2 Harmonised set of gender sensitive indicators: - Why? Need for efficient tools to monitor and report on the promotion of gender equality in the Republic of Moldova - What? One platform for integrating gender dimensions into national policies and one framework for national and international reporting -How? Participatory manner during extended consultations and public discussions -To whom? Government bodies, but not only. Setting up 6 working groups Selection of indicators The process of development of set gender sensitive indicators Approval by GCE Consultation with stakeholders Approval by core ministries and by NBS Public consultation 2
3 Selection of indicators: -Relevant in the policy framework: providing clear and unambiguous responses to key policy issues -Technically sound: reliable, valid, comparable - Feasible to measure at the reasonable cost statistics required for deriving them, either readily available or easy to collect within a well defined time frame and cost - User friendly Comprehensible and timely As the result the indicators have been grouped into 3 categories: -Priority 1: Relevant and available -Priority 2: Relevant, but not available and easy to obtain - Priority 3: Relevant, but there is a need of significant resources to get the data 3
4 2008 Harmonized Set of Gender Sensitive Indicators: full set: 209 indicators, of which 101 are available, 53 need some adjustment, and 55 are not available short set: 118 indicators, of which 15 are partially available (data collection mechanism should be adjusted) full version indicators sensitive to gender (I) short version A P/A N/A A P/A MDGs MDGs MDGs MDGs MDGs MDGs MDGs TOTAL In 2012 the Set of Indicators has been revised according to the 8 main strategic objectives of National Program for Gender Equity ( ): Labour force and migration Finance/budget Social protection Participation and decision making Health Education Violence and human trafficking Public awareness 4
5 The revised set of indicators are based on policies priorities and data availability: main indicators - 36 indicators secondary indicators 123 indicators. The additional information have been included in order to facilitate the use of indicators by decision makers: Definitions, source of data, periodicity Regulatory framework Basic interpretation of indicators Additional indicators: 123 indicators, of which 65 are available, 30 need some adjustment, and 25 are not available Main indicators Additional indicators A P/A N/A Labour force and migration Finance/budget Social protection Participation and decision making Health Education Violence and human trafficking Public awareness TOTAL
6 The revised set of indicators are based on policies priorities and data availability: main indicators - 36 indicators secondary indicators 123 indicators. The additional information have been included in order to facilitate the use of indicators by decision makers: Definitions, source of data, periodicity Regulatory framework Basic interpretation of indicators Integrating a gender dimension into existing and new surveys: The harmonised set of gender sensitive indicators was a starting point to include data collection activities in the Action Plan for implementing National Program for Gender Equity ( ) and in the Annual Statistical Program of National Bureau of Statistics as well. But many of them are not financially covered. 6
7 New surveys conducted according to the Action Plan for implementing National Program for Gender Equity ( ) : Violence against women, 2010 Time use survey, 2011 Migrations and skills survey, 2012 Integrating a gender dimension into existing surveys: Social exclusion ad hoc modules, 2009 Agricultural census, 2011 Migration of labour force, 2010 Main conclusions: the set of indicators contributes to identify the need for additional data and consequently to prioritise the technical assistance for statistical office in the long term it involves the engagement of different data producers and promote the better coordination process in data reporting there is a need for capacity building for users, but for statistical office as well 7
