2 WIOA Title I Job Seeker Services PROPOSAL NARRATIVE RATING TOOL REVIEWER: DATE OF REVIEW: RESPONDENT: Scores will reflect the degree to which an application adequately demonstrates the requirements asked in each question. Score A score of 0 indicates an unacceptable response, a score at the mid-point of the range indicates an average or satisfactory response, a score that earns full points with the highest available rating in the range indicates an exceptional response, with scores in between the low, mid-point, and high accordingly scaled in meaning. A. Organizational Capacity and Relevant Experience (0-10 Points) 1. The organization has adequately demonstrated success in meeting/exceeding performance measures on an organizational or programmatic level in spite of challenges. 2. The organization has an adequate philosophy regarding on-going staff training with relevancy to successful program delivery and has evidence of providing training. 3. There is an adequate plan to ensure supervision of staff and adherence to compliance, quality, and program design. B. Staffing Plan (0-15 Points) 1. The proposed staffing plan is adequate in fully supporting all of the required services and the proposed program: a. There is an adequate staffing plan for the proposed program and the portion of time for shared staff, if applicable, is adequate and efficient. b. Qualifications of existing staff are adequate and attached resumes show that staff have minimum desired qualifications necessary to successfully facilitate program services. c. Qualifications requirements of staff are adequate according to attached job descriptions and minimum qualifications. d. The proposed caseload and overall structure is adequate, efficient and realistically and thoroughly described. 2. There are sufficient strategies for developing positive working relationships with customers and participants. 3. There are appropriate policies for ensuring safety, in person and electronically. 4. There is a satisfactory description of the strategies in place to circumvent turnover of quality staff. 5. The attached chart illustrates the organization s management and staffing structure and adequately demonstrates how each area will be served and how communication will flow with CPWDC. 3 C. Relationships and Collaboration (0-15 Points) 1. Description of key partners/subcontractors and their involvement in obtaining WIOA performance measures is adequate. 2. There are effective strategies in place to ensure coordination with other agencies will occur. 3. There is an adequate plan to leverage additional resources to supplement services. D. Facilities (0-5 Points) Note that proposals which do not include services in the PA CareerLink sites will not be considered. 1. Proposed PA CareerLink sites will be fully staffed. Sites in addition to PA CareerLink must be ADA accessible; the extent to which hours and transportation plans are acceptable; there is adequate justification regarding how the facilities will benefit customers and ADW and allow staff to be successful in providing the services. E. WIOA Service Delivery Program Design (0-40 points) 1. Overall description of proposed program, goals and customer/adw experience is satisfactory and in compliance; adequately describes how staff will assist customers in determining service plans; plans for length of time between interest and service delivery are acceptable. 2. In-depth plan for delivery of each of the following is sufficient according to requirements and specific questions asked are thoroughly and acceptably answered with an adequate response: a. Basic Career Services b. Individualized Career Services c. Training Services d. Follow-up Services 3. Attached flowchart is detailed and practical and clearly shows how customers/adw will move through the design. F. Other Requirements/Scope of Work (0-35 points) 1. Proposal adequately outlines strategies aimed at ensuring continuous service to ADW. 2. The proposed outreach strategy is comprehensive and adequate; ensures full compliance with priority of service requirements; adequately describes how the proposed system will be inclusive and welcoming to all job seekers. 3. Plan sufficiently details why the proposed program is the best for job seekers in Central PA. 4. Plans for involved staff, referrals, hours of participation, and length of program design are adequate. 5. A clear plan for exploring career opportunities and how ADW will experience, be exposed to, develop, and leave the program knowing future possibilities on a career pathway, is provided and is sufficient. 6. Description/example of proposed workshops and delivery is adequate and relevant. 7. The approach is innovative and will ensure a positive, motivating experience. 4 8. There is an adequate plan to measure effectiveness of the program design. 9. Attachment displaying visual/text outline of the program design which could be presented to ADW is detailed & satisfactory showing them what s in it for them, what s available and what to expect. 10. Strategy detailing effective case file management is sufficient. 11. Proposed plans outlining support services offerings is agreeable. 12. Willingness to work with CPWDC including on other grant opportunities impacting ADW is apparent and satisfactory. 13. Attachment defining the framework of possible rebranding is appropriate and satisfactory. (Points will not be deducted if branding is not part of the proposal) 14. Outline clearly shows and has an adequate agreeable response to the following: a. number of ADW to be registered annually b. amount of time each ADW will spend with staff c. % of time BCS staff will spend working directly with customers/adw d. % of time ICS, TS, Follow-Up staff will spend working directly with ADW e. % of time spent on ADW and related activities along with a description of those activities G. Performance and Outcomes (0-20 points) 1. There is an adequate strategy to ensure staff are properly trained in WIOA and all data management including CWDS. 2. Proposal sufficiently highlights how services will ensure the outcomes for WIOA Common Measures will be positive presently and in the forthcoming performance year. 3. Proposal demonstrates an understanding of how to ensure ADW are placed and an understanding of how to work effectively with partners of the PA CareerLink. 4. Proposal clearly outlines how the provider will meet expectations in service delivery as listed in the RFP. 5. Additional performance objectives are established, including to ensure success under WIOA. There are effective, collaborative strategies proposed to ensure coordination with partner programs tasked with serving job seekers. 5. There is an adequate plan to leverage additional resources and expertise to supplement services and adequately describes how the employer customer will experience proposed collaboration. D. Facilities (0-5 Points) Note that proposals which do not include services in the PA CareerLink sites will not be considered 1. Proposed PA CareerLink sites will be fully staffed. In-depth plan for strategies to implement specific consultative selling techniques including how staff will be skilled and comfortable with selling Business Services are thoroughly and acceptably answered with an adequate response. 4. Outline of key services and ability to provide them as referenced in the question/rfp are thorough and adequate. F. Other Requirements/Scope of Work (0-35 points) 1. Proposal adequately outlines strategies aimed at ensuring continuous service to business customers. 2. Staff-to-customer interaction as well as description of customer experience is suitable. 3. Proposed strategy to employ highly qualified staff to facilitate positive working relationships with employers is appropriate with question thoroughly answered. 4. There is an adequate plan to train staff in understanding all of the services available and effectively communicate them to employers. The proposal highlights positive team work strategies, including in regard to rapid response events; proposer adequately demonstrates assurance staff will be empathetic, professional and kind. 7. The strategy is comprehensive and highlights tactics which will be used to keep employers engaged, expand services and lead to a system that helps business become more competitive all while focused on positive outcomes. 8. Proposal adequately describes provider s capacity to provide high-level services and in-depth employer engagement. 9. Strategy to integrate into the PA CareerLink as a full partner is agreeable. 10. Collaboration and coordination techniques described are appropriate and will avoid business fatigue. 11. Detailed description of plan to interact with established employer groups is suitable. 12. Proposal adequately describes how provider intends to be data-driven in assessing and implementing strategies. 13. Annual salaries, % of time to Business Services, employer of record and primary location of staff is clearly narrated and adequate. 6. If there are proposed subcontracts, the duties are adequately detailed and the budget is reasonable. 7. The source of all matching funds is clearly explained.
