4 Introduction The project to undertake the redesign of the Certificate III in Pest Management within the current CPP07 Property Services Training Package to meet new national standards is of significance to the property industry and to CPSISC. In addition to meeting the structural and format requirements defined in the recently developed national standards, CPSISC is keen to ensure the process of redesign also delivers a robust product for industry. It is also recognised that the pest management qualification is significant for its industry and the training system as a whole. Performance Growth Pty Ltd has been contracted by CPSISC to undertake the technical development of the project. CPSISC and Performance Growth understand the complexity and importance of the project and welcome the opportunity to work with the Project Reference Group to advance the process effectively and efficiently. Project Requirements This pivotal Training Package Redesign (TPR) project is designed to deliver not just cosmetically different units of competency and qualifications but also enhanced products with particular attention paid to the tightening of Assessment Requirements and content that will lead to improved training quality and ensure successful candidates are equipped with relevant, workplace focussed, skills and knowledge. The project is also structured to deliver a ualifications that is efficiently designed and where steps are taken to address holistically (within and across units of competency) important themes that underpin the contemporary construction workplace such as: the need for safe work practices, sustainability and energy efficiency, digital literacy, communications and collaborative work practices. 5 The project will involve the redevelopment of one qualification: CPP30911 Certificate III in Pest Management This important qualification has undergone review in recent years. The requirements identified by CPSISC to underpin the conduct of the project include: Ensuring the qualification provides support for all potential candidates including: necessary flexibility for industry, individuals and any relevant regulators so that they can respond to the dynamics of the economy, labour market and industry trends ensuring they reflect actual workplace outcomes recognition that qualifications are delivered flexibly including as a combination of on-the-job work and on and off-the-job training ensuring there are defined assessment and training pathway for new entrants ensuring there is a pathway for people with broad industry experience seeking to move into the industry ensuring a recognition pathway for experienced industry workers without nationally recognised qualifications and facilitating open entry to the qualifications and ensuring there are no artificial barriers to entry or progression. Ensuring the units of competency are prepared to full and contemporary Training Package development standards and written to reflect meaningful work functions. 6 provides engaged and useful consultation with all stakeholders is supportive of the consultative process undertaken by CPSISC and industry associations to ensure maximum participation in the project in general ensures the high quality development of units and qualifications (both draft and final versions) that adhere to the latest national standards identified in the tender brief including: the NSSC Standards for Training Packages; Standards for Training Packages: Training Package Development and Endorsement Process Policy; the content and formatting requirements of CPSISC supplied unit and qualifications templates; the AQF specifications and levels and the Training Package quality principles and other tools such as the International Standards Organisation s publication How to Write Standards. The major deliverables of the project will be the development of: a project plan and a consultation and communication strategy incorporating the requirements of the Standards for Training Packages, Training Package Products Policy, and Training Package Development and Endorsement Process Policy; updated CPP Training Package draft endorsed material, prepared according to the Standards for Training Packages, Training Package Products Policy, and Training Package Development and Endorsement Process Policy and CPSISC unit of competency, assessment requirements, qualification and credit arrangements templates; an Implementation Guide relating to the suite of developed material that incorporates the requirements of the Standards for Training Packages; units of competency, assessment requirements, and qualifications supported by industry and prepared in compliance with the Standards for Training Packages; and a Case for Endorsement and Impact Statement supported by stakeholders and prepared according to the Training Package Development and Endorsement Process Policy for lodgement with the National Skills Standards Council. 7 Project Design Key features of the project design are: Consultations This TPR project will be conducted somewhat differently to a traditional and full Training Package Review project. The new model will see a greater reliance on electronic consultation methods and there will not be the major round of national workshops that are a hallmark of past full review projects. The project will be supported by a range of communication strategies that CPSISC has developed and that will be used to drive the project. Although streamlined, the consultations methodology will still include the use of multiple consultation and validation strategies. These strategies will include: Full review of the documentation and responses received from industry stakeholders who have been asked in a survey to indicate any issues with the existing qualification that they would like to see addressed during the project. This pre-emptive process should reduce changes sought during the latter stages of the project and enable an up front analysis of the size and complexity of the project The use of an expert and small Project Reference Group (PRG) and other Industry Advisory Experts (Subject Matter Experts) to assist with scoping and/or confirming: o the key industry needs o the nature of the work performed by pest managers The conduct of a small number of in-depth Workplace Functional Analyses if required to properly scope the nature of the work performed in the sector including the identification of skills commonly held pest management operators. This process will inform the redevelopment and development of units and the design and level of the qualification. Consultations and ongoing communications will be undertaken with each regulator and STA Targeted consultations with key stakeholders (typically electronically) as a means of informing stakeholders of the project s progress and to gather insights to inform and validate developments Project Plan: Redesign of Certificate III in Pest Management within CPP April
8 Use of the CPSISC website for loading of draft resources and feedback instruments in order to gain widespread input. The simple loading of resources to a website does not, however, mean that people are aware they are available to view. It is therefore proposed to use, once again a proven strategy, of sending s to CPSISCs wide database of contacts with hotlinks to the webpage. Communications CPSISC is keenly aware of the need to keep industry and other stakeholders informed and engaged in the project. A range of communication tools and strategies will be used including: development of content for the CPSISC webpage that will provide basic project information and host the loaded draft products for feedback using a structured feedback instrument. Note, this process has commenced development of consultation tools and feedback forms / surveys that are well written and easy to use. PRG members, ITABs and other stakeholders will also be asked to distribute information to the industry and canvas feedback to draft materials. How does TPR differ from Full Review? It is clear that TPR projects must develop quality outcomes, conform to Training Package Redesign requirements but that they are not analogous to a full Training Package review. The TPR strategy has broken the process within CPP into a number of discrete projects addressing clusters of qualifications within linked sectors or occupations. The processes to manage the various projects are designed to be fit for purpose. This may be summarised as adopting differing levels of consultation and redevelopment or review processes that reflect the needs and opportunities afforded by the various clusters of qualifications. In short, older qualifications which have not been reconsidered or reviewed in a number of years may undergo a degree of review as well as redesign while newer, more recently reviewed, qualifications may require a shorter, less resource intensive, process focussing on redesign and templating rather than significantly revising content. 9 It is believed that the Pest Management project sits in the lower end of the development spectrum which will require a relatively low level of content review of the qualification given the degree of current support for the qualification s content. The Project in Overview The following schedule and project design has been developed with the parallel conduct of other TPR projects in mind. Technical Development The technical development team will ensure that in support of its proven processes that have been used to develop units and qualifications that reflect real job roles and industry requirements that a new focus will be given to ensuring that: content is only included in the Range of Conditions that is mandatory, unambiguous and required in all workplaces within all jurisdictions new Foundation Skills components will be added to units reflecting the language of the Australian Core Skills Framework only that information which is reflected in the unit will be included in the Assessment Requirements Assessment Requirements will be strongly consulted, informed by Workplace Functional Analyses and strengthened to ensure greater consistency and industry focus in assessment outcomes. It is recognised that even in qualifications where little content change is identified by stakeholders that substantial technical writing will be required for each unit in order to meet the new NSSC standards including the substantial redesign of the Range of Conditions, the inclusion of new Foundations Skills and the substantial redevelopment and expansion of the Assessment Requirements.
