3 What is SEF? Servicio Regional de Empleo y Formación, public administration service to promote employment, occupational training and job placement, directed to a steady and quality full employment in the Region of Murcia. What is CAVI? The Special Assistance Centres Network for Genderbased violence is a free public service within the Regional Department of Family and Social Policy in cooperation with local authorities, which began in 2006 to assist victims of gender-based violence as a whole. What is the VVG Protocol? It is a job-placement Programme for unemployed victims of gender-based violence. It consists of a series of measures to increase their employability and the access and promotion of employment and self-employment. Who can benefit? Unemployed women victims of gender-based violence Who provide the services? The specialised counselling professionals at the Public Employment Service offices in cooperation with the CAVI Network 3

4 How can a women access to the VVG Protocol? Calling 012 Phone number to schedule an appointment By going to your Public Employment Office By your local CAVI social worker What can the Protocol offer? Assistance, accompaniment and counselling in relation to training, job opportunities, subsidies, grants and incentives for job searching. All actions will always respect women decisions and will be coordinated with her CAVI s social worker. What are the advantages? Individualised and confidential assistance in a safe environment One-stop window for needs Assistance by specialised professionals Priority for joining public programmes or access to self-employment or hiring help Access to grants for transport and good work-life balance if woman is in training programmes Why this coordination Protocol was needed? Article 22 Ley Orgánica 1/2004, 28 December R.D. 1917/2008, 21 September ( Programme for labour and social integration of victims of gender-based violence ) Protocol became effective on the 8th of March 2010 Revision and up to date: 25 April

6 What are the objectives of the Protocol? To facilitate access, promotion and continuity of employment and self-employment To optimise public resources To reduce secondary victimization To know about different situations and to respond to the needs of victims of gender-based violence who use public services to demand employment and assistance To be an instrument of social and labour integration, constantly updated to improve services offered to victims of gender-based violence To assist victims of gender-based violence on a one-stop window basis How is the methodology? It is about a personalised programme of social and labour integration, based on personal assistance and organised in three stages: Stage 1. Admission to the protocol: personalised analisys and profile definition Stage 2. Designing a pathway: coordinated actions of SEF CAVI. Stage 3. Monitoring, evaluation and making of reports 6

7 STAGE 1: PERSONALISED ANALISYS AND PROFILE DEFINITION Contact between responsibles of local CAVI and Counselling services of the Employment Office Women who go to CAVI are informed about the possibility of being personally assisted by specialised employment counsellors Women victims of gender-based violence are classified according to a procedure manual Victim of gender-based violence Consent Form STAGE 2: DESIGN OF A PERSONALISED PATHWAY OF SOCIAL AND LABOUR INTEGRATION 1st Interview Woman+counsellor SEF +social worker CAVI As son as posible (máximum 30 days) Employment applicant s record Test of employment searching Information feedback document Consecutive interviews Employment demand updating Needs assessment, employment availability Requested services, special actions Proposal of a personalised pathway (Guía de medidas de inserción Anexo V) Occupational training Workshop on employment searching resources and employment boost Other available resources Referrals Counselling on hiring incentives and self employment Priority for job placement and job experiences programmes Information and counselling on legal incentives and subsidies 7

8 STAGE 3: MONITORING, EVALUATION AND MAKING OF REPORTS Constant monitoring of output and outcome indicators Occupational training Job placement Research Visibility Procedures Meeting of responsibles of CAVI, Employment Offices and Coordinators every six months A quarterly report on outcomes, incidents and improving proposals is made by the SEF Employment Counselling Service Quarterly meeting of the coordination and monitoring group Reinforcement of Active Employment Policies OCCUPATIONAL TRAINING Transport grants Grants for good work-life balance EMPLOYMENT Incentives to indefinite contracting (up to ) SELF EMPLOYMENT Help for self employment with at least investment (up to aid) JOB OPPORTUNITIES Priority to access mixed employment-training programmes, Priority in local public employment projects PROMOTION / LABOUR RESEARCH Promotion about incentives for companies that contract women victims of genderbased violence Promotion initiative Companies for a society free of gender-based violence 8

9 VISIBILITY / RAISE AWARENESS Participation in seminars and working groups to raise awareness of society about problema of gender-based violence Organisation of two conferences to present and to update the protocol with attendants from all social sectors: ATTENTION AND ADMINISTRATION Assistance no longer than 30 days Special places located on the Employment Offices to guarantee confidentiality and security SPECIALISED PROFESSIONALS Refresh training of SEF and CAVI professionals Cooperative-learning groups of more than 80 working hours on a six-monthly basis with professionals from all involved institutions (2011 and 2016 reports are available) What are the results of the protocol? 9

10 Almost 50% of women do not have certification of victim of gender-based violence or it is expired Certification as a victim of gender-based violence Intervention is developed thanks to coordination between SEF and CAVI 58% of women are 36 yrs. or older Age of victims of gender-based violence 11% of assisted women are between 16 to 24 yrs. old 10

11 76% of assisted women are Spanish nationals Nationality of origin 17% of assisted women have four nationalities Almost 70% of assisted women are long-term unemployed Percentage of long-term unemployment 11

12 More than 90% receive any kind of subsidies or unemployment benefit Percentage of women with unemployment benefit or subsidies Job placement after intervention 55% of assisted women get a job after being included in the protocol Half of the job placements take place during 6 months after being included in the protocol 12

13 19% of job placement are of women recently involved in the protocol Job placement after intervention This percentage rises up to 75% as women stay longer in the programme and are more autonomous looking for a job Occupational training Job placement of women who attend training courses rises up to 67% (12 points higher) 13

Grants for good work-life balance if woman is in occupational training programmes Promotion of hiring and self-employment help among companies through a specialised service of SEF Training and specialisation of professionals involved in the Protocol PROFESSIONALS IN PERMANENT TRAINING Refresh training of SEF and CAVI professionals Cooperative-learning groups: Editions I and II, of more than 80 working hours on a six-monthly basis Aimed at all professionals involved in the protocol Making of the Report of Activities of the Protocol from the beginning (2011) to its updating (2015) 17

18 THE PROTOCOLO IS A GOOD PRACTICE LIABLE TO BE TRANSFERED TO OTHER CONTEXTS, OBJECTIVES OR SOCIAL GROUPS It has measures, methodologies and tools that have demostrated their efficacy and efficiency and they cover not only administration and procedures but also comprehensive responses to women needs and problems It is a useful tool to facilitate social and labour integration that can be an example for other organisations and social groups Actually this good practice has been transferred to: Coordination Protocol to improve social and labour integration of unemployed at risk of social exclusión Coordination Protocol to improve social and labour integration of unemployed with mental illness (in process) A GOOD PRACTICE TRANSFER: Coordination Protocol to improve social and labour integration of unemployed at risk of social exclusión Who are the beneficiaries? Unemployed people at risk of social exclusion What does the protocol offer? Comprehensive care Better resources allocation Flexible assistance Appropriate referral Facilitates access and continuity of measures proposed in the personalised employment pathway What does the protocol guarantee? The opportunity to follow a personalised pathway for social and labour integration according to carachteristics and needs of people at risk of social exclusion 18

19 What does the Social Exclusion Protocol include? Actors who are going to participate in each stage (SEF-Regional Social Services (IMAS)-Local Authority and NGOs) Mechanisms to be implemented Working group formation (end of 2014) Intervention procedure Design of tools to structure information and coordination Definition of standards to assess, monitor and evaluate Appoint an specialised employment counsellor in every employment office Training of specialised professionals Definition of positive discrimination measures to assist this social group in employment counselling services and occupational training courses What institutions are involved in the Protocol?
