8 Key Effectiveness Monitoring Questions: 1) Is THIS one project effective? 2) Do actions within a subpopulation or sub watershed, on aggregate effect the larger demographic unit? 3) Are classes of projects effective, and if not why not? On the largest scale of the RME program there is a fourth key question: 4) Do subpopulations or subwatersheds on aggregate affect the ESU or the entire CRB toward recovery goals? Effective = 1) Makes the habitat change it intended 2) Improved VSP criteria of listed fish

9 Key Project-Specific Questions: Example physical questions for Instream Flow projects: Is there an effort to estimate historical flows? If so what were those estimated historical flows? How much are the flows expected to change in volume? How much did the flows change in absolute volume? What is the relative flow rate change that results from the action? What is the expected geographic scale of the Flow control project? What is the realized geographic scale of the flow change? Is there a correlated impact of flow control projects on hyporheic exchange? Are there correlated changes in suspended sediment, bedload and erosion with changes in flows? Are there correlated changes in particulate organic matter (POM) with flow changes?
