ARE WE OBLIVIOUS TO UNSAFE WORKING PRACTICES PETER CORFIELD NASS, DIRECTOR GENERAL

IMPROVING SAFETY PERFORMANCE ADDRESSING HARDWARE ISSUES IMPLEMENTING SAFETY MANAGEMENT SYSTEMS PRODUCE REDUCTIONS IN ACCIDENT RATES

STAGNATION OF SAFETY PERFORMANCE PLATEAU OF MINOR ACCIDENTS REMAIN PEOPLE ARE CARELESS POOR SAFETY ATTITUDE UNSAFE BEHAVIOUR IS DEEPLY INGRAINED

A study was conducted, of a rural steel fabrication facility, over two years, by the Safety Research Institute USA to detect patterns in injury types, occurrence rates, reporting rates, job descriptions and shift arrangements, etc.,

AS EXPECTED, FORK LIFT TRUCK OPERATORS WERE AMONGST SOME OF THE WORST SAFETY PERFORMERS FORK LIFT TRUCK OPERATORS

UNEXPECTEDLY, IT WAS FOUND SUPERVISORS HAD SOME OF THE WORST SAFETY RECORDS SUPERVISORS FORK LIFT TRUCK OPERATORS

FINDINGS OF THE SURVEY MANAGERS/SUPERVISORS SHOULD BE THE KEY COMMUNICATORS WITHIN THE WORKPLACE SAFETY = PRODUCTIVITY

FINDINGS OF THE SURVEY THE ROLES WITHIN SUPERVISION SIMULTANEOUSLY WORK WITH TRAIN MANAGE SUPERVISE IN ADDITION THEY OFTEN WORK LONGER HOURS HAVE ADDITIONAL PAPERWORK UNDERTAKE EXTRA RESPONSIBILITIES

ARE WE OBLIVIOUS TO UNSAFE WORKING PRACTICES?

ARE WE OBLIVIOUS TO UNSAFE WORKING PRACTICES?

MANAGERS AND SUPERVISORS DO THEY KNOW THE HAZARDS OR RISKS THAT EXIST IN A BUSINESS? CAN THEY RECOGNISE AND PREVENT HAZARDS AND/ OR ELIMINATE RISKS?

HAZARD THEY EXIST IN EVERY WORKFORCE AND ARE THE POTENTIAL FOR HARM HAZARDS TYPICALLY RELATE TO - PHYSICAL - ERGONOMICAL - CHEMICAL SITUATIONS

RISK OCCURRENCE OF A HAZARDOUS EVENT OR EXPOSURE RISK = PROBABILITY X FREQUENCY X SEVERITY ELIMINATE HAZARDS TO ENSURE RISKS ARE MINIMISED

POOR WORKING PRACTICES CREATE HAZARDS USING EQUIPMENT WITHOUT AUTHORITY/ TRAINING OPERATING AT UNSAFE SPEEDS REMOVING / DISABLING SAFETY DEVICES USING DEFECTIVE OR INCORRECT EQUIPMENT USING HANDS/BODY INSTEAD OF TOOLS IMPROPER LIFTING ACTIVITIES REPAIRING OR ADJUSTING EQUIPMENT IN MOTION

ACCIDENTS DO HAPPEN!!

DO YOU HAVE BLIND SPOTS IN YOUR BUSINESS? LOOK BEYOND COMPLIANCE BEHAVIOUR WHAT DO YOU CONSIDER SAFE OR UNSAFE ACTIVITY? - CAN YOU DIFFERENTIATE? ARE YOUR EMPLOYEES ACTING IN A RIGHT OR WRONG MANNER? HAVE YOUR EMPLOYEES DEVELOPED CUSTOM AND PRACTICE TO TACKLE AN OUTCOME RATHER THAN THE ROOT CAUSE?

BEHAVIOUR IN THE WORKPLACE OR AT HOME SOME EMPLOYEES BEHAVE UNSAFELY BECAUSE THEY HAVE NOT BEEN HURT DOING THINGS IN AN UNSAFE MANNER I HAVE ALWAYS DONE THE JOB THIS WAY!! WORKFLOW PROCESS CAN INFLUENCE UNSAFE ACTIVITIES GETTING THE JOB DONE TO SAVE TIME!! IF YOU CONDONE OR REINFORCE UNSAFE BEHAVIOUR IT CAN BE COSTLY

UNSAFE BEHAVIOUR IN THE WORKPLACE 80% OF ACCIDENTS ARE ATTRIBUTED TO PERSONS INVOLVED IN INCIDENTS AT WORK UNSAFE BEHAVIOUR CAUSES FOUR TIMES AS MANY ACCIDENTS AS UNSAFE WORKING CONDITIONS

UNSAFE ACTS VS UNSAFE CONDITIONS REPORTED AS A RESULT OF ACCIDENT INVESTIGATIONS FOR THIS PERIOD

TYPICAL UNSAFE BEHAVIOUR TAKING SHORTCUTS BEING OVERCONFIDENT UNDERTAKING A TASK WITHOUT COMPLETE INSTRUCTIONS POOR HOUSEKEEPING IGNORING OR OVERRIDING SAFETY PROCEDURES MENTAL DISTRACTIONS FAILURE TO PLAN THIS APPLIES TO BOTH WORKPLACE AND THE HOME

UNSAFE BEHAVIOUR OR UNSAFE CONDITIONS? UNSAFE BEHAVIOUR CAN CREATE UNSAFE CONDITIONS

THE TWO TYPES OF UNSAFE BEHAVIOUR THOSE WE DON T RECOGNISE AS UNSAFE THOSE WE CHOOSE TO IGNORE

TYPES OF UNSAFE BEHAVIOUR: THOSE WE DON T RECOGNISE AS UNSAFE WHAT DO WE SEE? WHAT WE VE ALWAYS SEEN, AN UNSAFE ACT? WE NEED TO BE CLEAR ON THE SAFE BEHAVIOURS WE EXPECT KEY SAFE BEHAVIOURS

KEY SAFE BEHAVIOURS BEHAVIOURS WHICH PREVENT THE MOST SERIOUS INJURIES BEHAVIOURS WHICH PREVENT THE MOST COMMON INJURIES

THE BEHAVIOURAL APPROACH IF ACCIDENTS ARE CAUSED BY UNSAFE BEHAVIOUR, THEN AN APPROACH BASED ON: IDENTIFYING THE KEY SAFE BEHAVIOURS RECOGNITION FOR SAFE BEHAVIOUR COUNSELLING FOR UNSAFE BEHAVIOUR WILL BE SUCCESSFUL THAT MEANS TALKING TO PEOPLE

IGNORANCE IS NO EXCUSE HEAD IN THE SAND HAZARDS AND RISKS ARE EVERYWHERE SIMPLE AND INEXPENSIVE ACTIONS CAN AVOID RISK IGNORANCE CAN BE COSTLY!!

HOW DO WE STOP PEOPLE BEHAVING UNSAFELY? DOES ATTITUDE OF PEOPLE DETERMINE BEHAVIOUR? TYPICAL APPROACH - PUBLICITY CAMPAIGNS - SAFETY TRAINING - DISCIPLINARY ACTION CHANGE IN PEOPLES ATTITUDE IS EXPECTED TO CHANGE PEOPLES BEHAVIOUR

ATTITUDE THINKING (COGNITIVE) FEELING (EMOTIONAL) INTENTION TO ACT ON IT (COMMITMENT) EASIER TO CHANGE BEHAVIOUR THAN ATTITUDE

ATTITUDE IS THIS ACTION SAFE/ UNSAFE (COGNITIVE) WHAT REWARDS/PUNISHMENT WILL BE RECEIVED? (EMOTIONAL) IS THIS WHAT I BELIEVE IN?(COMMITMENT) YOU CAN CHANGE BEHAVIOUR BY REINFORCING POSITIVE SAFETY THOUGHT PROCESSES

WHAT NEXT? POSITIVE PRAISE COUPLED WITH CONSTRUCTIVE FEEDBACK TENDS TO ELIMINATE OR SIGNIFICANTLY REDUCE UNSAFE BEHAVIOUR BEHAVIOURAL SAFETY IS DRIVEN AND SHAPED BY THE WORKFORCE IN CONJUNCTION WITH LINE MANAGEMENT

WHAT NEXT? WORKFORCE GIVEN RESPONSIBILITY AND AUTHORITY FOR IDENTIFYING, DEFINING AND MONITORING THEIR OWN SAFE AND UNSAFE BEHAVIOUR AS WELL AS SAFETY IMPROVEMENT TARGETS CAN A BLAME FREE PROACTIVE SAFETY CULTURE BE CREATED?

DOES IT WORK? MORE POSITIVE ATTITUDES TOWARDS SAFETY GREATER INDIVIDUAL ACCEPTANCE OF RESPONSIBILITY FOR SAFETY GREATER OWNERSHIP OF SAFETY BY THE WORKFORCE IMPROVED SAFETY CLIMATE BEHAVIOURAL SAFETY HAS A LOT TO OFFER BUT IT IS NOT A PANACEA TO CURE ALL ILLS!!
