7 1 Introduction to the qualification This document contains the information that centres need to offer the following qualification: Qualification title and level Level 1 Award in Preparation for Event Volunteering (Personal Best) City & Guilds qualification number Ofqual accreditation number 500/5688/8 Last registration date 31/12/2010 Last certification date 31/12/2011 The Level 1 Award in Preparation for Event Volunteering (Personal Best) aims to: meet the needs of candidates who work or want to work in event volunteering provide valuable accreditation of skills and/or knowledge for candidates, without requiring or proving occupational competence act as a catalyst to further individual progression from volunteering into employment, keeping skills within the sports arena, ensuring the sustainability of sport and activity projects and leading to a sustainable sports infrastructure after 2012 ensure the successful candidate/learner an interview for being a Games-time volunteer. 8 1.1 Qualification structure To achieve the Level 1 Award in Preparation for Event Volunteering (Personal Best), learners must achieve 12 credits from the mandatory units. 10 2 Centre requirements This section outlines the approval processes for centres to offer this qualification and any resources that centres will need in place to offer the qualification, including qualification specific requirements for centre staff. Centres already offering City & Guilds qualifications There is no fast track approval provision for this qualification. Existing centres wishing to offer this qualification must use the standard Qualification Approval Process. 2.1 Resource requirements Physical resources and site agreements Centres must provide access to sufficient equipment in the centre to ensure candidates have the opportunity to cover all of the practical activities. Human resources Staff delivering this qualification must be able to demonstrate that they meet occupational expertise requirements. They should be technically competent in the areas for which they are delivering training and have experience of providing creditable training. This knowledge must be at least to the same level as the training being delivered. Centre staff may undertake more than one role, eg Tutor and Assessor or Quality Assurance Coordinator, but must never quality assure their own assessments. Assessors and Quality Assurance Co-ordinators While the Assessor/Verifier (A/V) units are valued as qualifications for centre staff, they are not currently a requirement for the qualification. Continuing professional development (CPD) Centres are expected to support their staff in ensuring that their knowledge of the occupational area and of best practice in delivery, mentoring, training, assessment and verification remains current, and takes account of any national or legislative developments. 2.2 Candidate entry requirements Candidates should not be entered for a qualification of the same type, content and level as that of a qualification they already hold. 2.3 Target participants This qualification is aimed at young people and adults who are far away from the labour market. It is designed to attract people who would not normally engage in learning, employment, or volunteering programmes. 8 Level 1 Award in Preparation for Event Volunteering (Personal Best) ( )

11 2.3.2 In terms of eligibility, all participants must: be legally resident in the UK be able to take up paid employment in a European Union member state not be currently enrolled on another training course at the point of entry not be in possession of a full Level 2 qualification or above. There may also be certain groups where additional restrictions apply. If in doubt, providers must check ESF eligibility rules. See: Additionally, providers should be aware that the literacy level required to access the Programme curriculum is Entry Level 2 or above. They should ensure that participants are either in possession of such levels of literacy or that appropriate active support is available within their programmes to support people with literacy levels below Entry Level 2. (see section 4.9 of Personal Best Regional Delivery manual) In addition to the specific eligibility criteria above, a list of target groups follow below. Unemployed (NB: does not have to be registered unemployed)/economically inactive between the ages of 24 and 50 Those who are and Not in Education Employment or Training (NEET) provided they are 18 by June 2011 Disabled people People in receipt of incapability benefits Lone-Parents People from Black, Asian and Minority Ethnic (BAME) groups People aged 50 and over Ex-offenders Homeless people In exceptional circumstances where a person is within one of the target groups listed above but has a qualification at Level 2 or above, he/she may be considered for the qualification. This should only be agreed if there is a clear and proven need for them to undertake a lower level qualification. There must also be clear evidence that there are no other courses available that would meet their needs Centres must ensure that providers rigorously adhere to recruiting from these target groups. Data will, therefore need to be captured on beneficiaries to the qualification to ensure compliance. The data issue is discussed in more detail in The Personal Best Regional Delivery Manual section As part of the assessment for this qualification, candidates must have access to an appropriate voluntary work placement of a minimum of 20 hours. The candidate s skills/experience and time match should meet requirements of placement. This qualification is part of the Personal Best programme and we strongly encourage students/candidates to continue their volunteering up to and beyond the London 2012 Olympic and Paralympic Games Age restrictions This qualification is not approved for use by candidates under the age of 16, and City & Guilds cannot accept any registrations for candidates in this age group. 12 Restrictions apply to candidates under the age of 18 working unsupervised with children. Learning outcomes There are four learning outcomes to this unit. The learner will be able to: Identify personal goals for volunteering Identify the steps/process necessary to become a volunteer Identify current voluntary positions available within the community Understand how to apply for a volunteering position Guided learning hours It is recommended that 10 hours should be allocated for this unit. This may be on a full-time or part-time basis. 19 Unit 102 Volunteering and the Olympics Level: 1 Credit value: 1 Unit aims This unit is about gaining a basic understanding of the Olympic and Paralympic Games and role of volunteering. Learning outcomes There are three learning outcomes to this unit. The learner will be able to: Understand some of the history and ethos of the Olympics Understand the role of volunteers within the Olympic and Paralympic Games Understand some of the skills required of a volunteer at a public event Guided learning hours It is recommended that 10 hours should be allocated for this unit. This may be on a full-time or part-time basis. 23 Unit 103 Emergency and Basic Fire Awareness Level: 1 Credit value: 1 Unit aims This unit is about gaining an understanding of fire safety and emergency procedures at a sporting venue. Learning outcomes There are three learning outcomes to this unit. The learner will be able to: Understand health and safety signage in a public venue Understand potential causes of fire and how to respond to a fire emergency Know how to assess an emergency involving people Guided learning hours It is recommended that 10 hours should be allocated for this unit. This may be on a full-time or part-time basis. 25 Unit 103 Emergency and Basic Fire Awareness Understand potential causes of fire and how to respond to a fire emergency Underpinning knowledge The candidate will be able to: 1. list the components of the fire triangle 2. list some of the potential causes of fire in the home 3. list some of the potential causes of fire at a public venue 4. state the correct procedure in the event of discovering a fire at home and at a public venue 5. describe how to use a fire extinguisher. The learner will be able to: Understand the meaning of the term diversity Demonstrate an awareness of diverse groups and practices Demonstrate an awareness of stereotypical attitudes Understand the implications of disability Guided learning hours It is recommended that 10 hours should be allocated for this unit. 55 5 Course design and delivery 5.1 Initial assessment and induction Centres will need to make an initial assessment of each candidate prior to the start of their programme to ensure they are entered for an appropriate type and level of qualification. The initial assessment should identify: any specific training needs the candidate has, and the support and guidance they may require when working towards their qualification. This is sometimes referred to as diagnostic testing. any units the candidate has already completed, or credit they have accumulated which is relevant to the qualification they are about to begin. City & Guilds recommends that centres provide an induction programme to ensure the candidate fully understands the requirements of the qualification they will work towards, their responsibilities as a candidate, and the responsibilities of the centre. 56 5 Course design and delivery 5.2 Recommended delivery strategies Centre staff should familiarise themselves with the structure, content and assessment requirements of the qualification before designing a course programme. Centres may design course programmes of study in any way which: best meets the needs and capabilities of their candidates and satisfies the requirements of the qualification includes a 20 hour volunteer placement (minimum). City & Guilds recommends that centres address the wider curriculum, where appropriate, when designing and delivering the course. Centres should also consider links to Key/Core Skills and other related qualifications. Centres may wish to include topics as part of the course programme which will not be assessed through the qualification. For further information to assist with the planning and development of the programme, please refer to the following: Unit 109 task A must follow on from Assignment 101 tasks B and C. There is no need for candidates to begin with the assessment for unit 101 and then to work through in numerical order.
