5 The Global Strategy on HRH: Workforce Optimize the existing workforce in pursuit of the Sustainable Development Goals and UHC (e.g. education, employment, retention) 2. Anticipate and align investment in future workforce requirements and plan the necessary changes (e.g. a fit for purpose, needs based workforce) 3. Strengthen individual and institutional capacity to manage HRH policy, planning and implementation (e.g. migration and regulation) 4. Strengthen data, evidence and knowledge for costeffective policy decisions (e.g. National Health Workforce Accounts)

6 The High-Level Commission on Health Employment and Economic Growth The Commission seeks to: Highlight the benefits across the SDGs from investments in the health workforce; Draw attention to the necessary reforms in health employment, education and service delivery; Generate political commitment and intersectoral action towards more and better investment in the health workforce.

Stiglitz Nobel laureate economist The Commission concludes that, to the extent that resources are wisely spent and the right policies are put in place, investment in education and job creation in the health and social sectors will make a critical positive contribution to inclusive economic growth.

9 Commission s recommendations Recommendation #4 Reform service models concentrated on hospital care & focus instead on prevention & the efficient provision of high quality, affordable, integrated, community based, people centred primary & ambulatory care, paying special attention to underserved areas. Recommendation #5 Harness the power of cost effective information & communication technologies to enhance health education, people centred health services and health information systems. Recommendation #6 Ensure investment in the International Health Regulations core capacities, including skills development of national & international health workers in humanitarian settings & public health emergencies, both acute and protracted. Ensure the protection and security of all health workers & health facilities in all settings.

13 S E A R SEA Regional Committee 2014 endorsed a Decade for Strengthening Health Workforce in SEAR Two major strands of work Rural Retention (RR) in line with WHO guidelines 2010 Health professional education (HPE) reform in line with WHO guidelines 2013 Requested RD to report progress on implementation 2016, 2018, 2020, 2022 and

14 W H E WHO is accelerating efforts to improve coordination of the response to health emergencies Workforce which is comprised of national responders and international responders from networks and partnerships Global Outbreak Alert and Response Network (GOARN), the Global Health Cluster (GHC), emergency medical teams (EMT), standby partners and members of the Inter Agency Standing Committee (IASC).

15 HR activities Assisting member states building capacity and human resource through FETP Assisting is building capacity for the national and sub national RRT Supporting building capacities to strengthen HEOC With the reform and WHE, region is also supporting building work force on EMT

16 Field Epidemiology Training Programme (FETP) Thailand, India, Indonesia and Bangladesh have FET Program DPRK conducted National Workshop on development of Field Epidemiology Training Program Bhutan, Maldives, Timor Leste has planned to strengthen the surveillance and to initiate country based FET short course programme through the regional initiatives. Sri Lanka, Myanmar, Nepal has many FET related activities.

17 Rapid Response Team (RRT) Training The Rapid Response Teams Training aims at reinforcing the capacity and skills of multidisciplinary Rapid Response Teams (RRT) and their individual members to early detect and effectively respond to public health events, irrespective of origin or source, that present or could present significant harm to humans Region is developing a comprehensive training material for regional training and to be used locally. First regional training is expected to take place in the third quarter this year.

18 Health Emergency Operation Centre (HEOC) A regional workshop was organized in New Delhi, India, from 29 Sept - 1 Oct 2015 with the overall objective to strengthen national public health emergency operation centres (PHEOCs) and the regional networking for public health emergencies preparedness and response. Member States are recommended to establish/ strengthen HEOCs and action plan. PHEOC framework can be used as a guide for continuous improvement. WHO is to support Member States and develop a followup action plan.

19 Emergency Medical team (EMT) October 2016, organized the training on Emergency Medical Team (EMT) Coordination. It was conducted to develop and strengthen National EMTs so that they can be quickly deployed for any emergencies in the Region. Regional meeting on 29 November 1 December 2016, to strengthen regional capacity in emergency risk management. SEARO will also participate in the global dialogue and strategic advisory group s meeting on EMT in February 2017.

20 Roster of Experts Has been maintaining a roster of experts for ERM related areas, and it will be inviting applicants to an updated regional roster. Will also proactively participate in the global call for the internal roster so that staff is optimally utilized and remain updated in the management of emergencies. Establishment of an Emergency Working Group at the RO. One of the areas of work under this group will be health workforce training, surge capacity and deployment for emergencies in the Region.

21 HR in Emergency Actively contributes in the ongoing dialogue and development of guidelines and strategic plans for the global health cluster, arrangements with IASC and strengthening of GOARN. Participating in the global recruitment system of Health Cluster Coordinators for the HCC in Myanmar. A stakeholder (including partner) mapping and analysis exercise will be conducted by SEARO to support the development of a strategic approach in utilizing health workforce of partners for emergencies.
