PURPOSE OF POSITION: The purpose of this position Emergency Logistics Manager - is to support World Vision Internationals Emergency Relief organizational effectiveness and preparedness in the areas of Emergency Logistics, procurement and Pre-positioning. This requires the position holder to be ready to deploy and execute the Integrated Emergency Logistics mission supporting category III global complex and quick onset Emergency responses any-where in the world. This is a core Mission Critical position which is fully deployable and will require International travel for up to 6 months of the year. The position is a vital member of the Global Rapid Response Team (GRRT) Emergency Logistics and Prepositioning team. During a disaster response, the post holder will deploy as a member of the GRRT and lead the Emergency Logistics function. The post holder will be responsible to perform all necessary leadership and management aspects of the Emergency Logistics and procurement function successfully. When not deployed the position primarily focuses on supporting logistics preparedness, pre-positioning and capacity building activities globally. The incumbent will develop and manage surge capacity, provide expert input into the development of logistics operations systems and help lead key logistics partners that World Vision International works with. This will require maintaining key internal and external strategic relationships particularly unilateral, bi-lateral and corporate and commercial. The position reports to the GRRT Associate Director Emergency Logistics and pre-positioning. KEY RESPONSIBILITIES:

2 Deploy to Austere, hazardous, dangerous and difficult environments for 8-12weeks at a time to initiate and lead the set- up of Logistics operations that will provide support for the Disaster Response Team. Establish a logistics and procurement services / operations unit, with support from the regional supply chain management team, to augment the national office logistics functions in order to meet response needs. As part of the Response Management Team (SMT or SLT) contribute to the development and implementation of the country strategy. Lead Integrated Emergency Logistics & Procurement Operations primarily for Cat III Global response Quick onset Disasters and Complex Humanitarian Emergencies. Drive mission success by providing excellent people leadership, expert guidance and the resources they need to conduct their work effectively. Undertake Inter Agency logistics rapid assessments and liaise closely with Response Programs on logistical challenges, constraints and outlook for initial phase of Response Plan. Co-ordinate with Regional Supply Chain Director(s) regarding sourcing of regional supply chain staff from other national offices. Co-ordinate with GTRN / HEA to meet staffing requirements. Liaise closely where appropriate with Logistics Cluster, partner agencies, government and civil-military actors to identify / leverage in-country common service opportunities where applicable. Build and shape strategy, design structure, recruit team (30-55 FTE) and establish Integrated, networked Logistics, procurement, transport and warehousing functions in order to meet response needs. Manage unit design and plan with the program and operations team according to response needs: Contribute to and participate in WVI response needs assessments when needed. Collaboratively plan material requirements with each sector head seek earliest completion of procurement plans. Prepare Response Logistics Plan and contribute to overall Response and Operations plan. Compile the logistics and procurement unit (zero based) budget plan. Work closely with NFI Manager (Operations Team), to identify NFI requirements for distribution and delivery through provision of distribution plans and dispatch authorization notifications.

3 Work with national office staff to scale up and augment current procurement and Logistics capability and fast track local procurement to facilitate and meet immediate response needs. Work with other WV entities and Offices to develop strategic sourcing options from the region. Ensure that logistics and procurement information is collated and shared regularly (in an easy to understand format) with response team managers, HEA and GSCM. Prepare and share NFI commodity pipeline reports to support reporting requirements. Meet internal and external sector reporting needs as required. Initiate and oversee fast track staff training activities as required. Oversee the identification, planning, setting up and implementation of warehouse facilities within the response areas, including erection of Mobile Storage Units, to provide sufficient warehousing capacity to support response needs. Oversee, Drive and lead the implementation of appropriate logistics information management systems and business processes augmenting existing NO ways of working. This includes: Driving Change where needed. Planning /scoping of and implementation of NTS (Non-Food Tracking System) or equivalent (i.e. ProVision) technology enablers to assist with procurement tracking, vendor payment, Supply Chain Visibility and performance measurement, pipeline management, inventory management,warehousing and transport operations management and linkages to LMMS / Last mile delivery of materials manage dedicated Logistics and procurement Information Management SME to conduct IM and KM function. Provide necessary Guidance, advice and leadership to support the Procurement team to ensure capability and capacity is in place to manage large contracts, strategic sourcing (international and local), Capex purchase, high tempo transactional buying and construction project materials planning. Provide oversight, guidance and leadership in the execution of airlift operations to support response operations. This includes: Management of in- bound International Airlift operations in conjunction with GRRT Prepositioning Manager. Timely ground clearance and expedition of cargoes to WVI storage points via Humanitarian staging areas. Oversight of Customs clearance processes support response operations.

4 Planning and co-ordination and control of internal WV chartered air operations if and when required negotiation and preparation of contracting operators, their agents and forwarders in relation to air operations. Collaborate and co-ordinate with GSCM and GRRT Emergency Logistics and Prepositioning to remotely assist upstream logistics and procurement pipeline and information flow and requirements. Network, liaise and jointly plan closely where appropriate with Logistics Cluster, partner agencies, government and civil-military actors to identify / leverage in-country common service opportunities where applicable. Work in close collaboration with members of the Response SLT; sharing information on the assessments and proposed interventions, providing overviews of logistics requirements for the development of project proposals and subsequent projects. Review and evaluate, analyse and report logistics and procurement activities and results for operations improvement. Preparedness: (Not Deployed but international travel is also required to complete activity) Supporting Responses Remotely: Provide virtual guidance and support to deployed Logistics managers and procurement managers where needed- Provide virtual technical and operational support to field locations, as well as providing advice on the application of logistics management best practice, systems and procedures. Support and co-ordinate with the Pre- positioning manager and Associate Director Emergency Logistics on International Airlift operations needed globally. Ensure that all GTRN / RedR Surge Cap Emergency Logistics deployed staff receive appropriate virtual support during and post deployment. Organisational Effectiveness: Help develop policy, standards and strategy for in theatre logistics operations in conjunction with associate Director and GSCM Regional Supply Chain Directors. Liaise and work with Global Supply Chain on the development and outworking of key joint work packages as outlined in HEA / GSCM joint MOU

5 Facilitate and build training opportunities where possible - Negotiate, Coordinate and organize training for regionally based NO logisticians and Surge Capacity Staff. De brief Response Operations and Lessons Learnt and planning workshops (team, HEA, Psych debrief). Assist where required with Regional logistics initiatives initiated by GSCM NOs or RLAs. Validate GTRN surge capacity through interview and management reference where necessary. Conduct GTRN Surge Cap staff orientation needs. Support Simexs and RDMT at RO and NO level with logistics, operations and support services functions. Provide leadership, guidance and support to RDMT Logisticians through participation in RDMT events and coaching. In conjunction with all members of GRRT Emergency Logistics and Preparedness conduct oversight and on-going development of global Emergency Logistics capability. Support the Global Pre-positioning manager where needed. Contribute to WVI working groups (i.e. GSCM CoP, HEA CoP, Learning / Innovation Hubs, Town halls etc.) on logistics issues, including global trends, competitor activity, positioning and commercial SCM. Facilitate Organization and preparation of On-Line training events to targeted Logistics staff(primarily Surge Capacity Logisticians). As the systems business leader work with HEA Humanitarian Information Systems team on the development and integration of NTS and other logistics information tools providing business management. Assess existing logistics and Procurement operations, processes and systems and advise development measures to be undertaken. Engage with external forums Commercial, Academic and Government to pursue relationships that enhance ELT timeliness, efficiency and effectiveness appropriately. Manage strategic relationship ( as example) with UNHRD, WFP, Log Cluster, DFAT etc. with regards to Global stocks and warehousing, Emergency Response guidelines and training, funding and NFI GIK and Airlift leveraging opportunities. Represent WVI interests within inter-agency logistics activities and engage in external forums on a global and regional basis in external Humanitarian Logistics forums and institutions. Backstop and support other members of the team, and contribute effectively to the team meetings and discussions.

6 Provide detailed analyses and support to the Associate Director Emergency Logistics and Pre-positioning on all aspects of the role on a weekly and monthly basis. Represent the GRRT Emergency Logistics and Pre Positioning Associate Director as and when assigned to cover meetings and providing input and feedback to the unit, HEA and other key stakeholders. Represent HEA at all times in a positive and productive manner, whilst adhering to WVIs core values and GRRT Emergency Logistics and Pre-positioning operating norms Any other duties as assigned. KNOWLEDGE, SKILLS & ABILITIES: Candidates must have Emergency large scale Disaster Response experience working in an Operations and Logistics Management capacity in the last 12 months preferrably under the Emergency Management System structure. They should have considerable experience working in the Middle East Area and a proven ability to work in Fragile contexts. Extensive experience working in Commercial, Military and Humanitarian Logistics is preferred. The incumbent should have extensive contract management experience, excellent negotiation skills and have experience managing large scale Airlift Operations. In addition to this they must possess a sound knowledge of operations coordination and control. They should possess a passport that facilitates and enables them to deploy within 72 hours to anywhere in the world. Knowledge of and working in Emergency Logistics NFI tracking systems will be highly regarded. Minimum experience of 10 years working in Emergency Logistics and procurement functional areas (Procurement, Warehousing, Air, Sea Land transport, Last mile distribution, Pre-positioning, Customs Clearance, technology track and trace, GIS, fleet management and logistics Information Management) in which a minimum of 5 years has been in a leadership and management capacity. Minimum experience of 4 years deploying as Emergency Logistics Manager to Quick Onset Disasters and Complex humanitarian Disasters globally or equivalent experience managing agile supply chains or expeditionary logistics. Extensive knowledge and skills in leading and developing Emergency Logistics and Procurement capability at an organizational level. Extensive prior NGO experience in senior logistics management, within complex/large scale country programmes and in emergency response/humanitarian environments. Experience of developing / implementing logistics strategies, and plans, and setting up complex international supply chains to support multi sectored programs, and ensuring appropriate resources are applied for the supply chain. Proven track-record in managing and supervising other senior logistics staff, and providing training and capacity

7 building for logistics staff deployed. Experience advising and supporting key staff at all levels understand logistics aspects of a response, including strategic thinking and planning, the challenges and constraints, staffing structures, proposal development and review, resourcing logistics plans, and budgeting. Excellent planning, management and coordination skills, with the ability to manage a substantial workload comprised of complex, diverse tasks and responsibilities. Strong communication (written and spoken), and interpersonal skills in English with experience in managing multicultural teams. Business degree ( Supply Chain Management, Project Management, Logistics) or equivalent is highly regarded. Minimum of 3 years experience leading virtual teams and managing staff globally. Excellent knowledge of best practice strategic and operational planning and co-ordination and control methodologies. Experience in building strong collaborative partnerships with internal and external stakeholders. Experience integrating technology solutions into Humanitarian operations or similar. Tech savvy and proficient in the use of Microsoft Office suite, Lotus Notes and supply chain visibility or procurement systems. Experience working in and leading teams in austere, insecure and unstable environments for up to 2 months at a time on a 24/7 basis. Possess excellent people leadership skills, able to build high performance teams. Fluent in English. Arabic or French as a second Language is also desirable. CAHLM (Certificate in Applied Humanitarian Logistics Management) or equivalent desirable. CPL (Certified Practising Logistician) or equivalent desirable. CILT (International Chartered Institute of Logistics and Transport) certified highly regarded. HEAT qualified and current or similar recognized Certified Security Training / record of attainment. Project management diploma or certificate highly regarded. Senior First Aid qualification or Remote area First Aid Certificate.

8 Preferred: Experience leading and managing procurement teams with a monthly procurement plan value of USD $3-5 million. Knowledge and or experience in Pharmaceutical Supply Chain, Military Logistics and Expeditionary Logistics. Completed UN WFP Log Cluster LRT (Logistics Response Training) training or participated as an advisor / trainer. Ability to shape strategy and drive mission success through focusing teams to achieve objectives. Strong working knowledge of contract terms and conditions. Robust relationship building skills with the ability to adapt to changing environments and work with people from diverse cultures. Excellent verbal and written communication skills and high attention to detail. Ability to communicate persuasively and deliver effective presentations to a wide variety of audiences. Ability to negotiate and influence people, teams and decision makers effectively. Strong numerical analysis skills and the ability to articulate clear conclusions and recommendations. Ability to handle complex issues and provide recommendations for solutions. Ability to multitask in a rapidly changing, fast-paced, high tempo, austere and sometimes hostile environment. Excellent Knowledge and understanding Of Humanitarian system during Emergency response. Finance and Grants training with budget management experience. Management of teams within a field operating environment as a key decision maker. Full driving license with experience of 4x4 vehicles and management of Light Vehicle Fleets. Formal medical logistics training or proven experience of managing medical supplies within country programs. Radio, Navigation, tracking and satcom experience. Casualty Evacuation knowledge / experience.

9 Powered by TCPDF ( Work Environment/Travel: The position requires ability and willingness to travel domestically and internationally up to 50% of the time. Work environment during Emergency Response operations is often in areas where conflict exists. These operations are conducted in high threat, high security and hazardous environments. In Quick onset disasters, the emergency is conducted in usually austere, complex and sometimes dangerous conditions. When not deployed travel is required to attend planning, training and preparedness activities globally, this includes general meetings and workshops through to simulation exercises and special initiatives with both internal and external stakeholders. Travel is required to conduct regional and global oversight duties, team planning meetings and undertake external strategic engagement activities with Unilateral, INGO, Academic, Military and Government entities. When not travelling, business is conducted from assigned World Vision Support Office(s), Regional and National Offices or home base. This leadership / management and oversight role requires face to face and mostly virtual management of Logistics and Procurement staff and their functions globally.
