24 REGISTERED APPRENTICESHIP DEVELOPMENT/APPROVAL PROCESS TOOLBOX Initial Meeting Workforce Business Services Representative meets with business regarding all of the services they can provide to the business including Registered Apprenticeships (RA). Determine mentor/journeyman requirements / expectations Submit to US-DOL for approval RA Focused meetings In depth meeting about the components of RA, what occupations would the business like to register, how the workforce center can help provide creditable job seeker candidates for referrals with possible WIOA candidates. Determine selection process for apprentices (see equal opportunity requirements) OA Staff reviews and works with sponsor and BSR on any necessary changes to standards Determine: -- Type of program (Group, Individual, Union, non-union) -- Occupation(s) to fill -- Model (time, competency, hybrid -- Sponsor of program Determine wage progression and assessment tools needed Approval of Standards OA staff approves the Standards and sends to business for signature Identify entry requirements and competencies for the occupation (use sample templates (US-DOL) Identify training provider options based on expected competencies / timeline Program Registration When the OA received signed form, OA registers the program and send confirmation to the BSR and sponsor Eligible Training Provider List Approval & GI Bill approval

26 What does it mean to be a Sponsor? A sponsor can be a business, training provider, or other intermediary Employers may work with a current Registered Apprenticeship sponsor if they agree to abide by their standards. This can be done by signing a Program Acceptance Agreement form and submitting it to Office of Apprenticeship. Reporting to Registered Apprenticeship Partners Information Data System (RAPIDS) and tracking of hours must take place even if the business is not a sponsor.
27 RA Program Sponsor Responsibilities 1.Determine the occupation to develop into a Registered Apprenticeship program. List of Apprenticeable Occupations 2.Determine the needs. Review a generic set of standards for the occupation of interest. Examples of standards 3.Standard Development A) What is the starting wage? Must be at least minimum wage. B) Identify any incremental wage increases for the apprentice. There must be one throughout the entire program. 4.Instruction A) Identify the related instruction curriculum or identify a provider with an established curriculum. Each year, related instructions must be at least 144 hours. B) Do you prefer to do a segmented, front-load, or parallel instruction? 5.Training A) Identify the training schedule for the on-the-job training. Programs must provide a minimum of 2,000 hours of on-the-job training. B) Do you anticipate measuring success by a time-based, competency-based or hybrid-based base? C) How many apprentices will work under a fully trained mentor (current employee)? 6.Submit standards to the Office of Apprenticeship for review. 7.Receive approval and an overview of the in Registered Apprenticeship Partners Information Data System (RAPIDS) database. 8.Register the apprentices in the RAPIDS database. 9.Document hours the Registered Apprentice(s) takes part in the related instruction and on-the-job training and maintain with records. 10.Document completion of the Registered Apprenticeship in RAPIDS. 11.A Registered Apprenticeship certificate will be issued to the apprentice.
