3 National system of professions Online catalogue of occupations - continuously developed. The information you need to know about professions applicable at the Czech labour market: job description required qualification necessary professional skills and knowledge and others The complete information required for description of professional qualifications, which forms the National system of qualifications (NSK). Communication tool for all players of the labour market and for strategic human resource s management in the companies. 3

4 National system of professions 2900 descriptions of occupations. 2 sorting categories: Horizontal 48 professional guidelines (engineering, construction, management, operational and personal services); Vertical 8 qualification degrees (compatible with EQF). Link to the CZ-ISCO (based on the international classification of ISCO-08). Competency model: Soft skills; Generic hard skills; Specific hard skills - knowledge and skills. 4

8 Project: National system of professions The development of a national system of professions and of the sector skill councils as a tool to influence employers ' human resource development in the Czech Republic. 10 National system of qualifications List of nationally accepted qualifications in the Czech Republic. Detailed description of the demands for the specific qualifications allowing their acceptance by law. NSK describes qualifications in terms of requirements for performance of work, while also determines the procedures and criteria that can check whether the person fulfils the requirements. The foundation stone for the implementation of Law No. 179/2006 Coll. on verification and acceptance of further education. 10

11 National system of qualifications 400 professional qualifications in 8 qualification degrees (compatible with EQF). Allows people to recognize the skills, regardless of what kind of way are acquired (at school, at the course, in practice,...). Upon passing the exam from the professional qualifications by authorized person, the candidate receives a certificate with a nationwide effect. Consists of an alternative path to the acquisition of qualifications for specific occupations (alternative to the school education). The examples of professional qualifications: Glass painter, Diver, Gravedigger, Assistant hair stylist, 11

12 Description of professional qualification Qualifying standard The list of skills that are necessary for the exercise of the profession. Proving standard Specifies how to verify whether the candidate for a certain professional qualifications meets the requirements (competencies) laid down on this qualification in its Qualifying standard. Part A Contains criteria for the evaluation of competencies (verbal, written, practical). Part B Provides guidance to the implementation of the exam, the requirements for an Authorized person, the requirements for material and technical equipment necessary for the exam. 12

15 The network of sector skills councils 29 sector skills councils are consortium of prominent representatives of employers, professional organizations and other experts on human resources in various sectors of the economy. They observe the labour market and identify the trends, clearly declare appropriate sector needs, especially in the field of human resource development. Their findings are exactly projected into NSP and NSK with the help of many other experts in the network. 15

Developing National system of qualifications make the qualifying and proving standards of professional qualifications. Opening and dealing with sectoral agreements (unique tool for all partners of the labour market who feel the need to influence the development and the use of human resources). 18
