Description SPC invites applications for the position of Non Communicable Diseases (NCD) Officer in its Public Health Division, located at its regional office in Suva, Fiji. The Secretariat of the Pacific Community (SPC) works with its 22 Pacific Island member countries and territories, providing technical and scientific assistance across a wide range of sectors to enhance economic, environmental, social and human development in this region. Public Health Division (PHD) staffs are based in Noumea (New Caledonia), Suva (Fiji), Honiara (Solomon Islands) and Pohnpei (Federated States of Micronesia). PHD supports SPC members in improving the health of Pacific Island people and communities by providing assistance in public health surveillance and in the prevention of communicable and noncommunicable diseases. Under PHD s strategic plan , the division is organised into two programmes: (i) the Research, Evidence and Information (REI) Programme, and (ii) the Policy, Planning and Regulation (PPR) Programme. REI focuses on developing the evidence base and information for policy and actions directed at strengthening core public health functions in member countries and territories. The aim is to enable and support members to respond effectively to all public health threats rather than single diseases or risk factors. PPR focuses on supporting the development of appropriate policy options in members in order to improve the health of Pacific people and contribute to national development plans. PHD s overall goals are: (i) to improve population health and well-being, and prevent disease and injury; (ii) to reduce gender disparities in health; and (iii) to reduce the incidence of prevalent/priority diseases. Priority areas are: (i) NCD prevention and control, including the
2 major risk factors; (ii) communicable disease surveillance and response; and (iii) STI prevention and control, including HIV/AIDS. The role The Non Communicable Diseases Officer will provide technical assistance to countries in NCD policy development, programme planning, implementation and evaluation, to help improve the health of Pacific people, with a priority to the Francophone members of SPC: New Caledonia, French Polynesia and Wallis and Futuna. She/He also provides basic web maintenance and administration of The Pacific NCD Network website and the Pacific Diets website. The NCD Officer ensures the efficient coordination of administrative and financial functions for the PPR Programme. The position of NCD Officer encompasses the following major functions or Key Result Areas: 1. NCD support and technical assistance in the areas of capacity building, research/knowledge exchange and multi-sectoral approach/networking for members 2. Programme and website administration 3. Financial management The profile SPC seeks a team player with strong public speaking and presentation skills. Excellent organisational and project management skills, along with an ability to exercise good judgement when applying standards, and strong analytical skills, will be critical in this position. A flexible approach to competing demands, and accuracy and effectiveness in processing financial data, will be crucial in the assessment of NCD programmes and determination of in-country needs. The ability to prioritise daily tasks to meet targets and deadlines, and to follow up on actions and reporting according to the organisational guidelines. Key selection criteria 1. Qualifications Graduate in a health-related field (e.g. nursing, dietetics), with a formal graduate level qualification in business administration, project management or related discipline, with excellent knowledge in financial management. 2. Technical expertise At least five years of working experience addressing NCDs as a priority In-depth knowledge of NCDs. At least five years full-time work experience in an
3 administrative role Demonstrated excellent understanding of project management principles Demonstrated advanced computer skills, particularly in website content administration. 3. Language skills Proficiency in English, with a working knowledge of French being an advantage. 4. Interpersonal skills and cultural awareness Good interpersonal skills. A team player with the ability to network and work effectively in a multicultural setting. Cultural sensitivity and a demonstrated understanding of developing country environments, with knowledge of Pacific Island countries and territories being an advantage. Salary, terms and conditions Required start date This position is to be filled as soon as possible. Remuneration The NCD Officer is a Band 8 position within SPC s 2015 salary scale, with a starting salary range of 1,834 2,293 SDR (special drawing rights) per month, which currently converts to approximately FJD 5,221 6,527 (USD 2,787 3,484; EUR 2,117 2,646). Please check published daily market rates for current currency conversions. An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax. Benefits SPC provides a housing allowance of FJD 1,170 2,625 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical insurance and education allowances are available for eligible employees and their recognised dependents. Employees are entitled to: 25 days annual leave and 30 days sick leave per annum, life insurance and access to SPC s Provident Fund (contributing 8% of salary to which SPC adds a matching contribution). Languages SPC s working languages are English and French.
