In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 20 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture. The Geoscience Energy and Maritime Division provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are three areas of scientific programming and two areas of focus within this division:

Oceans and Maritime Driving growth in blue economies through well-informed and inclusive action from integrated solutions for ocean and coastal management and maritime and transport. 2. Georesources and Energy Strengthening the management of the Earth s non-living resources through responsible harnessing of mineral resources, including metalliferous and development minerals, and clean and renewable energy resources, such as solar, wind, and geothermal for sustainable development. 3. Disaster and Community Resilience Improving resilience and sustainability through the management of disaster risk and assessment of hazards. This includes building resilience through wider support for climate change, disaster risk management (DRM) initiatives, and water and sanitation initiatives. Ridge to Reef is a stand-alone programme that pulls expertise from the three scientific areas and is located within Disaster and Community Resilience. 4. The other two focus areas within this division are Programming and Operations, which is responsible for driving integrated programming excellence and operational support across the division, and Geoinformatics, which is responsible for providing diverse, integrated, and unique and demand-driven services across SPC work programmes, projects and countries. This includes developing, managing, building on and retaining or preserving spatial data and information for the benefit of all scientific areas. The project The purpose of this project is to enhance the regional and national capacity and technical expertise of the Pacific Island members of the African, Caribbean and Pacific (PACP) Group of States to respond to climate change adaptation (CCA) and sustainable energy (SE) challenges. The project commenced with a needs analysis on a national basis, which revealed that formal qualifications were required for genuine capacity building in the areas of SE and CCA. A particular need identified was recognition of resilience CCA and disaster risk management as a regional employment sector as well as the professionalisation of this sector. National stakeholders want to ensure that opportunities for learning through formal qualifications are available to everyone affected by climate change, making capacity-building opportunities available across the board from grassroots community members to government and private sector managers.

3 3 sur 6 27/10/ :46 The Role The Team Leader Pacific Technical Vocational Education and Training (PacTVET) component of the Adapting to Climate Change and Sustainable Energy (ACSE) programme is responsible for the implementation and reporting of the PacTVET project within the agreed timeframe and budget, and in accordance with the donor rules and requirements and SPC policy and procedures. The project is conducted in collaboration with the University of the South Pacific (USP) to build an enabling environment for a regional approach to accreditation of sustainable energy and climate resilience competency-based qualifications and skill sets in the vocational educational sector. Please refer to the job description provided for more details about the key responsibilities of the role. Key selection criteria 1. Qualifications Advanced university degree (MA or higher) in a relevant field such as education, energy, climate change or environmental management 2. Knowledge and experience At least 10 years of leadership experience working in Technical and Vocational Education and Training (TVET) or the tertiary education sector within the Pacific region Proven project management experience with EU-funded projects or similar regional/multi-country projects in small island developing countries Leadership, project management and coordination experience Experience managing staff including consultants and sub-contractors Working knowledge of energy and climate-related international, regional and national conventions, policies, laws and standards, recommendations and guidelines 3. Essential skills Ability to manage project activities and meet project deadlines Well-developed reporting and analytical skills

Language skills Excellent English communication skills (oral and written) with a working knowledge of French being an advantage 5. Interpersonal skills and cultural awareness Ability to work in a multi-cultural and gender-sensitive environment Strong negotiation and relationship-building skills Excellent interpersonal skills Salary, terms and conditions Contract Duration Three years Remuneration The Team Leader Pacific Technical Vocational Education and Training (PacTVET) component of the Adapting to Climate Change and Sustainable Energy (ACSE) programme is a Band 12 position in SPC s 2017 salary scale. For this band, the starting salary range is 3,327 4,158 SDR (special drawing rights) per month, which currently converts to approximately FJD 9,714 12,142 (USD 4,624 5,780; EUR 4,206 5,258). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax. Benefits for international employees based in Fiji SPC provides a housing allowance of FJD 1,170 2,625 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance and education allowances are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and 30 days of

5 5 sur 6 27/10/ :46 sick leave per annum, and access to SPC s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution). Languages SPC s working languages are English and French.
