3 Performance Measurement Measuring performance Enables us to review and determine if we are making progress towards the attainment of our priority goals are we achieving the objectives and targets which we have set ourselves within our allocated funding and within employment levels Assists and influences the HSE in taking both operational and strategic decisions Sets the baseline for developing our corporate and annual service plans It also ensures that implementation of the National Service Plan (NSP) is in accordance with our legal obligations in accounting to the Minster for Health and Children for the provision of services as specified in our plan. O Continuously reviewing and monitoring implementation of the HSE s strategies and organisational performance. 3
4 Governance and Accountability (External) Government (Through Minister for Health & Children) Health Service Executive DoHC and HSE Quarterly meetings between the Secretary General, DoHC and the CEO of the HSE and their respective management teams to discuss issues arising in relation to implementation and progression of the NSP O Department of Finance, DoHC and the HSE tripartite monthly meetings O Performance Evaluation Unit, DoHC, HSE and Corporate Planning and Corporate Performance (CPCP) Directorate O HSE officials engage with their counterparts in the individual Policy Units in the DoHC on an ongoing basis in relation to service issues. O Freedom of Information / Parliamentary Queries 4
5 Governance and Accountability (Internal) Board of the HSE monthly review of the performance of the organisation HSE Board HSE Board Sub-committees Service Level Agreements (developed and agreed between the HSE and all voluntary hospitals / institutions) HSE Senior Management Team Corporate The Service Performance Monitoring Control Committee (PMCC) as a subgroup of HSE Management Team meet regularly to review performance against plan and is responsible for approving the monthly Performance Report (PR) against NSP that is submitted to the Board and DoHC (Chair, National Director of Finance) Regional Performance Management Review Report (including Balanced Score Card) which sets out annual targets and deliverables and is agreed between the National Directors of Integrated Services and each Regional Director of Operations (RDOs) and National Care Programme and Service Leads Subset of Level 1 Service Plans which set out the services to be delivered and the quantum for each region / area 5
6 Levels of Planning and Performance Measurement in the HSE There are varying levels of planning and performance measurement within HSE, from multi-annual corporate planning to annual service planning at national, regional and service level. Performance Measurement reports mirror the different levels of planning and provide an oversight for managers of actual performance measured against planned performance. 6
7 HSE Planning and Performance Reporting Framework 2011 Performance Reports Annual Report Health of Population Policy and Strategy Documents Control Mechanisms Team and individual Personal Performance Reviews and Development Plans are aligned with service plans and performance targets. These are agreed, implemented and reviewed as part of the normal management cycle. Corporate Plan Report (CPr) HSE Corporate Plan - Corporate Objectives - Deliverables - Measures HSE Board Senior Management Team Monthly Performance Report (PR) Monthly Healthstat* Performance Report National Service Plan - Priorities - Key Result Areas - National PI set Performance Monitoring and Control Process Incorporating Risk Management HealthStat* Forum Regional Performance Management Review Report Including Regional Balanced Score Card Regional Service Plans Including Regional Performance Metrics Regional Performance Management Review Meetings Including bimonthly Risk Management ISA Service Plan and Performance Management Review Report *HealthStat is a National focused review of operational metrics which are used to measure and drive performance at hospital and ISA level 7
8 Performance Information Framework Joint Performance Information Framework (in conjunction with DoHC) Population Health Common Dataset Corporate Planning (multi-annual) Service Planning (annual) HealthStat and Casemix (in-depth analysis and day-to-day operation management of service deliver) This structure is supported by common definitions, accurate metadata and robust formats and rules for data delivery and use. 8
9 Performance Indicators and Measures What is a Performance Indicator (PI) A PI or a Key Performance Indicator (KPI) is a measurable indicator that demonstrates progress towards a specific target PIs are at the heart of a performance monitoring system and needs to be defined in a way that is understandable, meaningful, and measurable Monitoring PIs enables decision makers to assess progress towards an objective or goal within an agreed timeframe Each Care Group and Programme has an agreed set of PIs set out in the National Service Plan (NSP). 9
10 Performance Indicators and Measures (Contd..) How are PIs developed for HSE? A Joint Performance Information Group (JPIG) was established to create a joint HSE/DoHC structure to formalise the framework, definition and utilisation of performance information for the benefit of both organisations One of the tasks of JPIG was to develop an agreed set of performance indicators/measures to meet the needs of HSE, DoHC and the Minister This task is jointly led by National Director, CPCP and Performance Evaluation Unit, DoHC JPIG produced a comprehensive framework for drafting PIs. This framework set out the process for the metadata project 10
11 Performance Indicators and Measures (Contd..) Metadata Project This project is being undertaken by Performance and Reporting Function within CPCP and in collaboration with Care Group Leads / RDOs Each PI has a metadata sheet detailing the exact meaning of the PI and its calculation The PIs, through their metadata sheets, are reviewed each year by Directorates as part of the service planning process to check if they are still relevant, collectable and useful Feedback from the review is shared with DoHC who then link directly with their counterpart line division in the HSE and rever with an agreed set of PIs with Metadata A set of PIs, based on feedback from HSE and DoHC is compiled and final set agreed Process for agreement of PIs, which are a key component of the NSP is finalised in October each year 11
12 Target setting and profiling Once PIs are identified the next step is to set performance targets Target setting gives a clear sense of what the organisation should be aiming for The setting and monitoring of targets is an integral component of service planning and supports the achievement of our corporate objectives Care Group / National Leads have the responsibility for target setting in conjunction with the RDOs The BIU provides evidenced based data / information / experience that can assist Care Groups / National Leads / RDO Managers in determining and proofing their targets for 2011 and beyond Profiling of PIs enables HSE to map out performance against an appropriate target month on month 12
13 Business Intelligence Business intelligence within the HSE compromises of a central repository for activity information for acute and non-acute services. This is known as the Business Intelligence Unit located within the CPCP Directorate. The BIU provides a central data repository made of Acute and non-acute information is a central collection point for HSE data used to monitor the organisation s performance. The data collected is collated and validated by Specialist Analysts within BIU who have close links with Care Group / Programme and National Leads together with analysis, used in performance monitoring reports. 13
14 Reporting on performance Why we report.. Timely and comprehensive reports about how our services are performing against targets enable HSE staff and managers to increase service efficiency and effectiveness. How we report.. CPCP Directorate provides key performance reports to the Performance Monitoring Control Committee (PMCC) which provides a view of performance and support decisions on remedial action required to meet financial, HR and activity targets. 14
