5 2 Workshop Proceedings The Networking Workshop on was held on the 25 th 26 th November 2009 in Puri Orissa, as one of the regional activities for capacity building being implemented under the ASEM (Advisory Services for Environmental Management) Programme as part of the Indo-German Development Cooperation. The first day covered the inaugural plenary with the key note address given by Mr. AK. Tripathy, IAS, (ret d) State Election Commissioner, Orissa. This was followed by a number of presentations made by participants. The second day began with a few further presentations followed by framing of recommendations to take the results further. An overview of these proceedings is provided below. 2.1 Session 1: Inauguration The inaugural session began with a welcome address by Mr.SK Mishra, Director Factories and Boilers, Orissa, in which he welcomed the chief guest Mr. AK Tripathy IAS (retd) State Election Commissioner Orissa, and other participants. This was followed by addresses by Mr. G Upadhyaya, Former Chairman cum MD NALCO and Dr Rakesh Dubey, Director DMI and the chief guest Mr. AK Tripathy. The presidential address was given by Mr. RN Dash, IAS, Commissioner cum Secretary I&PR Dept, Orissa and vote of thanks by Mr. GD Rath Secretary, MCD on SHE. In his address, Mr. G Upadhyaya highlighted the need for developing an action plan for the future. Chemical disasters in the 80s and 90s brought out the need for assessment of technology and processes involved. The impact of the worst technical disaster the Bhopal gas leak was so large because there was no emergency plan. We therefore need to focus on preventive and mitigation measures. Industrialization is inevitable, and it was necessary to update information on the use, storage, transport etc of chemicals and materials. Rules alone cannot suffice, and all employees have to be alert and aware and know what to do for risk reduction. In case of either natural or industrial disasters, there is need to respond immediately, to inform the public for their well being, minimize property damage and speed recovery and rehabilitation. In Orissa, there are many MAH industries that use bulk hydrogen, chloride, etc and therefore cause high risk of accidents or death. On-site emergency plans are very important, but when effects and impacts go beyond industries, there is need for off-site plans and co-ordination between the district administration and industry. Organizing such workshops for sensitizing industry and the district administration was important for Human Resource Management we may have infrastructure and other resources, but human resources were the most important for management and decreasing the loss of life. Based on 20+ years of DMI s experience in capacity building for idrm, in his address Dr. Rakesh Dubey gave some insights on gaps related to the specific needs of idrm preparedness and mitigation. There is need to assess what data is missing and address questions such as who to consider as trainees, what use is being made of materials provided, what type of reports are prepared and material developed for training. There is need to systematize and document materials in a manner that makes it reachable to all and makes information easily available. In this context, all the trainings conducted under the idrm programme - materials, photos, guidelines, laws related to idrm have been uploaded on the platform. DMI has been preparing on-site and off-site plans and the main issue is whether these plans are usable and are made as per law i.e. an implementable plan that is not a paper but a real plan. The same is true for making some self evaluation procedures. There is Schedule 11 and 12, but it is not sure that concerned stakeholders understand what risk assessment is composed of. We need to develop a methodology for risk assessment to see who will be affected the purpose is to give correct and acceptable data on indicators such as wind direction, temperature (summer/winter dispersal is different) to see the impact over time. Therefore, DMI is making certain models that can be placed on the website to give details to stakeholders e.g. the posters displayed on the platform; these have been sent to all CIF DGFASLI and have been highly appreciated. In this age of the right to information, we also need to consider issues of provision of correct information and of linking the web platform to active players- state governments, industry and other stakeholders. The platform was launched by Gen Bharadwaj, member NDMA in February Since then, regional networking workshops have being held in Nagpur covering central India, in Bangalore for the southern states and ATIs, Jaipur for the western region, and the present one in Puri for the eastern region, to gather critical comments for further linking, updating and improving the

The eastern region has a number of mining areas and major industries (steel, petroleum/ oil), and therefore first hand experiences related to risk assessment and response in industries and industrial areas. These experiences will be a very important support in formulating the National Action Plan. In his address the Chief Guest, Mr. AK Tripathi talked of the need to have the right mind set in dealing with safety measures. As many know, a first rule for HRD is a stitch in time saves nine and people need to be trained to know what to do, to be alert and avoid accidents. In industry, we need strategies for emergency safety measures; to build up the mindset of safety first among personnel, and know different safety measures needed for different types of industry / chemicals. To introduce a safety first mind set among industrial workers, we need to start at the student level in engineering etc institutions. There is no specific teaching on industrial safety and degree diploma and ITI graduates are not taught anything about industrial safety. In Orissa, a course in industrial safety has been started in industrial training courses and a small beginning made. More was required in the field of industrial safety and occupational health. The inaugural plenary session ended with a vote of thanks by Mr. GD Rath. 2.2 Session 2: Presentations 1. The platform by Mr. Florian Bemmerlein-Lux, Senior Advisor InWEnt The second session began with a presentation on the platform by Mr. Florian and an overview of support provided for the development of the idrm Platform, including the management and coordination of workshops, training courses, symposiums and conferences. He emphasized the need to look at capacity building as skill training. Networking is equally important; we need training programmes which can be reproduced and there is need for good documentation and training material. We often hear resource persons say We do not share info, but we should and the platform provides a space for doing this. Some issues that need to be addressed include technical review and vetting of info posted on the site. We need information on experts for idrm (credible persons who are action oriented and not for just work on documentation) who can make a working on-site plan to provide the technical inputs for ensuring quality. At the end of the project, the platform is to be handed over for management either to MoEF or NDMA along with an editorial board to manage quality control. Software and web sites have been developed by MoEF, DGFASLI, Safety Council, NIC, etc; but the DMI platform is specialized. Integration of links to other platforms are part of future activities. 2.3 Session 3: Presentations 1. Presentation on National Action Plan by Dr Rakesh Dubey The post lunch session began with a discussion on how to proceed with formulation of the National Action Plan being designed under the guidance of NDMA. NDMA has made and issued guidelines. Now MOEF will take lead in making the action plan. Many ministries need to be associated industries, petroleum, transport, etc. and the process has just started. The Action Plan was to be based on practical experience such as the drill in the Nangal industrial area in Punjab and in Orissa involving the NDRF as response force. Disseminating such practical information as part of the Action Plan on the web platform will be developed over the next 2-3 yrs. Some areas to be included in the Action Plan were international exposure visits; mock drills; web platform; infrastructure facilities - upgrading of all CIF offices; and support to SPCB. The priority areas to be considered under the action plan are: (1) Hazardous gases LPG, Propane, Amonia, Chlorine, Hydrogen, CO 2 (a suggestion has been made to include all petroleum products); (2) Shape of storage structure, chemical storage (3) Communication with community 2. Presentation on oil spills in Paradip Port by Mr. Dillip Kumar Behara The second presentation was made on the environmental damage and pollution caused by the oil spill at the Paradip Port and the following cleanup efforts. The Coast Guard is the nodal agency of Indian Oil Spill Disaster Management Authority and this spill provided a unique experience to different agencies such as the Coast Guard, SPCB and the Paradip Port Trust to work together. It was the first time the Orissa SPCB gave a show cause notice and a global tender for evacuation of oil was issued

It cost Rs 17 crores to tackle and clean up the spill but the Port Trust is now accountable for all future enforcement of regulations. The experience of working together spanned the media, environmental activists, regulators, the Port Trust authorities and the district administration. 3. Disaster Management Centre Jharkhand ATI, by The presentation began with an overview of the hazard profile of Jharkhand state. The newly established Disaster Management Centre at ATI had so far conducted 18 training programmes for over 400 trainees. Most of the technical course material is provided by NIDM. The DMC conducts state and district level programmes especially for plan formulation; awareness generation; advocacy and networking with NGOs, GOs; developing a database of trainers/resource persons; planning to put up SDMA/DDMA; develop response teams for first aid/search and rescue, and develop IEC material. The DMC Jharkhand has provided articles for publication in Yojana 2009 June and participated in NIDM-WBI training programme development and implementation. They have also been associated with the school safety programme, fire fighting, etc. In the future, the DMC Jharkhand plans to design an idrm plan with the help of DMI considering the large number of industries such as TISCO that are located in the state. DMC also planned to include institutions such as XLRI/ XISS etc for training. 4. Thrust on Human Resource Development in idrm, by Dr Suvendu Das The next presentation of the day was given from the perspective of industry. Dr Das highlighted the need for a change of attitude and a paradigm shift to preparedness. A change of attitude is required mainly at the senior management level and a reward rebuke system that helps workers in changing behavioural patterns. Managers and workers need to know what to do or not do to minimize losses. Safety management should be made mandatory for all line managers and employees should be educated. Best practices in safety measures should be benchmarked and shared with other industries. 5. Impact of Climate Change on Biodiversity and Community Actions for Impact Reductions The last presentation was made on the impact of climate change and the need to account for climate induced hazards such as flooding, cyclones, etc in idrm planning.
8 3 Conclusions and Recommendations Session 4: Plenary Discussion for recommendations The second day began with a plenary discussion on the issues highlighted earlier and in defining a set of recommendations for the project. The key comments, suggestions and recommendations that emerged are listed below. 1. In the eastern region, the idrm project with support from InWEnt and DMI and the Action Plan being prepared could start with focus on looking at concerns of the steel industry as per the request of the Secretary Mining Sector. In April there will be national seminar on mine safety and environment, and the government of Orissa can involve DMI/INWENT in this. 2. An important outcome of training is dissemination of information. Dr. Rath s institute MDC on SHE is available for technical backstopping and has good rapport with GOO and CIF. 3. Many people work in the field of safety in industry e.g. the SAIL units. We can use their experience and SAIL can be taken as an example to implement capacity building measures. 4. There is need to conduct exclusive training programmes for industry frontline managers working in safety about 5000 trainers are specialists. Such training can be structured hazard specific eg general safety, hazard issues which are so relevant for eastern India. These programmes can provide inputs for the proposed national action plan 5. Engineering graduates join different factories, but academic theory and real life situations are quite different. In every engineering college, the government is introducing 2 day safety capsules safety law, situation in factory, and there is need further develop this concept. The Government has issued circulars to introduce safety and environmental capsules in 1 semester. 6. The Course Characterization Forms (CCF) with information on target group, institutions involved, objectives and results of training are available on the and this can be updated to include information from other network partners. If this can be sent by mid Dec, it can be included into the next year programme. 7. The modules can be used for setting up TOT on specific subjects / issues such as: importance of safety measures and the danger of falling from a height, safe practices in hot metal handling, project safety, electrical safety and gas safety management. Identification of critical contents will assist in making action plans. 8. Law provides for all hazardous manufacturing processes, what we require are competent supervisors. Can DMI assist (for deciding on structure and content) in preparing a training module for days that workers / supervisors can go through to be competent. 9. Refresher courses are required for safety officers few such officers come with a diploma in engineering, most have a BSC background and need training. A refresher module (content for steel sector or chemical factories) can be developed so that they are competent and thorough in assessing and implementing safety measures. 10. A training programme is also needed for semi-skilled workers - fitters, etc. So far, there is no institutional mechanism for training them and 95% accidents happen when there are poorly trained contract workers. There are rules for construction safety considering the large number of people working on construction sites. DMI can assist in making these kinds of programmes. 11. Mining is still a grey area; mining (all under factories act), excavation, transportation, crushers, mostly employ contract workers and something is needed for their security. 12. The Web platform is great as knowledge pool, so far a start up concept, but has huge future to involve different stakeholders, all regulators so that everyone will benefit. 13. Safety and health welfare were highly co-related. There are 29 processes declared as hazardous processes but unfortunately, very few cases report what they suffer. Symptoms (stomach ache, nausea, etc) are similar so it is difficult to determine appropriate treatment and therefore regular health check up of workers is important. Many big units have provisions for an occupational doctor, who can tell that the patient may be suffering from lead poisoning and therefore may give correct treatment faster. Contract workers in crushers for example may suffer from asthma, but the doctor may be unaware of the type of dust he is inhaling and may

Therefore there is need to consider safety along with health and information on which type of medical examination is needed for different industry. Occupational diseases need to be considered. 14. Law is framed well all provided for factory act/rules says ensure safety and health of workers. If we take this further, there is preventive and social medicines we need to give this more focus. 15. There is a lot of surplus agricultural labour being absorbed into industry. Many ITI have mushroomed and give certificates without proper training and many young temporary workers come into industry and are in critical positions. A lot of accidents happen due to unskilled labour doing skilled work. Grass root level workers have to be made aware of safety measures and industry has a responsibility to train them before taking them on, as part of their corporate social responsibility. 16. With growing industrialization, there is now a lot of outsourcing and work done by contractors. Many health issues exist, but the priority is for profit not safety, because interests of different stakeholders regulatory authorities, contractors, etc. differ. 17. The supervisor level is where information on safety is most required. This at the industry level means allocation of funds, which they are not willing to do. A module will therefore meet a major gap in capacity building for steel workers, frontline managers, line managers and top management. 18. Due to the compulsions of design of sophisticated technology, some industries have safety into consciousness. To strengthen safety measures we have to make it a mass movement in a structured manner taking care of different stakeholders. Just training professionals is not enough. 19. There is need to allocate certain % to CSR and to PPP. This needs to be considered as well. 20. Industry needs to identify hazards and not make them into disasters.
