These include coaching, instructing fitness, leadership, playwork, operations and facility management, spectator safety, and the breadth of outdoor education. As the officially licensed Sector Skills Council, SkillsActive sees this apprenticeship framework as crucial in the development and training of a workforce competent to deliver a highly professional and quality service. Some of the changes which have been made to bring this framework up to date will allow employers to really understand the implications and components of an Apprenticeship, and will hopefully encourage many new employers to utilise the programme of learning to shape their current and future workforce. There are a number of new initiatives within the Sector which will impact on the design and take up of this framework, including our successful Olympic bid, the new UK Coaching Certificate, and the Sector Skills Agreement. SkillsActive will work closely with their employers, key partners; The Alliance of Sector Skills Councils and DEL ensure improved take up of apprentices, a fit for purpose framework and high completion rates. 3

7 3 Overview of the Framework 3.1 Rationale for Framework The Sector Skills Council for Active Leisure and Learning represents an industry that is a significant employment sector within the UK, directly employing an estimated 620,000, plus a large army of volunteers in excess of 5.8million. Employment covers the public, private and voluntary sectors, with examples of workplaces as follows: sport and leisure (sport centres, swimming pools, sports clubs) stadia and arena (e.g. ice-rinks, athletics, cricket and football stadia) professional sport (e.g. footballers/golf professionals) sports clubs and professional sport exercise & fitness (e.g. health and fitness clubs, hotel gyms) outdoor education, development training recreation & sport (e.g. Outdoor Education Centres, Activity Camps) children s play (children s play and activity schemes) leisure attractions (amusement parks, piers & attractions) tennis courts and artificial surface installations sports development & administration golf courses & driving ranges sports manufacturers, suppliers & retailers caravan parks Many of these facilities are multi-functional and provide for a range of broader leisure activities, significantly enhancing the community and the tourism value of their locality. Apprentices could be employed across a range of jobs such as Leisure Centre Supervisor or Assistant, Activity Leaders, Fitness Instructor, Play Leader or Coach. For a Level 2 Apprentice it is likely to be their first step into the Sector working at an operational level whereas an Advanced Apprentice will be working at a higher level such as a supervisor, senior instructor, duty manager or team leader and is likely to have experience of working in the industry Please note for ease, the term Active Leisure and Learning is used to cover all the specialist fields covered by the SSC and its S/QCF Competence Qualification /QCF framework and Level 2 Apprentice and Level 3 Apprentice will be used throughout. The Target Group Apprenticeship programmes provide work-based training and development for anyone aged above 16 years. 7

8 A nationally recognised Apprenticeship Certificate will be awarded upon completion of all the mandatory components, provided there has been quality assurance of the programme at the discretion of SkillsActive. Entry is at two levels, and depends upon: the potential of the young person to achieve the requirements of the programme the level and range of activities they will be undertaking in the workplace Partners in the Programme Employers play an active role by providing apprentices with opportunities to learn in their workplace and many are supported by local providers who provide training and assessment services. DEL provides funding towards the apprentice s training programme, which is backed up by a Personal Training Plan and each party signs a Training Agreement. Funding and contracting for national and multi-site employers is managed through DEL. 3.2 Employed Status Apprentices must be in or about to take up permanent paid employment within a Northern Ireland-based company, and must be contracted to work a minimum of 21 hours per week with one employer. In commercial environments it is expected that the Apprentice will be paid a wage at a level agreed between the young person and the employer. Within the Active Leisure and Learning sector there are a variety of different employment patterns that will need to be considered when implementing the framework to ensure accessibility for all. These reflect the nature of work within the industry and may be: seasonal - for example in activity centres that only operate from March through to October may result in gaps in the Apprenticeship programme part-time - some organisations only employ part-time staff for example Play Leaders or Sports Coaches freelance - for example instructors and sports coaches usually working in more than one organisation. In addition some job roles within the industry do not permit Apprentices to carry out certain workplace activities until over the age of 18 due to the nature of responsibility within some areas of work and legal circumstances whereby people under the age of 18 cannot be employed, for example: working with young children working in security or public protection services Wages and Allowances The employer pays the apprentice a wage 8

9 An employer should be aware of the National Minimum Wage (NMW) regulations which apply to their employees. If unsure the employer should contact the NMW helpline on or at Funding DEL funding for Apprenticeships is for anyone above the age of 16. 9

21 4.1 QCF COMPETENCE QUALIFICATION (s) Apprentices must achieve one Active Leisure and Learning QCF Competence Qualifications, at level 2 for Apprentices and at level 3 for Advanced Apprentices. The following QCF Competence Qualifications are available, a list of the awarding body reference numbers are in Annex A: Level 2 competence qualifications Leisure Operations Playwork Fitness Instructing Activity Leadership Level 3 competence qualifications Leisure Management Playwork Outdoor Programmes Personal Training 4.2 Technical Certificates/ Knowledge Qualifications Technical Certificates focus on the knowledge and understanding which underpins the QCF Competence Qualification competencies and additional knowledge to facilitate progression to HE or higher levels of working. Technical certificates may also cover wider aspects of the occupation/sector as determined by the SSC. They are a structured approach to teaching and assessment and are capable of being delivered through a taught programme of off-the-job learning. All Active Leisure and Learning Apprentices must achieve an approved ERR qualification in Industry and Organisation Awareness at the appropriate level. A list of Industry and Organisation Awareness qualifications approved by SkillsActive is in Annex A and B. Candidates will also be required to achieve an approved Technical Certificate/knowledge qualification for the relevant QCF Competence Qualification a list of which is included in the pathways and in Annex A. There may be instances where an apprentice may have already achieved an award that is one of the recognised qualifications that meet the requirements for a technical certificate and has been agreed by the SSC, or if the apprentice has achieved an award that is a level higher than that required by the framework. To avoid any difficulties at the point of claiming the Apprenticeship completion certificate, providers must gain written agreement to any exemptions during the initial development of the apprentice's individual apprenticeship plan from the SSC. Where an apprentice is exempt from the technical certificate, they may be encouraged to achieve an alternative acceptable qualification or one at a higher level that meets the requirement for a technical certificate 21

22 4.3 Essential Skills Essential skills are the skills that are commonly needed for success in a range of activities in education and training, work and life in general. Apprenticeship Level 2 Communication Level 1 Application of Number Level 1 Apprenticeship Level 3 Communication Level 2 Application of Number- Level Additional Employer Requirements Employers within the Active Leisure and Learning Sector often require specific industry skills as minimum requirement employees must have in order to work in certain job roles, for example a National Governing Body Award maybe necessary to coach and lead some activities or National Pool Lifeguard qualification in order to work in a swimming pool environment. For each of the pathways, qualifications not contained in the Industry Skills list will be considered by SkillsActive but must: be externally validated by a nationally recognised body be relevant to the work of the Apprentice have a measurable outcome be approved by SkillsActive prior to inclusion on the Individual Apprenticeship Plan Apprentices may use Accreditation of Prior Achievement (APL) for one industry skill that was achieved up to 6 months prior to the commencement of the Apprenticeship. It is essential that the choice of qualification be based on the needs of the organisation and the need to provide the Apprentice with the appropriate skills in their chosen area of Active Leisure and Learning. Choices must not be funding based, and clear evidence must be included within the Individual Training Plan to support the choices made. 22

23 4.5 Employee Rights and Responsibilities 1. The rights and responsibilities of Workers The aspects of employment covered by the law (where appropriate) affecting their own role within the organisation i.e. Contracts of Employment Anti-discrimination provisions Working hours and holiday entitlements Sickness absence and sick pay Data Protection Health and Safety The main features and reasons for the different areas of legislation listed above The main industry specific areas of legislation and regulations affecting their occupation and organisation. Note: These need not include Health and Safety which is covered in Unit ES8 of the National Occupational Standards for Sporting Excellence How the organisation and thus themselves should seek to ensure that they meet the relevant pieces of legislation and provides safe working practices within the organisation The main terms and conditions of their Contract/Agreement Who they should contact if they have a grievance at work and what they can expect to happen The steps to take if they witness or experience discrimination or bullying at work Any exemptions from the sex or race discrimination Acts which are relevant to their job The types of information held in their personnel record, why these are needed and what steps to take to notify their employer of any changes What to do if they need to take time off from work for any of the following reasons for medical/dental reason for a holiday for family reasons to take part in public duties The information shown on their pay statement or other statement of earnings (where appropriate) The sources and types of information and advice on employment issues that are available both within and outside their own organisation 2. Organisational and Representative Issues List the types of representative and professional bodies relevant to their industry, organisation and job function Name the main trade unions which reflect their occupation and outline what they do Name any regulatory bodies responsible for protecting public interests in relation to the industry and outline what they do Name the Sector Skills Council responsible for their industry and occupation and outline what it does Explain why the views of different groups may vary and recognise that information may be biased because of their differing viewpoints Explain how their organisation interacts with different groups, both directly and through representative bodies, and why it is relevant to the organisations operation 23

Impact of Public Law Outline the different viewpoints around an issue of public concern relevant to their industry and present occupation and job function Outline what have been the main effects on their organisation of any changes that have occurred in public opinion on this or any other relevant issue Describe the steps their organisation and/or representative bodies in the industry have taken to influence public opinion on this or any other relevant issue Explain how this or any other issue of public concern has affected how they think about or carry out their role 24

25 5 Implementation of Framework 5.1 Employed Status Apprentices must be in or about to take up permanent paid employment within a Northern Ireland-based company and to be contracted to work a minimum of 21 hours per week with one employer. In commercial environments it is expected that the Apprentice will be paid a wage at a level agreed between the young person and the employer. Within the Active Leisure and Learning sector there are a variety of different employment patterns that will need to be considered when implementing the framework to ensure accessibility for all. These reflect the nature of work within the industry and may be: seasonal - for example in activity centres that only operate from March through to October may result in gaps in the Apprenticeship programme part-time - some organisations only employ part-time staff for example Play Leaders or Sports Coaches freelance - for example instructors and sports coaches usually working in more than one organisation. In addition some job roles within the industry do not permit Apprentices to carry out certain workplace activities until over the age of 18 due to the nature of responsibility within some areas of work and legal circumstances whereby people under the age of 18 cannot be employed, for example: working with young children working in security or public protection services Wages and Allowances The employer pays the apprentice a wage if they are employing the apprentice, or an allowance if they have non-employed status. An employer should be aware of the National Minimum Wage (NMW) regulations which apply to their employees. If unsure the employer should contact the NMW helpline on or at Funding DEL funding for Apprenticeships is for anyone above the age of 16,. 25

26 5.2 Entry Requirements There are no nationally required entry requirements for Apprenticeships; however the level and type of work required by the Sector and the Apprenticeship must be kept in mind when recruiting young people onto the programme. Young people leaving school at aged 16 or 18 would be required to obtain a qualification(s) at Level 2 (or completing the full Level 2 Apprenticeship) before moving onto a full Level 3 Apprenticeship. For advice on what to do next or where to send interested young people, employers or parties, please contact SkillsActive who will be able to advise on issues around entry, progression, qualifications, careers and completion. The Active Leisure and Learning sector as a service industry requires staff who are: resourceful numerate independent motivated confident adaptable pro-active problem solvers customer focused excellent communicators forward-thinking The Apprenticeship requires individuals who are: Motivated to succeed within the Active Leisure and Learning sector Willing to learn and apply their learning in the workplace Able to demonstrate that they have the potential to complete the qualifications which are part of the Apprenticeship Willing to communicate effectively with a range of people Numerate and literate Willing to undergo a police check, for example when working with children and vulnerable adults Recruitment and Selection Apprentices may be recruited to the Programme through a number of routes, for example: referred to employers by local providers referred by Connexions/Careers Service or local Employment Service Agency recruited directly by employers and providers through their normal recruitment and selection procedures are already be employed by the company Employers/providers are responsible for the recruitment and selection of apprentices, based on clear equal opportunities policies and procedures. Where employers do not have formal equal opportunities policies and procedures, local providers will be able to advise. Employers/providers will be expected to use a range of evidence to recruit apprentices, but typically this might include: C.V Initial assessment practical observation essential skills tests 26

27 psychometric or work taster tests the National Record of Achievement (Progress File), including exam results and personal achievements an interview references police check The recruitment process is also an opportunity for the young person to find out about the employing organisation and how he/she might fit in. Employers will want, therefore, to provide clear information about the organisation s business, culture and structure and about the training and development opportunities it provides. Apprentices assessed as having additional learning and/or social needs but who, with the appropriate support, are capable of working towards a full framework, will attract additional funding from DEL. Training Agreement The employer, provider, the apprentice and DEL must sign a training agreement, normally within four weeks of starting the apprenticeship. This agreement lays down the commitment and responsibility of each party to the apprenticeship. Initial Assessment Young people will need to be assessed before or, where not possible, immediately on entry to Apprenticeships in order to ensure their suitability for the programme, the occupational sector and their potential to achieve the mandatory outcomes. The details of the assessment carried out must be in writing and must be kept. Initial assessment needs to be carried out by experienced personnel and DEL or local provider should be able to advise on this. Young people who are assessed as suitable for an Apprenticeship and are shown to need additional support will receive relevant extra help to enable them to progress towards completion of their apprenticeship. Individual Apprenticeship Plan All apprentices must have an Individual Apprenticeship Plan which is agreed and signed by the employer, apprentice, provider and DEL. It: clearly identifies the person and includes their signature sets out the start date and the intended duration of their learning contains a brief statement of the apprentice s employment or career objectives sets out planned attendance both on and off the job learning as required includes the apprentice s prior learning and assessed needs and specifies a duration which allows the apprentice a reasonable prospect of successful completion of the framework specifies by name, level and reference number QCF Competence Qualification (s) which the apprentice aims to achieve specifies all units which the QCF Competence Qualification and any other agreed qualifications, Essential skills, technical certificates and additional requirements which will be achieved during the apprenticeship, and the timescales in which these are likely 27
