WHAT IS EVOLUTION? Any process of formation or growth The gradual development of something, especially from a simple to a more complex form A motion incomplete in itself, but combining with coordinated motions to produce a single action A process of gradual, peaceful, progressive change or development, as in social or economic structure or institutions
What is the BWS? Municipal Water Agency Deliver safe drinking water to the public Semi-autonomous All revenue generated is used only for BWS
Municipality Challenges Politics Procurement Laws Competitive Compensation Culture Organizational Structure How we do our work
The BWS Mission is Our Day-to-Day Job Water for Life To provide safe, dependable, and affordable water now and into the future.
BWS Operations Pump over 140 million gallons per day Serve approximately 900,000 to 1 million Over 90 active sources Over 170 reservoirs
WSO Operations Just under 400 active pumping units Chlorination at all sources Over 180 chlorinator units 12 active GAC facilities Over 112 GAC vessels Monitor the system 24/7 through SCADA system
IMPLEMENTATION
WSO General Challenges Antiquated equipment and systems Inadequate organizational structure Outdated work and work management practices
Antiquated Equipment 1970s Sequence Timers New PLCs
WSO Specific Challenges Water Treatment Maintenance programs Formalized training program
Impact Increased water treatment work Decreased preventive maintenance Chlorine Usage Increased reactive maintenance Weakened maintenance skills Degradation of equipment and facilities Staffing Level
Operational Program Management BWS Water System Operations is making a concentrated effort to advance the program to meet the ever changing regulations, requirements, and demands of the water industry. This initiative s goal is to move the Water System Operations program forward to better fulfill the BWS mission effectively and efficiently. Main tasks of the initiative are: Condition assessment Organizational assessment Other Improvement Initiatives
Condition Assessment Completed condition assessment of all BWS pumping and chlorination facilities. Created database with data capturing forms and reports Analysis of assessment data Developed condition rating system Prioritized repair work needed Assessing feasibility of alternative project delivery for implementation of common repair needs Developing scope of work for high priority renovation/upgrade projects
Organizational Assessment Completed organizational assessment of Division Conducting Assessment of Computerized Maintenance Management System (CMMS) Organizational Recommendations: Develop Water Treatment Branch Develop Instrumentation and Controls Branch Additional Engineering Positions
On-going Improvement Initiatives Proceeding with re-organization request: New Water Treatment Section New civil service classifications required Engineering and Technician Position Recruitment of eight personal services contract positions until re-organization is completed Development and implementation of electronic Operation and Maintenance Manuals Development and implementation of Process and Instrumentation Diagrams Installation of technology: Programmable Logic Controllers Chlorine Residual Analyzers Chlorine Tank Level Sensors
