18 JOB DESCRIPTON Salary Range: Position: $26,000 to $34,000 per year based upon an estimated 20 hours per week Manager, St Armands Special Business Neighborhood Improvement District (BID) Description: To assist the BID Board of Directors (Board) in planning, organizing, directing, supervising and managing its operations and the impacts of such operations. The Manager represents the Board and business neighborhood association, public organizations and other governmental entities as appropriate. The work contributes substantially to the efficiency and effectiveness of the BID and its ability to deliver consistently high quality projects and service to the St Armand s commercial zone and the BID as it pertains to the BID and with BID s direction. Essential Functions to be performed at the direction of the Board of Directors of the BID: Manages BID capital improvement projects as well as any other BID sponsored projects. Manages BID enhanced maintenance programs. Manages and supervises BID contracts, consultants and project budgets. Prepares agendas and mintues of meetings in collaboration with city staff. Assists the BID Board and city staff in preparing an annual operating and capital budget with SACA as to appproved advertising and promotional programs that are reimbursed by BID and aproved with BID s budget. Assisting BID with the updating and implementation of a strategic plan. Assists the BID Board in its public outreach, marketing, advocacy and promotional efforts. Serves as liason for BID Board with city staff, manager, and commissioners and other downtown organizations. Updates Budget-Commmited available reports monthly and post on the website. Provide regular electronic updates to land owners DOCX;3 1/20/2017

19 Respond to inquiries from constituents and other interested parties. A website would need to be set up and monitored. Reviews Contractors cost estimates for services and negotiates appropriate modifications. Participates with the appropriate Department Head in planning, conducting and implementing BID special studies and project impact miniziation and/or cooperate with city staff pertaining to BID issues. Review quotes for City participation in BID development projects. Consult with and advise City departments, elected officials and community organizations regarding issues, concerns and potential solutions to neighborhood concerns, issues and problems. The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsbilities of any particular position. Incumbent may be required to perform job-related tasks other than those specifically presented in this job description at the request of the Board. Job Based Competencies: Communicates effectively and clearly, both orally and in writing, to prepare succint, coherent and technically accurate reports and analyses. Participates in review and approval of project planning and schedulig and similar functions and activities. Assists individuals and neigborhood groups with resoltuion of issues; serve as point of contact, provide information and recommendations; assist groups to effectively utilize the established process to resolve problems; act as mediator and group facilitator in a variety of situations; on occasion, facilitate neighborhood meetings for the Board at Board s request. Knowledge of state and local laws, City ordinances, and other applicable regulations, standards and requirements relating to dependent business improvement districts and related issues. Knowledge of management, operational, administrative, political, environmental and other issues pertaining to the State statute and City s Ordinance No on July 16, 2002 creating BID. Interacts with citizens in high stress situations in a courteous, diplomatic and effective manner. Identifies needed program improvements and prepares and presents DOCX;3 1/20/2017

20 coherent, fiscally responsible and technically sound plans of action to address effectively needed improvements. Establishes and maintains effective working relationships with staff of City departments and offices; consultants, vendors, contractors, members of neighborhood associations, other community based groups in both the public and private sector and other members of the public. Communicates relevant information on project activities to be placed on City website. Knowledge of principles, procedures, processes and requirements comprising standard adminsitrative management functions, such as budget preparation and execution, finance, accounting, organizational and functional analysis, invoice review and audit and purchase order reviews. Knowledge of principles, procedures, processes and requrements common to development and proejct operations management functions such as project management, facilities planning, staffing, maitenance and code requirements. Knowledge of basic principles of contracting, such as negotiations, award processes and procedures, management and administraton. Knowledge of public adminsitration, particularly those aspects specific to municipal adminstration. Knowledge of basic principles of scheduling, management and supervision. Knowledge of statiscal concepts and methods. Ability to work independently with minimum supervisory direction and be self motivated bringing suggestions to Board for discussion or for future action. Ability to manage and administer contracts effectively and to direct and coordinate with Contractors, Engineers, Architects and Developers. Ability to research information involving complex and unusal problems, analyze data to make business decisions and/or arrive at valid conclusions and recommendations and prepare appropriate action plans. Ability to use established principles of total quality management and participate in teams to interface with businesses and neighborhoods in the identification and solving of problems DOCX;3 1/20/2017

21 Public Contact: Contacts are an essential component of this position. This incumbent interacts frequently with officials of other City and County departments, members of neighborhood associations, other community based groups and other members of the public. Substantial diplomatic skill is required to deal credibly, diplomatically and effectively with public inquiries and concerns.
