3 Thrust for the Establishment of CSCU Civil Service College Uganda (CSCU) was established in 2010 under the Ministry of Public Service as a component of World Bank supported Uganda Public Service Performance Enhancement Project. It is the Learning and Development Arm of Government, established to improve public service efficiency and effectiveness by addressing weak public sector management and administration, manifested through deficiency of key specialized skills, negative attitudes towards work and general low levels of productivity. 3

4 Thrust for the Establishment of CSCU The National Development Plan, 2010/ /15 identified establishment of the Civil Service College as one of the key interventions to develop and maintain skilled, able and committed human resource in the public service. The Policy Paper on Transformation of the Uganda, 2011 recommended the establishment of a Civil Service College as a National School of Government to inculcate the right attitudes in public servants, provide focused skills enhancement to targeted public servants and a cadre of staff well equipped for transformation of the public service. 4

5 Thrust for the Establishment of CSCU The Policy Paper further recommended the College as a strategic response to the inadequate leadership and management capacity across the Service. 5

6 CSCU s Strategic Direction CSCU s mandate is to build the capacities of Public Service institutions and human resources for improved performance in public service delivery. CSCU s vision is a Centre of Excellence for Public Service Development. CSCU s mission is to provide quality demand driven inservice training and support public policy research and innovations for improved performance and service delivery in the Public Service. CSCU s core values are Professionalism, Accountability, Integrity, Responsiveness, Learning Organisation, Patriotism and Teamwork. 6

7 Role in the Transformation of the UPS 1. Promoting good governance, transparency and accountability by building the capacities of Public Servants for improved performance and service delivery through: developing standardised curricula and training manuals for public servants training; designing and delivery of needs-based in-service training; designing and delivery of tailor-made training solutions to Public Service institutions; strengthening Public Service ethos by inculcating right attitudes, values and ethics amongst public servants; and 7

8 Role in the Transformation of the UPS spearheading monitoring and evaluation of implementation, outcomes and impact of training and development measures across the Public Service. 2. Providing support to the implementation and roll out of Government s policy and reform initiatives. 3. Supporting public policy research and innovations to enhance socio-economic development. 8

9 Training Programmes Design and delivery of training programmes began in 2011 and as of May 2014, a total of 2,121 public officers have been training in the following programmes: Early Leadership Development: 489 Induction of LG Medical and Health staff: 448 CNA and Evaluation of Training for HROs: 122 Induction of Deputy CAOs: 57 Competency Based Recruitment: 30 Leadership and Change Management: 508 Innovation Management: 212 Public Procurement and Contract Management: 40 Tailor-made MBA: 35 Pre-retirement for Regional Referral Medical Staff: 180 9

11 What makes CSCU unique Practitioner focused and driven training philosophy. Rigorous train the trainer programme. Phenomenal training faculty comprising subject matter and generic experts from public and private sector. Training programme design and delivery informed by training needs assessment. Training evaluation based on Kirkpatrick s 4 Level Training Evaluation Model (RLBR). Caravan approach (innovative, cost reduction, client oriented outreach strategy) in training Long term capacity development 11

13 CSCU Role in M&E Capacity Building In pursuit of a long term, institutionalised mechanism for engendering M&E capacity building in the Uganda Public Sector, OPM commissioned a study to develop National M&E Policy Operationalisation Plan. The preliminary study findings point to CSCU as a suitable training institution to build M&E capacity across the Public Service. The study further recommends internal capacity strengthening of the College to effectively manage M&E capacity building programme. 13

14 Human Resource Capacity Capacity Readiness Check 5 technical officers with proven training and practice in M&E. Practitioners training in cross cutting M&E modules Opportunity to utilise OPM/GIZ U Evaluation Capacity Development certified ToTs in Evaluation training. 14

15 Capacity Readiness Check Infrastructure and Facilities Ongoing construction of a state-of-the art Training facility in Jinja, scheduled to be completed by July 2014 (see the architectural designs ahead). Provision for Resource Centre with adequate computers and high speed internet connectivity to promote e- learning and development. Fully furnished equipment caravan and trainers van. M&E training equipment (laptop computers) under OPM/UNDP Strengthening Monitoring Capacities in the UPS Project 15

16 Funding Capacity Readiness Check Funding support from Government of Uganda dedicated to core programmes, M&E inclusive. Increasing client satisfaction and referral, thus high opportunity for M&E training demand. Prospect for funding from Development Partners towards sustainable M&E capacity building. 16

17 Capacity Readiness Check... Strategic Partnership and Collaboration 1. Under OPM/GIZ ECD Project, CSCU has been identified to undertake the following activities: Undertake ToT in Evaluation Carry out awareness raising sessions within MDAs Training Needs Assessment in selected MDAs Evaluation curriculum customisation Review and customisation of training materials Programme roll out 17

18 Capacity Readiness Check... Strategic partnership and collaboration 2. Under OPM/UNDP Strengthening Monitoring Capacities in the Public Sector Project, CSCU has been identified to: Customise M&E curriculum and training modules Conduct train the trainers course in M&E Launch and roll out the programme 18

19 Looking Ahead Government is a pace setter for efforts sustainable M&E capacity building in the Public Sector (e.g. Uganda Evaluation Facility under OPM) Development partners continued technical and financial support to enhance M&E culture and practice will generate the much needed pay offs for the attainment of Vision 2040 aspirations. The public officers will need to increase their interest and responsiveness towards local M&E training programmes. 19
