To manage, monitor and evaluate the implementation of the programmes / projects and /or their implementation in cooperation with Lebanon and the Delegation of the Commission. To facilitate and support project management responsibilities in the Delegations. 01/09/ / 5

2 Functions and duties + GENERAL PROGRAM MANAGEMENT - Management and monitoring of programme / Identify,Analyse, negotiate and instruct proposals for programmes / projects, sector support, etc. in close co-operation with the Delegation in Lebanon and the geographical co-ordination Unit. Prepare and present the programmes/projects before the Inter-service Quality Support Group. Draft and submit financing proposals relating to the programme/project to the Inter-service Quality Support Group and to the finance Committee. Prepare the financing agreement and obtain signatures of all contracting parties. Draft operational plans for the implementation of the programme/project submitted and analyse annual and final implementation reports Monitor the implementation of programmes/projects within Lebanon in line with the conditions set out by the objectives set in ENPI programmes + PROCUREMENT and CONTRACT MANAGEMENT - Preparation and management of calls for tender Launch, manage and monitor calls for proposals / tenders, evaluation and selection of projects. Manage technical and financial aspects of contracts linked to the projects. Ensure the follow-up of the implementation of the projects and the performance of project managers and partners, monitor contractual obligations (via periodic reviews, audits, reporting and assistance, etc.) and gather and handle external expertise. Deal with horizontal activities, concertation and networking aspects of the programme and its projects. Take responsibility for the quality of encoded data for projects in CRIS. + QUALITY MANAGEMENT and EVALUATION - Evaluation of the implementation of programmes Organise and lead the various evaluations foreseen in the Regulations (ex-ante, mid-term, ex-post). Define evaluation methodologies and indicators for evaluation. Assess the relevance, effectiveness and efficiency of the approved programmes / projects and the Commission strategy. Analyse and follow up the results and recommendations of evaluation reports and audits. + PROCUREMENT and CONTRACT MANAGEMENT - Financial management of programmes Supervise, co-ordinate and / or act as operational initiator of contracts. Monitor the financial expenditure as reported in cost statements and provide reasonable assurance that claimed costs correspond to the work accomplished. Validate payments requests. Verify that projects in Lebanon are managed in accordance with the rules set out by the Commission on financial and contractual management Provide the necessary information for audit and control by the Commission services or the European Court of Auditors. + RELATIONS with MEMBER STATES and CIVIL SOCIETY - Programme committee and networks Organise, set-up and/or participate in Member States Committees discussing programming proposals. Liaise with specialised networks and Member States organizations. 01/09/ / 5

3 + TECHNICAL ANALYSIS and ADVICE - Operational advice in the area of third country programmes Contribute to the establishment of the multi-annual programming on the basis of strategies drawn up by DG EEAS or DG DEVCO. Follow-up of policy developments in area of expertise - liaise with national stakeholders to ensure regular monitoring of developments in the sectors of expertise - contribute to the update of ENP reform tracking exercise and other sectoral reports when necessary + EXTERNAL COMMUNICATION (general) - Communication relating to progrmme Inform and reply to questions from European Institutions, Members States or the general public. Extract and disseminate best practices and facilitate exchange of experiences.
