2 Why support PBS via workforce development in the North East & Cumbria? Transforming Care fast track area People in hospital beds need to live in the community People and families should have a good quality of life in the community PBS is recommended approach nationally Lack of standards of PBS commissioning, workforce development and service provision (regionally and nationally)

4 Start by analysing Include WFD requirements in future commissioning specifications regionally Scope current situation, current policy, PBS Competence Framework, service specs Informed by critical analysis Understanding of how WF is currently prepared Evaluation from multiple perspectives to identify impact Workforce Development Approach Anne McNall (2012) Approach used and progress so far Collaboration with Community of Practice to develop WFD strategy and delivery plan (PBS Specialists; provider organisations, PBS Trainers, families, commissioners, University, NHS England, Health Education England) Delivery of workforce development to meet need Commissioning of WFD required to meet need Develop model for workforce development & capacity building at scale current & future workforce

9 Model for building capacity in the workforce in North East & Cumbria 10 practice leaders already prepared in NHS settings via PG Cert Teaching & Learning (link to PBS Academy Standards) 30 practice leaders to be developed in social care provider organisations via PG Cert/Ad Dip PBS Leading PBS programme (L6/L7) supported by SWFDM Each practice leader develops PBS facilitators within their own team via Certificate in Facilitating PBS in Teams (L4) supported by strategic WFD & PD managers Each PBS facilitator develops competence in family carers or own team members

14 Apprenticeship levy Apprenticeships - Government Initiative. From April 2017 all employers with a payroll of over 3 million will automatically pay an Apprenticeship Levy. Employers with a payroll bill under 3 million not be subject to the levy and will be able to access funding to cover 90% of the costs of apprentice training

15 Apprenticeship standards Apprenticeship standards are nationally agreed existing adult social care standards, nothing yet for integrated health & social care at higher levels identified gap from local employers Where there are no nationally defined standards Apprenticeship Trailblazers Employer led -minimum of 11 employers must agree on workforce need & Apprenticeship standard They set the curriculum becomes the standard nationally Higher Education Funding Council for England support trailblazer groups enables HE to bring together employers, professional bodies and providers of HE/FE to design learning for degree apprenticeships in specific occupational areas build provider capacity for quality curriculum and assessment design and delivery fund activities that better match the supply of provision to employer needs Now working to support trailblazer group to take forward
