3 Business Members Programs Committee October 12, 2014 Meeting Notes he meeting was called to order by committee chair John Bartosiewicz. Present at the meeting were members lan Wulkan, Jeff Wharton, Pat Scully, ngela Iannuzziello, Hugh Harrison, Gordon Nevison, Buddy Coleman, Frank DiGiacomo, Lolalisa King, Marlene Conner, Mike Lohr and Jerry Bustamante. he Meeting Notes from the June meeting were reviewed and approved. he Chair reviewed the program session that has been developed for the nnual Meeting program noting that there would be a final session in the series of alternative financing sessions that the business members have organized for the last two years. He also asked the members for their thoughts on potential topics for program sessions in 2015 for the bus, rail and annual meetings. Pat Scully noted that coming from the Practicum it would be a good idea to continue the education on the topic. He suggested that the track should be continued for another year in order to keep the ideas moving. lan Wulkan asked what incoming chair Scully what themes and issues he would be advancing and Pat Scully responded that he would focus on advocacy and long term funding. lan said that he thought that new topics and issues needed to be developed rather than the same issues all over again, that there needed to be a focus on how the industry could reinvent itself. He noted that other industries such as milk, steel, freight railroads had done that and asked if there is a model about how something like that could applied to the transit industry. ngela noted how Uber is changing transportation and could affect public transit, and lan asked if P would be relevant in 20 years. Jeff Wharton noted that the private sector was going in with more and more unsolicited proposals. lan commented that the federal government is an impediment to project delivery and that it was an issue of building more vs. building faster as has been done in Denver and Los ngeles. Members commented on P2 and how that effort worked to increase awareness and increased federal funding for transit. hey noted that P s members swallowed hard on P2 and that it would probably take twice as much money to achieve the same level of results if it was done now. he Chair noted that several of the program sessions talked about changing the service model but that transit agencies don t want to change contracting models. ngela Iannuzziello said that we have multi-national companies in the U.S. like Keolis and Veolia and that they should be able to change the model. he chair noted that the environment for transit is very different between the US and Europe. lan noted that 10 years ago England changed the model but that it took an edict from the government that transit would be privatized to make the change and the chair noted that operators are able to put out as many vehicles on profitable as they want. Pat Scully noted that P is in the process of developing a new strategic plan and that business members are constrained in an operating association and that perhaps its time to do things differently.
4 he Chair asked the members for their thoughts on speakers for the nnual Meeting in San Francisco next year. lan suggested that Governor Brown is a transformative governor and would be an interesting speaker. Buddy Coleman suggested the founder of a transportation company in Boston who is an MI student when he started the company. Staff reported that they had reached out to Google and that they do not commit to speaking engagements over a year in advance. It was noted that Elon Musk was also suggested but that while staff had contact information he had not been contacted yet. he Chair asked that staff pursue both Google and Musk and that they determine if Governor Brown could be invited to speak at the nnual Meeting. he chair also asked the members present to think about sessions for 2015 including nitty gritty sessions for the bus and rail conferences and to also think about people that they work with who would be good to have talk about how the industry could reinvent itself. he meeting was adjourned.

Industry urnover - he high level of turnover industry senior managers and the need for leadership and management development. Value capture and how to build support for transit funding from it. Streetcar car systems tend not to come from P members but rather from downtown development associations. How do we build relationships with them? How do we tell the full story about the business of transit? ransit agencies don t understand the extent of the supply chain. How can we better understand it and tell the story, Energy productivity. We are the biggest single energy using sector. How can we promote enhanced energy productivity? PPP s the owner s role: How much oversight it right, are there standards for oversight, if the consortium controls the action in the short term who has responsibility for looking out for the long term, where is the public interest vs. private delivery of the project? Small Business rack Coordinate a track of sessions at each meeting that provide a practical focus on topics adapted to small business such as: FR; Sustainability, Benefits of P Membership, Overcoming Key Business Challenges in ransit etc. How to Use the P Website Many members are unaware of the full functionality of the P website. Have a hands-on session demonstrating how the site can be used to its maximum advantage. 2
8 Resiliency and Recovery from Natural Disasters Provide examples of how transit systems have coped with recovery with a particular focus on how standard operating procedures have been streamlined to meet urgent deadlines and how this affects business members. Genius Bar I Summarize some key free pps that are useful for business and transit system members. Genius Bar II Solicit free pps from the Cloud that can improve the transit industry. Demonstrate these at a session with a link for participants. Reinventing ransit Provide a provocative panel that challenges attendees to consider revolutionary ways of doing business. 10 Business Member Board of Governors Summary Report January 2015 Programs Committee Committee Work Program updates 1) Plan and deliver program sessions at the bus and rail conferences and the annual meeting that present discussions of key business member issues ccomplishments: Supporting the BMBG chair s innovative finance initiative, quality programs were delivered by business members at the 2014 bus and rail meetings focusing on innovative business models and how the private sector can help public transit agencies finance new initiatives. t the nnual Meeting, two capstone sessions were held focusing on revenue development for transit programs and comprehensive finance approaches from around the world. nticipated ctions: Committee will be discussing plans for Leaders for each meeting will be selected and work tasks assigned. follow-up discussion from the October meeting regarding development of programs that challenge the industry to think outside the box will be continued. 2) Support the use of high profile guest speakers who can bring a business message to P s conferences and seminars ccomplishments: Committee discussed a Silicon Valley type speaker for San Francisco. Staff presented several ideas and promised follow-up action so a recommendation could be brought to the full BMBG in January. nticipated ctions: Committee will finalize selection and bring recommendation to full BMBG. 3) Look for opportunities to present key business member issues at the transit board member seminar and the transit CEO seminar that focus on industry business issues. ccomplishments: chieved discussion of procurement issues for transit board members at the nnual Meeting in Houston which was highly rated by the attendees. In addition, a session on the role of CEOs in effective DBE programs was held at the CEO seminar in January. nticipated ctions: January meeting. Committee will discuss plan of action for 2015 at

Staffed Business Member booth at EXPO. nticipated ctions: meeting in January.
