Does your organization receive federal grants? Do you have specific requirements on managing equipment and inventory audits? Answer: Yes, refer to the Department of Children and Families CF Operating Procedure No (CFOP 80-2). 2. Page 3, Section 2.c.2, Acquire data and information outside of the child welfare system, including other state agencies. Will this effort require the physical acquisition of data from other organizations, or is just the identification and planning of such data sources? Answer: The effort will require physical acquisition of data from identified sources. 3. The RFQ references experience with Child Welfare Results Oriented Accountability Program Plan; the attached study authored by North Highland makes it clear their prior procurement involvement, giving them an unfair competitive advantage. Will this prior engagement preclude North Highland from the Request for Quotes Data Analytics Child Welfare Service Drivers to Outcome Measures? As you will see, even the term multivariate appears in both documents. Answer: Section V.1.f. of the RFQ states: Project staff have a demonstrated understanding of Results-Oriented Accountability (ROA), data governance, and data management strategies Winewood Boulevard, Tallahassee, Florida Mission: Work in Partnership with Local Communities to Protect the Vulnerable, Promote Strong and Economically Self-Sufficient Families, and Advance Personal and Family Recovery and Resiliency

2 The broadness of this language was purposely selected in order to communicate a preference of demonstrated experience in these subject areas, rather than experience specific to what has been developed for the DCF Office of Child Welfare specific to its ROA Program to date. The ROA Program is a collaborative endeavor and designed to benefit from best practices from a variety of stakeholders and partners. North Highland has contributed greatly to this collaboration, and the Department is committed to continue to attract qualified vendors to introduce best industry practices specific to data governance, data management, and a results-based accountability model of management and performance to its ROA implementation. The term Results-Oriented Accountability (ROA), as used in the Department s child welfare program of the same name, originated in a book edited by Mark F. Testa and John Poertner, Fostering Accountability: Using Evidence to Guide and Improve Child Welfare Policy. Multi-variate is a common statistical term. The Office of Child Welfare is engaged in the RFQ process for the purpose of identifying the best qualified vendors to collaborate with the Department and child welfare stakeholders statewide to effectively and successfully implement the ROA Program to improve outcomes for children and families in Florida. 4. The timeline is very compressed on the front end, and not so much on the backend. Can the time for submission be changed to allow for an adequate response? Answer: Yes 5. Has the Office of Child Welfare defined specific research questions to be addressed in the multivariate analysis or will the vendor assist the Office of Child Welfare in developing and/or selecting the research questions to be addressed within the scope of this project (Page 3, Section III.2.a.)? Answer: The selected vendor will assist the Office of Child Welfare, the ROA Technical Advisory Panel, and the Florida Institute for Child Welfare at Florida State University to develop. 6. Is the design of a web-based interactive dashboard view specific to Tableau, or is there another software to be considered when designing the dashboard views, and if so, what is the software (Page 4, Section III.8.)? Answer: Tableau is the software selected by the Department. All dashboard views are specific to Tableau.

Is DCF looking for the successful bidder to provide a one-time analysis or the development of a program to continuously establish, evaluate, measure and analyze the metrics established as a part of the analytics engagement? Answer: The goal is to develop a program to continuously establish, evaluate, measure and analyze the metrics established as a part of the analytics engagement within the established scope of the Office of Child Welfare ROA cycle of accountability process measures and data governance and Master Data Management strategy. This includes data quality and cleaning efforts. 8. Does the department have any analytics tools / software packages available for use by the successful bidder or will the bidder need to provide them? Answer: The successful bidder will provide the analytic tools and software. a. If there are tools / software packages available to the successful bidder, what are they? Answer: See the Answer to 8., above. b. If there are not tools available, does the agency have a preference as to the tools utilized by the successful bidder? Answer: No preference. 9. Is there an expected timeline or period of performance for the completion of the study or other deliverables listed? Answer: Yes, the end of state fiscal year Will all resources be required to be onsite for the duration of the project? 11. Will we be providing analytics only for the raw or summarized data that resides within systems at DCF or will we be working data collected from other sources (ex: the CBCs)? Answer: See answer to question #2. The data that resides within FSFN will be the primary source of data analysis. Interested vendors should include in their planning the analysis of data outside of FSFN. 12. How many existing databases does FSFN currently have and what type of access is provided (direct connect or flat file download)? Answer: FSFN Production uses five (5) databases. One specific database will be used for analytics. Access is flat file.

4 13. Does the department have an existing MDM or data governance policy that they can share with the vendor? Answer: The Office of Child Welfare is developing a future state MDM and data governance framework. 14. What sort of communication about the KPIs is currently being provided to the stakeholders? Answer: The Office of Child Welfare currently provides KPIs to stakeholders via a monthly report, and via dashboard and scorecard views via internet. 15. What sort of analytics platform is FSFN currently using? Is it a custom built platform or subscriber-based? Answer: FSFN currently does not have an analytics solution. Tableau is the software currently selected by the Department for dash boarding. 16. What amounts and types of data stores do you anticipate needed to build the Data Analytics for Child Welfare? Will this data require some level of data cleansing? Answer: It is anticipated that, at minimum, a database will need to be built to serve as a single client identifier resource for the individuals listed in FSFN. Data cleansing will be required. 17. Can you provide any list or pictorial representation of your current data environment for Child Welfare? Answer: Not at this time. 18. Does the department have direct access to these data stores or will interfaces need to be built? Answer: The department has direct access to the data mart/data warehouse for its Child Welfare Information System, however, interfaces may need to be developed to extract and share large data files with the vendor. 19. Has a tool already been selected for the data analytics or have a preferred one would like to use? Answer: No, no preference. 20. Are we limited to pricing (hourly rates) those roles listed in the RFQ? Can we please add those additional roles and/or costs required for the success of this project? Answer: No limit, please include any roles required for the success of the project.

5 21. Which organization or office within Florida DCF is sponsoring this data analytics project for child welfare? Answer: Office of Child Welfare 22. Will Florida DCF please consider purchasing services through the GSA Schedule 70 for those vendors with Coop/Purch status as well? n/state_contracts_and_agreements/alternate_contract_source/gsa_schedule_70_inform ation_technology_equipment_software_services 23. Have any Data Analytics product demonstrations/oral presentations with vendors already occurred pre-release of this RFQ? 24. Does the awarded vendor must have already implemented a similar solution for State Child Welfare for other state healthcare agencies? Answer: Section V.1.g. in the RFQ states: The vendor employs Project Management staff that have demonstrated experience in large data analytics projects with state health and human services agencies as clients. 25. Would you consider a two-week extension on the due date to: Monday, August 22 nd the current due date requires a limited two-week turnaround time. Answer: Yes. 26. What is the expectation of Florida DCF in terms of utilizing their own resources? utilizing Florida-based (local) vendors for products and/or professional services? Answer: The selected vendor will be expected to provide their own resources (subcontractors, etc.) for all services required of the project. 27. With the assumption that this RFQ is for the Assessment phase of this data analytics project, would the vendor who is awarded the Assessment (this RFQ) be predisposed to bid and/or be awarded the Implementation phase of this project?
