1 National Director - World Vision Malawi Location: [Africa] [Malawi] Town/City: Malawi Category: Field Operations Job Type: Open-ended, Full-time PURPOSE OF POSITION: Strategically lead, develop and direct the implementation of all aspects of World Vision (WV) Malawi Office/Ministry as an effective member of the Partnership in line with Twin Citizenship principles to ensure high Ministry quality and high impact in the field. Be accountable for all of aspects of WVs work in the country. Ensure that WVs ministry is directly contributing to the sustained well-being of children and the fulfillment of their rights within families and communities. Represent WV to all donors, project partners, other WV Partnership offices and divisions, local government, church representatives and non-governmental organizations serving according to given Power of Attorney. Ensure WV Malawi works in alignment with Vision Fund International (VFI) policies for Micro Finance Institutions (MFI); that is Vision Fund Malawi (VFM) through participation in Vision Fund Malawi. Board and other Governance structures, and provide appropriate collegial support to VFM Executive Director. Appropriately develop national governance through identifying national lay leaders for advisory council or board membership and leading organizational transition. KEY RESPONSIBILITIES: Strategic and Operational Leadership: Ensure that Ministry strategies are aligned with Regional and Partnership strategic priorities. Ensure high ministry quality and high impact by leading in a way that WV Malawi is achieving its expected annual targets on a sustainable basis.
2 Ensure measurable improvement in wellbeing of children achieved. Develop and maintain capacity to respond to natural and man-made emergencies. Model of high standard of personal Christian leadership, ministry and integrity though lifestyle and work relationships and provide spiritual guidance to staff on the Vision, Mission and WV Core values. Capable of leading Organizational Change related to but not limited to LEAP III implementation. Strengthened Integration with VFI. Lead the National Office (NO) in responding to major disasters. Ensure that the NO and partner communities have updated Disaster Preparedness Plan. Oversee relief efforts, as and when they arise and work in partnership with response teams. Build in-country relief response capacity to ensure adequate disaster management and response. Work with advocacy to plan clear links between strategic goals with National, Provincial and District levels. Strengthened DME Capacity, Processes, & Quality with information used for decision-making and advocacy. Increase and implement organizational learning and innovation of models. As a chair of the Vision Fund Malawi, MFI board, ensure that Vision Funds micro-finance ministry is integrated with World Visions ministry to promote fullness of life for children and their communities. Facilitate programmatic integration of MFIs and ADPs operations. Stakeholders Engagement: Positioning: Represent World Vision Malawi; engage and build strategic alliances with the government of Malawi, WVM advisory board, major donor agencies, WV Partnership, non-governmental agencies, churches and media. Advocacy:
3 Develop and implement appropriate advocacy strategies to raise awareness of- and advocate for change in- key issues within the specific context. Lead and facilitate strategies for the promotion of justice that look for the change of unfair structures that oppress those in need. Ensure WV is positioned as a leading NGO in promoting the well-being and rights of children within Malawi to deserve public and stakeholders confidence and trust. Strengthen awareness of World Visions program both within and outside of the WV Partnership. Ensure that the WV brand is respected within Malawi and none of office operations or staff conduct harm it. Resource Management and Moblisation: Manage relationships with WVI Support Offices, donors, the government and other stakeholders. Provide leadership, strategic direction and support to the team in developing and implementing excellent donor experience and acquisition of Ministry funds. Identify new opportunities and forge alliances that lead to optimisation of all resources. Increase resources and diversified funding. People Management: Provide leadership to the WVM SLT. Instill a culture of accountability and performance underpinned by Christian ethos. Attract and retain talent, strengthening leadership capacity. Strengthen SLT and Middle Management Team. Review and approve WV Malawi Succession plan. Promote and participate in leadership development activities. Promote a culture of learning and development, employee engagement and the good stewardship of human capital in the office.
4 Ensure implementation and compliance to Partnership Performance Management Standards and Principals. Ensure excellent standards in the management of human, financial, capital and technical resources of the organization. Governance: (includes Financial, Risk, Compliance, Audit) Lead processes to develop national office governance from advisory status to governing board. Lead processes to transition the office to fully interdependent status. Undertake appropriate reporting of audit results and actions. Ensure financial compliance through timely implementation of programs and completeness of financial reporting requirements. Improve risk management. Maintain, and regularly review security and safety plans and protocols (security manual, evacuation plans. Liaise with other international organizations to collect information about the security environment and, where appropriate, discuss joint responses to security threats. KNOWLEDGE, SKILLS & ABILITIES: Masters Degree in International Development or equivalent with 10 years experience in country level multi sectorial program management at leadership level. Significant experience in one of major ministries (humanitarian emergencies, Development and Advocacy), close familiarity with the other two. Experience in overseeing aquisition and management of multilateral, bileteral grants. Experience in fund raising in general and generating local revenue in particular, Advocacy and public relations and leading or working with advisory boards. Ability to present persuasively to Board, Senior Management Team, staff, donors, NGOs, government officials,

Demonstrated commitment to ethos, Vision Statement, Core Values and Mission Statement of World Vision International. Must be a committed Christian (growing in faith), able to stand above denominational diversities. Knowledge of LEAP cycle and Transformational Development Indicators is preferred. Knowledge of operation of MFI preferred. Must be a committed Christian, able to stand above denominational diversities. Perform other duties as required. Work Environment/Travel: Work environment: Office-based with frequent travel to the field (and internationally). Travel: 30% Domestic/international travel may be required. On call: After normal working hours in cases of emergency or high-level visitor delegations.
