1 VACANCY NOTICE - NEAR B.3 - EUTF Africa Job description type: International Aid / Cooperation Assistant Contract Agent Function Group III - Ref Presentation of the entity: The mission of DG NEAR is to take forward the EU's neighbourhood and enlargement policies, as well as coordinating relations with EEA-EFTA countries insofar as Commission policies are concerned. DG NEAR works closely with the European External Action Service and the line DGs in charge of thematic priorities. The mission of Directorate B is the design of the assistance and mobilisation of Commission instruments and resources contributing to the implementation of an overall EU Neighbourhood Policy (ENP) in Mediterranean Countries and in the Middle East, notably in order to project EU values and policies in this region. It contributes to developing the EU s special relationship with its neighbouring countries in the South, with a view to improving conditions for a sustainable economic, social and environmental development, promoting democracy, the rule of law, good governance and the respect of human rights, as well as assisting conflict prevention and crisis management efforts. Within DG.NEAR.B3 unit (Maghreb), a dedicated team has been tasked with the management of the North of Africa window of the "European Union Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa", alongside the team composing the Centre of thematic expertise on migration which provides thematic support on migration to the DG. This Trust Fund aims globally at addressing the root causes of destabilisation, forced displacement and irregular migration, by promoting economic and equal opportunities, security and development in Africa. The North of Africa window concentrates on migration management. This team provides support to project preparation and implementation under the supervision of the Team leader and works closely with focal points based in the EU Delegations of the partner countries (Algeria, Egypt, Libya, Morocco, Tunisia). Under the supervision of the Team leader, she/he will deal with : External communication and networking Policy dialogue Support to identification/formulation and implementation+ programme management For more details, please see the attached Job Description We look for The successful candidate will have: A University degree in Communication, Development Policy, Development Economics, International Aid, Middle East Studies, Communication or any equivalent and relevant diploma with at least 2 years of completed university studies;

2 1 year experience of communication and/or project design and management in a developing country, as well as experience in EU procedures; Very good communication and organisation skills; Knowledge of international and EU policies on migration, refugee situations, resilience, fragile situations, and crisis management approaches is desirable; Experience in working with politically sensitive issues; Knowledge of the Neighbourhood and/or Enlargement policies; A developed team spirit. Special emphasis on social media content/activities. Functions & Duties + POLICY ANALYSIS under the supervision of the Team leader Contribute to the DG's input and/or provide input for briefings, speeches, Lines to take, reports, replies to parliamentary questions, citizens' requests, inter-service consultations when the thematic issues within its competence are the main topic. Analyse and monitor - in cooperation with geographical teams - the policy reform developments in partner countries including at regional level in the relevant areas. Map and monitor ongoing and planned activities - in cooperation with geographical teams - on migration, including the ones implemented by DG NEAR, DEVCO and FPI taking place in the region. Attend policy discussions (sub committees, special groups, peer reviews, conferences, etc...) in full consultation with relevant geographic directorates and units. Provide input and quality check of relevant parts of the annual enlargement and neighbourhood packages concerning migration

4 + COMMUNICATION and PUBLICATION - Information and communication Strategy Contribute to the design, implementation, monitoring and evaluation of a EUTF NoA information and communication strategy. Ensure liaison with Press and Information officers in DG NEAR HQ and the relevant EU Delegations as well as with the Coordination team of the EU Trust Fund for Africa in DEVCO; Adapt existing EU information and communication guidelines for the EUTF NoA for use by partner organisations. Analyse, edit and approve information /communication plans submitted from EUTF NoA project partners. + COMMUNICATION and PUBLICATION - Media-related activities In consultation with the Spokesperson s service and Press and Information officers in DG NEAR HQ, proactively establish contacts with media on EUTF NoA. Field information and support missions including rapid response in sudden crises. Draft press releases on EUTF NoA decisions and activities, events. Responses to media questions on EUTF NoA forwarded by the Spokesperson s service. Prepare and manage social media content/activities. + COMMUNICATION and PUBLICATION - Project management Manage a budget for information, communication projects through framework contracts and procurement including selecting, negotiating and monitoring the operational and contractual aspects of the project. Organisation of Information and communication events on the EUTF. + COMMUNICATION and PUBLICATION External communication (general) To assist with increasing the visibility of EUTF funded projects and programmes in country of responsibility. To ensure that all EUTF funded projects and programmes have agreed communication plans based on EU visibility guidelines and to monitor their implementation, supervise fieldbased information and communication activities. To disseminate best practice and facilitate the exchange of experiences. To maintain contacts with partners and stakeholders and coordinate / participate in knowledge sharing networks.
