1 Post Title: Reports to: ELC Epansion - Change Management Programme Manager ELC Delivery Team Manager, Improvement Service and ELC Epansion Delivery Support Director, Scottish Government Grade: ISA 57 ISA 59 ( 53,044 55,629) Location: The post-holder will deliver support to councils in the West Partnership (East Dunbartonshire, East Renfrewshire, Glasgow City, Inverclyde, North Lanarkshire, Renfrewshire, South Lanarkshire, West Dunbartonshire), and will be hosted by one of the councils within the Partnership (Please note that these groupings are still subject to final approval). Where possible we will attempt to accommodate any requests the post-holder may have to be based in a particular location. Travel will be required across the councils in the West Partnership. The post-holder will also spend some of their time at the Improvement Service s office at ihub, Quarrywood Court, Livingston, West Lothian EH54 6AZ and in Edinburgh working with the wider ELC Epansion Delivery Support team. Duration: 12 months (The IS also invites applications from candidates who wish to be considered for the post on a secondment basis) Part 1 Job Role Purpose: The Scottish Government is committed to epanding the provision of funded early learning and childcare (ELC) from 600 hours to 1140 hours by 2020, and ensuring that the epansion prioritises a high quality eperience for the child, recognising the significant contribution that universally accessible ELC can make to a child s development and to closing the attainment gap. Local authorities are responsible for the implementation and delivery of ELC to their local communities, within a contet of high quality learning, teaching, care and nurture, in their area. Eisting ELC provision will have to be transformed to deliver 1140 hours in line with the Ministers Blueprint for ELC Epansion is an eciting transformational change that aims to achieve ecellence and equity for children by closing the attainment gap. The underpinning principles are that epansion will deliver a high quality eperience for all children, it will support more parents and carers in work, training or study, through greater choice of provider and patterns of provision that are better aligned with working patterns, it will ensure ELC settings are as accessible as possible for families and finally, ELC provision will be affordable. Epansion will also undoubtedly support the achievement of inclusive economic growth. Local authorities are required to deliver an epansion plan by 29 September 2017, which will outline how the local authority will implement the 1140 hours by Whilst epansion plans need to be set in the contet of the new levels of provision, they also need to complement a council s wider transformation programme to eploit eisting collaborative and innovative arrangements. The epansion plan will become a working document which will evolve over time as further information emerges. The Scottish Government has established an ELC Epansion programme, which will offer local authorities additional capacity to plan for and deliver this transformation through a multidisciplinary support team.

2 The ELC Epansion delivery support team will provide additional service innovation and redesign capability, lead a community of learning, and offer a source of specialist epertise on comple issues that will be common to all local authorities. The Scottish Government is working in partnership with the Improvement Service (IS) to deliver aspects of the delivery support team functions, including change management, business analysis and knowledge management support. A fleible approach to delivery support will be required, to build on the eisting skills, resources and approaches that each local authority already has in place. This post is one of 6, all of which will be hosted by a local authority and will provide change management support to a regional grouping of local authorities as they continue to evolve and implement their ELC Epansion Plans. The post-holder will also work with the IS Transformation, Performance and Improvement team, to ensure that the local authorities they are supporting have the skills and capacity to deliver the transformational change required by the ELC Epansion. The post-holder will also be part of the Scottish Government s ELC Epansion Delivery Support team. They will be a key contributor to the IS facilitated Change Managers Network and ELC Epansion Knowledge Hub group, ensuring that knowledge and skills are shared across local authorities. Scope: The overarching purpose of the IS Transformation, Performance and Improvement team is to support councils and their community planning partners to deliver transformational and operational level change in order to improve outcomes for local communities across Scotland. On this occasion, the IS and Scottish Government have agreed to work in partnership to recruit 6 ELC Epansion Change Management Programme Managers, 2 Business Analysts and a Knowledge Management Project Officer. The post-holder will be supported by the IS Transformation, Performance and Improvement team and the ELC Epansion Delivery Support team, and will be able to draw upon the range of resources and epertise in both teams as they work with their regional grouping of local authorities to deliver a range of change management support to support them with the further refinement and implementation of their ELC epansion plans. The key objectives of this role will be to: Work with the local authorities within their regional grouping, either at individual local authority level or collectively at regional group level, to develop and agree a change management plan to support the delivery of the 1140 hours of funded ELC by Support the local authorities within their regional grouping, either at individual local authority level or collectively at regional group level, with the implementation of their change management plans. Work alongside colleagues in the local authorities change teams and early years services to provide support and draw upon local early years and change epertise. Work with local authorities to develop and implement an effective and inclusive approach to change management. Work with local authorities to facilitate the identification and management of dependencies between change management projects which are part of the overall ELC epansion plan to ensure the best use of resources.

3 Support local authorities with service review, redesign and modelling that will support the delivery of the Blueprint for Assist in the development of business cases and options appraisal to identify new service models and new ways of working, based on the use of evidence and data. Support the use of a wide range of change and business improvement processes and service redesign methodologies. Analyse comple data (e.g. workforce, cost, demand and supply) in support of service change and improvement, including using data to show meaningful improvements are being achieved. Support local authorities within their regional grouping with benefits realisation, to support them to track the impact of change activity on key outcomes and cost pressures. Support early years colleagues to make linkages with other council services that will be impacted by ELC epansion (e.g. planning, asset management, finance, human resources, facilities management, economic development and regeneration etc.) and community planning. Help strengthen and build local transformational and operational change capacity in the regional groupings of local authorities, and through them with third and private sector providers, supporting learning and skills transfer. Regularly engage and work with the other 5 ELC Epansion Change Management programme managers to discuss issues, share knowledge and learning and to collaborate on change support. Participate in networking and contribute learning and sharing of practice and eperience within the ELC Epansion Knowledge Hub and Change Managers Network. The post-holder will be the daily operational lead for change management support on ELC epansion for their regional grouping of local authorities and will manage all activities relating to this, including liaison with relevant local authority staff, the wider ELC Epansion Delivery Support team, IS programme leads and other key stakeholders, for eample, third and private sector providers, Scotland Ecel etc. Key tasks and accountabilities: 1. To develop, agree and support the implementation of a change management plan for ELC Epansion with each individual local authority and / or regional group of local authorities. 2. To work alongside colleagues in the local authorities change teams and early years services to develop and implement an effective and inclusive approach to change management. 3. To support local authorities with the delivery of effective change management for ELC Epansion, that will meet the needs of local authorities within the regional grouping. 4. To support local authorities as they manage a portfolio / programme of work around ELC Epansion. 5. To support local authorities to manage the interdependencies between individual change management projects which are part of the overall ELC Epansion to maimise impact and benefit to the local authorities.

To support local authorities with service review, redesign and modelling, business case development and option appraisal and with the use of a wide range of change and business improvement processes. 7. To work with a wide range of internal and eternal stakeholders to build relationships and to effectively engage, persuade and influence on desired outcomes, including private and third sector ELC providers, ensuring linkages are being made with other council services that will be impacted by ELC epansion (e.g. planning, asset management, finance, human resources, facilities management, economic development and regeneration etc.) and community planning. 8. To promote, manage and embed an effective approach to knowledge sharing and dissemination of information across the local authorities, delivery support team, ELC Epansion K hub group, Change Managers Network etc. 9. To strengthen and build local transformational and operational change capacity in the local authorities within the regional grouping, and through them with third and private sector providers and support learning and skills transfer. 10. To regularly engage and work with the other 5 ELC Epansion Change Management programme managers to discuss issues, share knowledge and learning and to collaborate on change support. 11. To deliver the key tasks and accountabilities in a way that reflects Improvement Service values, aims and objectives. 12. To undertake other specified duties and responsibilities from time to time as required.

5 Part 2 Person Specification REQUIREMENTS (E = Essential; D = Desirable) E D Education/Training/Qualifications Degree in a relevant discipline or equivalent relevant eperience. Project or programme management training or equivalent eperience. Relevant Postgraduate / professional qualification. Skills Proven record of ability in demonstrating a wide range and high level of consultancy skills, with particular emphasis on collaborative working. Proven record of ability to think innovatively and creatively. Ecellent interpersonal, oral and written communication skills. Ability to build productive relationships, persuade and influence senior partners / stakeholders. Proven record of ability in demonstrating a range of high level business and commercial skills. Proven track record of promoting, leading, managing and delivering comple programmes of change within a multi-disciplinary setting. Ability to structure comple programmes of work and align programmes and project resources to broader organisational strategy. Ability to analyse and interpret comple data, show the implications of data and make this understandable for others. Knowledge Ecellent applied knowledge of change management techniques. Ecellent applied knowledge of service redesign and modelling. Ecellent applied knowledge of developing business cases, supporting service reviews and using a wide range of change and business improvement processes (e.g. process mapping, business modelling, demand analysis). Ecellent applied knowledge of the possibilities of using digital technology to transform service delivery. Understanding of the early years learning and childcare agenda and in particular how change and transformation applies in this environment Previous Eperience Significant eperience at senior programme management level. Substantial eperience of planning, leading, developing and managing strategic change and service redesign programmes. Eperience of achieving improved customer services and efficiency benefits through business change.
