Plans, directs, manages and oversees the activities and operations of the including field operations, criminal investigations, management services and records management; to coordinate assigned activities with other Village departments and outside agencies; and to provide leadership in building strong community and officer relationships and highly responsible and complex administrative support to the Village Manager. Provides oversight and control of all law enforcement functions of the Village; performs work of varying complexity requiring broad interpretive judgment within prescribed standards and procedures. DEFINITION Serves the Village of Oak Park by providing leadership and defining the Oak Park as a premier community-based policing department through the direction of all operations and activities of the, pursuant to legal mandate and the direction of the Village Manager. Plans, directs, manages and oversees the activities and operations of the Police Department including field operations, criminal investigations, management services and records management; to coordinate assigned activities with other Village departments and outside agencies; and to provide leadership in building strong community and officer relationships and highly responsible and complex administrative support to the Village Manager. Provides oversight and control of all law enforcement functions of the Village; performs work of varying complexity requiring broad interpretive judgment within prescribed standards and procedures. SUPERVISION RECEIVED AND EXERCISED Receives general administrative direction from the Village Manager. Exercises direct supervision over supervisory, professional, technical and clerical staff. EXAMPLES OF DUTIES - Essential and other important duties and responsibilities may include, but are not limited to, the following: ESSENTIAL DUTIES AND RESPONSIBILITIES Assume full management responsibility for all services and activities including maintenance of law and order, protection of life and property, regulation of traffic, apprehension, arrest and detention of law violators, and maintenance of police records; recommend and administer policies and procedures. Manage the development and implementation of goals, objectives, policies, and priorities for each assigned service area. Enhance the strong community ties the Department has been known for; to be continuously responsive to Oak Park s diversity, guiding principles and values Establish, within Village policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. Plan, direct and coordinate, through subordinate level managers, the 's work plan; meet with management staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures. Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.

3 Select, train, motivate and evaluate personnel. Provide or coordinate for a robust officer training program including but not limited to traditional law enforcement training, problem solving, cultural and diversity issues in Restorative and crisis intervention/ mental health; work with employees to correct deficiencies; implement discipline and termination procedures. Oversee and participate in the development and administration of the budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; direct the monitoring of and approve expenditures; direct the preparation of and implement budgetary adjustments as necessary. Establish and implement programs, policies, rules and regulations and activities; negotiate and resolve sensitive and controversial issues. Represent the to other Village departments, elected officials and outside agencies; engage, and explain programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues for the benefit of the Department and the Village. Provide staff assistance to the Village Manager; participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence. Confer with citizens and Village officials on law enforcement problems and assist in the development of innovative municipal law enforcement policies. Confidently and comfortably build internal and external relationships; Ensure responsive, appropriate service delivery by conferring with civic, professional, service, fraternal and other community groups. Prepare written materials as needed and within established deadlines for the Village Manager to present to the Board of Trustees. Initiate internal investigations when appropriate and provide corrective action as needed. Review and analyze reports, legislation, court cases, and related matters; prepare the initial responses for legal actions. Participate in labor negotiations; monitor labor contract throughout the year. Develop partnerships and enhance relationships with neighboring and regional law enforcement entities and community groups. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of law enforcement. Respond to and resolve difficult and sensitive citizen inquiries and complaints. Prepare and manage assigned areas of the M.A.P. (Measure, Analyze, and Perform) Performance Management Program of the Village within established deadlines.

Engage and participate in communication strategies, media interviews and public service activities in order to foster a transparent and open form of community management. Perform related duties and responsibilities as required. QUALIFICATIONS Knowledge of: Operations, services and activities of a comprehensive municipal law enforcement program. Management skills to analyze programs, policies and operational needs. Principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Law enforcement theory, principles and practices and their application to a wide variety of services and programs. Technical and administrative methods of crime prevention and law enforcement including investigation and identification, patrol, traffic control, records management, care and custody of persons and property, and environmental protection. Use of firearms and other modern police equipment. Recent court decisions and how they affect department and division operations. Modern and complex principles and practices of program development and administration. Principles of supervision, training and performance evaluation. Pertinent Federal, State, and local laws, codes and regulations. Ability to: Plan, organize, direct and coordinate the work of supervisory, professional, technical, and clerical personnel. Select, supervise, train and evaluate a diverse workforce. Delegate authority and responsibility. Lead and direct the operations, services and activities of the as a part of a large, sophisticated organization in an urbanized environment and doing so diplomatically, effectively managing stressful situations, and projecting a demeanor of calm leadership.

5 Identify and respond to community and Board of Trustees issues, concerns and needs. Develop, implement and administer goals, objectives and procedures. Prepare clear and concise administrative and financial reports. Prepare and administer large and complex budgets. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods and techniques. Interpret and apply Federal, State and local policies, laws and regulations. Act quickly and calmly in emergencies. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work, including but not limited to federal, state, county and other municipal law enforcement agencies; criminal justice professionals and social service agencies; various boards, commissions, courts, media and the public. Maintain physical condition to perform essential duties as specified by police officer certification and demonstrate the mental and physical stamina necessary to lead, manage and multitask during emergency situations which may be of an extended duration. Effectively demonstrate and set the clear expectation of providing excellent customer service to all constituents. Interact with neighborhood organizations and other stakeholders in a constructive, cooperative and supportive manner while effectively representing the Village s interests. Maintain effective audio-visual discrimination and perception needed for: Making observations Communicating with others Reading and writing Operating assigned office equipment. Maintain mental capacity which allows the capability of: Making sound decisions Demonstrate appropriate intellectual capabilities. Experience and Training Guidelines Experience: Seven years of broad and extensive law enforcement experience including three years of administrative and supervisory experience. AND Training: Possession of a Bachelor s degree from an accredited college or university with major coursework in police science, criminal justice, public administration or a related field. A Master s Degree in Police Science, Public Administration or a related field is highly desirable.

6 License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license from the State of Illinois. FEMA Certifications as appropriate. Possession of a police officer certificate.
