1 Partnership opportunity and synergy between PEI and MCCCD Transformation Industry Partnership Purpose MCCCD recognizes and values the vision PEI has set forward in their A Blueprint for Transforming Greater Phoenix into an Innovation Economy, Executive Summary Document. Further, MCCCD acknowledges its synergy and alignment with PEI at a strategic level. MCCCD believes that via these mutual goals the potential for both organizations to benefit is significant, as there are opportunities to leverage organizational assets to bring forward outstanding return on investment. Industry Partnerships Transformation Institute Model The infographic provided demonstrates the structure of the Industry Sector Institutes that MCCCD envisions. The model is predicated on bringing industry/sector employers and MCCCD Colleges and system assets forward to create a highly qualified and work-ready pool of candidates for the Phoenix region 1
2 MCCCD Industry Sector Institute principles: A single logical - but not necessarily physical - unit that supports all workforce development for a particular sector, including credit, non-credit, shortterm training, customized employer training, and improving pipeline from K-12 through early college opportunities Centralized administration of the Institute, with flexible, distributed service at any of the 27 locations across Maricopa Provides a dedicated liaison with industry for the entire sector, who will also facilitate internships/apprenticeships with industry Institutes will share resources, equipment, staff, faculty, and curriculum, including consolidating existing disparate resources and systems into a single organizational unit for consistency and flexibility, maximizing the efficiency and ensuring the best stewardship of the resources allocated Agile, flexible, and industry-focused curriculum that will include career pathways and latticed, stackable credentials. This provides more on-ramps and off-ramps than a traditional college program, allowing students to start a career sooner, and providing opportunities for current employees to hone their skills or re-career much more easily Opportunities for cross-sector integration will be facilitated through the Proof of Practice (PoP) Hub. One example of this is how at PVCC, the Nursing, EMT, and Fire Science programs work together to deliver cross-disciplinary emergency response simulations, providing a much more real-world scenario than traditional instruction. MCCCD identified industry sectors of promise: MCCCD has been investigating opportunities for sector-based instruction on a systemic scale for several years, and the timing is right to begin this journey in earnest, to meet employer needs and to provide the best workforce training in the county at an exceptional value. Six institutes are planned with three to be implemented over the next 18 months with an additional thee institutes being planned for over the next 24 months. MCCCD will continually evaluate this structure with the ability to modify given community/industry/partner feedback and economic environmental data. Many opportunities exist to deliver value that supports the growth of the local economy, however specific areas of interest that MCCCD is investigating include: Advanced Manufacturing Technology Information Technology and Cybersecurity Integrated Healthcare and Biosciences Advanced Business Services Energy and Environmental Services Construction 2
3 Other areas MCCCD is investigating include sectors that grow as the local economy grows, such as public safety (Law Enforcement, Fire, EMT/EMS), Education, and Hospitality/Tourism. Example MCCCD data sets related to identified Industry Sectors: 3

Create a sector- and demanddriven approach that provides workers at all levels with the skills to take advantage of new opportunities, tailoring training to advanced industries and emerging technology firms, ensuring that the labor market works effectively MCCCD Transformation Outcomes Vision: Strategic Program Alignment to Industry = Industry Partnerships Outcome: Industry Institutes Transform CTE and occupational program(s) into regional industry sector Institutes across the District MCCCD Sector Institutes Key Outcomes MCCCD Sector Institutes Outcome/ROI MCCCD Transformation/Institute Targets MCCCD Progress to date Outcome: Sector Institutes will set specific goals for: - Enrollment - Increased completion rates - Students involved in apprenticeships and internships (work based experiences) - Student employment by program ROI: More responsive, flexible, collaborative, and efficient service to students, employers and the greater Maricopa county community by: 1. Coordinating singular points of contact for employers and students 2. Increasing workforce training and customized solutions 3. Increasing WIOA participation of MCCCD programs to further support employer engagement of available workers. Double the rate of certificate and degree completers: Current state: FY Occupational Awards: AAS: 3,273 CCL: 8,728 Total: 12, 001 Future state: Occupational Awards AAS: 6,546 CCL: 17,456 Total: 24, 002 (MCCCD Degrees & Certificates Conferred by College FY ; departments/institutionaleffectiveness) MCCCD, in alignment with Transformation effort in Industry Partnerships, has resourced/invested in: - Chancellor s external stakeholder transformation committee late Spring/early Summer Dr. Steven Gonzales, President for GateWay Community College selected to lead Workforce Transformation Pillar - 2 FTE/Staff reassignment to 6
7 Industry Partnerships Team - $26 Million dollars, appropriated by MCCCD Governing Board to Transformation Velocity and MCCCD Transformation alignment: 2. Partnerships in pursuing desired outcomes: VELOCITY Vision: Implementation of the Blueprint will require groundbreaking collaboration and support from many more partners across the region to pursue its high aspirations. Outcome: Use of funds: partner with MCCCD to move work based experiences (apprenticeships, job immersion, etc.) to include funding (50%) of MCCCD work based experiences programming MCCCD Transformation Outcomes Vision: Increase the number of private and business partnerships Outcome: Include structured institutes, apprenticeships, and other on-thejob/immersion experiences for students MCCCD Sector Institutes Key Outcomes MCCCD Sector Institutes Outcome/ROI MCCCD Transformation/Institutes Targets MCCCD Progress to date Outcome: Apprenticeship and internships available across industries within three years ROI: Significantly increase the number of work based experiences for students: Bridge student/graduate with employers Enhancement of graduate fit with employers Increased enrollment in employer desired Target: industry partnership funding 50% of work bases experiences Current state: An internal study, February of 2017, determined that MCCCD has approximately eight apprenticeship tracks, with just over 450 active apprenticeships. In Progress: MCCCD has completed an analysis related to existing apprenticeship structure. A framework for a proposed new apprenticeship structure (Office, personnel, systems model) 7
