3 Why all the talk? UK productivity stands at approximately 20% below the rest of the G7 We have a critical need for millions of new technical and professional skilled workers over the next decade Apprenticeships will help address this skills gap. 3 million starts in 2020! Apprenticeships need to be high quality training with serious kudos and tangible value both to the apprentice and the employer. I want to hear about an 18 year old who looked at their options and turned down a place at Oxbridge to take up an apprenticeship if that is the right path for them.. And I want to hear that their parents were thrilled Doug Richard, Richard Review into future of apprenticeships (2012) In his independent report Doug Richard calls on the government calls to improve the quality of apprenticeships and make them more focused on the needs of employers Solution = Increase scale and quality of apprenticeships

4 But.. a step change in the scale and quality of the apprenticeships also requires a step change in funding

5 Step 1 The Levy The dictionary definition: To impose a tax or fine, (a person or business) The Apprenticeship Levy is a levy on UK employers to fund new apprenticeships and was implemented from April Any UK employer, in any sector, with a pay bill of more than 3 million per year is liable to pay the levy The levy is 0.5% of the pay bill, paid through PAYE The levy allowance is not a cash payment and can only be used to purchase apprenticeship training Pre April Apprenticeships were funded by the Government. Employers paid very little into training apprentices. Post April 2016 funding of apprenticeships now comes from a levy on employers rather than taxpayers. The aim? The levy will shift incentives so that it is far more in employers interests to take on apprentices = Employer owned apprenticeship training

6 Step 2 New Standards As part of the government s drive to ensure apprenticeships are high-quality apprenticeship frameworks are being replaced by employer-designed standards No new frameworks have been developed or issued since August 2014, instead employers from sectors ranging from fashion to health are coming together to design new apprenticeship standards Frameworks were primarily qualification-focused. The main aim at the end of a framework was to have achieved a competency-based qualification, such as an NVQ or BTEC It s was possible for an apprentice to achieve all qualifications in the framework but not actually have the right skills to carry out their job. The new standards are being developed by employer-led groups called Trailblazers Apprenticeship standards set out the core skills, knowledge and behaviours apprentices need to be fully competent in a role Standards are occupation-focused; they are not qualification-led. The learning happens throughout the apprenticeship. And the apprentice is assessed at the end. They need to prove that they can carry out all aspects of their job. They develop transferable skills and gain credibility too.

9 What does this mean for the NHS? Second largest levy contributor = 300million annually The government believes the public sector has a key role to play in helping to achieve the delivery of three million apprenticeships by 2020 Public sector target = 2.3% = 27,500 apprentices per annum in the NHS NHS Employers can apply to become training providers In a change to previous rules individuals can undertake an apprenticeship at any level - higher, equal or lower to a qualification they already hold Levy = additional training budget.that we can only spend on apprenticeships!! NHS is working to develop an apprenticeship training option for a wide range healthcare occupations

10 When we first estimated our levy contribution we gasped slightly. When we got together to address it, however, we thought we may be able to turn this into something positive and really start to grow our own workforce. Hull and East Yorkshire Hospitals NHS Trust

11 What does this mean for learners? Alternative to university path Debt free degree / training Earn as you learn Relevant work experience skills employers want After finishing, 77% of apprentices stay with the same employer, 46% received a pay rise, and 36% reported getting a promotion

13 What are we looking for? Not looking for an easy option An apprenticeship is not an easy option - apprentices will be expected to achieve academically and at work, managing their time well and adjusting to longer hours with fewer holidays than at school or university. Appetite to learn Apprentices will need to be self-motivated during independent study, and be prepared to put what they learn into practice. Enthusiasm Personal aptitude and enthusiasm go along way, rather than just academic ability An interest in the role It helps if apprentices have a particular interest in the area they want to work in and can demonstrate this from previous experience. Anything that can demonstrate their interest and readiness for work could help them stand out from the crowd. NHS values Anyone applying for a role in the NHS will be asked to demonstrate the values of the NHS Constitution and how they would apply in their everyday work. 14 How can you help? Share the key messages 1. Degree apprenticeships - they are equivalent to undergraduate degree s! The degrees earned via an apprenticeship are awarded by universities and set at an equivalent standard to those gained using the full-time academic route. 2. Apprenticeships can be an alternative to University with no fees! Degree level apprenticeships can appeal to people who may not have seen university as a viable option and there are no training fees or student loans to pay back. 3. They can offer a great start to a career not just a job! 90 per cent of apprentices in England remained in employment after qualifying and 71 per cent stayed with the same employer. 4. Apprenticeships can provide a career pathway! Apprentices can start at level 2 and work towards a profession; for example, start as an apprentice assistant practitioner and then become an apprentice nurse.

17 How can you help? The Application Process Where to find vacancies - Vacancies can be found on the NHS Jobs website. NHS Jobs is the dedicated online recruitment service for the NHS and other health related organisations. The site receives around 20,000 adverts every month Vacancies for apprenticeships appear on the Gov.uk website and NHS Jobs website Unlike university applications, there is no fixed deadline when it comes to applying for Apprenticeships always keep an eye out!
