare and analyze a variety of legal documents and documentary evidence, including indices, tables, charts, and witness and exhibit lists; compile, summarize, and update statistical analyses for use in investigations and litigation; consult with attorneys and experts on the analyses of data; testify in court concerning relevant data; provide support for attorneys at trial; contact and interview potential witnesses; and conduct outreach-related work, such as presenting via webinars or in-person to audiences of employers and/or employees describing rights and responsibilities under the statute that OSC enforces. In addition, contribute to OSC's outreach mission in a variety of ways, as appropriate, including conducting outreach presentations, answering hotline calls, and working on outreach initiatives. Selective Service Registration is required, as applicable. Qualifications To be eligible for this recent graduate position, one of the following requirements must be met: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution. (Current students may apply if they are in their final semester. Include your expected graduation date on your resume and provide current transcripts. You must receive your degree prior to appointment.) OR Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply. In addition to the above requirement, applicants must meet the specialized experience and/or education for the applicable grade level: To qualify for the GS-5, applicants must meet one of the following: Must have at least 3 years of general experience, 1 year of which was equivalent to at least GS-4 Federal grade level, providing basic assistance in a legal office; gathering routine information and providing assistance to individuals verbally
3 or in writing; locating and reviewing legal case files and/or other materials to obtain status of cases; and preparing routine written correspondence from individuals, attorneys, and/or their representatives regarding the status of legal cases. OR Must have a 4-year course of study leading to a bachelor's degree. OR Must have a combination of education and experience that together meet the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Requirements: You must meet all qualification requirements within 30 days after the closing date of this announcement.
