5 Good International Industry Practice Why Guidelines? Describe good practice in hydropower sector without needing to undertake Protocol assessment Protocol as normative document Guidelines originally produced in 2004 in response to WCD as pre-cursor to work to develop Protocol Not updated since the Protocol was adopted in 2011 Recognised need to provide updated guidance to practitioners on what is good practice as embedded in the Protocol Need for precision on what constitutes good practice especially for the legal community.

6 Good International Industry Practice What will they look like? Compendium of guidelines for each topic of the Protocol. Will be published as one document. Will address all life stages under each topic Structured, as in the Protocol, by assessment, management and stakeholder engagement Adds interpretation on what is good practice as described in Protocol. No intention to go beyond agreed Protocol text

8 Good International Industry Practice Current status Five example guidelines gave been developed by different accredited assessors. Presented at workshop in London on 19/09/2017. These are: Communications and Consultation Environment and Social Impact Assessment and Management Downstream Flow Regimes Resettlement Governance

9 Good International Industry Practice Next Steps Aim to complete all guidelines by the end of the year Important to standardise documents choosing a style that is both easy to read while remaining in line with the Protocol Need to decide whether guidelines for some topics can be combined Consultation of PGC and Council on format Develop collateral around guidelines (e.g. training material, case studies)

Market demand for lower cost screening tools that focus on eligibility for financing rather than full sustainability assessments Specific request from Climate Bonds Initiative for IHA to develop binary decision making tool for hydropower that focuses on environmental, social and climate related aspects

11 Environmental, Social and Governance Gap Analysis Tool Objectives Provide report templates for the assessment of a hydropower project using selected Protocol criteria, focused on basic good practice only Allow more targeted, lower cost assessment, using these consistent templates Maintain consistency in the quality and content of such targeted assessments Focus on topics, and criteria within them, of most relevance to environmental and social risks Maintain the distinct value of a full official assessment using all topics.

Only covers Basic Good Practice (Score 3 on the Protocol) Abstracts environmental, social and governance topics from Protocol Introduces climate change topic Lists gaps against basic good practice Presents management plans to address those gaps

Number of significant gaps per section and under which scoring statement List of identified significant gaps ESIA to manage gaps Expected annual profile of those significant gaps > Estimation of length of time it will take for the gaps to be addressed Detailed description of significant gaps against each element of scoring statement for each section

Field tested at the Tina hydropower project in the Solomon Islands with funds from World Bank First draft presented to PGC and Council in May 2017 Later draft adds climate change mitigation and resilience and governance Management Plans added Protocol topics reflected in sections in tool aligned with IFC standards Presentation at workshop in London on 19/09/2017

19 Climate Change Topic Up to now, climate change has been cross-cutting topic in the Protocol Decision to create specific Protocol topic on climate change already taken in 2015 Was delayed due to lack of reliable science on mitigation and resilience Will now be extended to ESG Gap Analysis Tool and Protocol in parallel Challenge: climate change resilience especially poses problems to integrate into ESG Tool as science is still quite recent.
