1 MINISTRY OF EDUCATION VOTE EDUCATION MINISTER FOR TERTIARY EDUCATION 2010/11 Monitoring Report SECOND REPORT FOR THE YEAR ENDED 30 JUNE JULY 2010 to 28 FEBRUARY
2 Output Expense 7: Strategic Leadership in the Tertiary System Portfolio Minister - Minister for Tertiary Education Scope of appropriation This output expense delivers policies and services focused on the Ministry s strategic role in the tertiary education system. This includes coordination with tertiary education agencies and forums to achieve shared goals; undertaking research and analysis; developing strategic policy related to tertiary and international education; monitoring the performance and capacity of the tertiary system; providing information on tertiary and international education services; representing the education sector internationally; supporting international students in New Zealand; supporting the development of the international education industry; and providing ministerial support to assist the Minister for Tertiary Education and Associate Minister to meet their obligations to Parliament. This output will be provided within the appropriated sum of $ million. All revenue for this output comes from the Crown. Output performance measures and standards Performance Measure Metric Actual Performance Output 7.1: Cross Tertiary Agency Coordination The Secretary for Education has regular formalised contact with the chief executives of the Tertiary Education Commission and New Zealand Qualifications Authority to address issues of alignment within the tertiary sector. Central agencies, education agencies and other sector bodies as appropriate are satisfied that the cross-agency work programme is relevant and contributes to improved outcomes for the sector. Record of meeting and topics from central agencies, education agencies and other sector bodies Four Sector Leadership Group meetings were held between the Secretary for Education and TEC and NZQA chief executives during this period. Topics included: - Quality assurance and monitoring - Tertiary education system changes - Information systems in tertiary education - Targeted review of qualifications - Youth Guarantee - International Education - Tertiary education expenditure - Statement of Intent - Christchurch earthquake - Budget Informal feedback from chief executives during meetings indicates a high level of satisfaction with the relevance of the cross-agency work programme to improve outcomes for the sector. The cross-agency shared work programme for the tertiary sector is delivered as planned. The tertiary sector work programme is revisited and confirmed by the Ministry of Education and its partner agencies and relevant stakeholders before the commencement of each financial year. 100% Achieved. Work plan consultation before the commencement of each financial year The Tertiary Information Governance Group is working with you to agree the timeline and work programme for improving tertiary education information. 2
3 Output 7.2: Tertiary and International Research and Analysis Research/analysis outputs are delivered according to the agreed work programme and aligned to the Ministry s priority areas, including: outcomes of study learners in tertiary education research and knowledge creation language literacy and numeracy supporting the system. The research and analysis programme is subject to annual independent review for accuracy, quality and value, and review recommendations are acted on. All research and analysis outputs are externally reviewed by a recognised expert and judged to be of high quality. Research is aligned with sector priorities and is used in policy making. 100% Research and analysis outputs were delivered according to the agreed work programme. During this period, the Ministry published 11 analytical/research reports on the tertiary education system. All of the planned research themes were addressed in the package of published reports. 100% Achieved. 100% Significant outputs are reviewed externally. Outputs prepared by external contractors were all peer reviewed by the Ministry and, where significant, were also peer reviewed externally. Evidence to be All research, evaluation and monitoring activities are aligned with at least one priority and used to inform policy making. Reports will be published to specific agreed deadlines. 100% The Competent Learners at 20 report awaits publication. An extension was granted to allow time to facilitate necessary data matching prior to publication. Output 7.3: Monitoring the Tertiary System Twenty monitoring/analysis outputs each year aligned to the Ministry s priority areas, including: tertiary profile and trends reports on progress towards achieving the goals of the Tertiary Education Strategy the Student Loan Scheme Annual Report reports on progress against the Government s goals for international education. The TEC s accountability documents are reviewed and assistance provided in their development as required. The performance of the TEC and the Government s ownership interest in the TEC are explicitly measured and monitored through risk profiling reports that are prepared every six months and submitted to the Minister for Tertiary Education. 100% Profile and Trends was published in August The Student Loan Scheme Annual Report was tabled in the House and released publicly in October. The annual report on the monitoring of progress against the goals of the Tertiary Education Strategy was published in December % The accountability statements were reviewed and support was supplied to the TEC during the drafting of the report. 100% A new methodology for monitoring and reporting on risk is under development and will be trialled in the next period. The Minister is satisfied with the advice and briefings provided on the TEC. from Minister will be sought in the next period. 3
4 The Minister is satisfied that the analytical programme has added a high level of value to their work. The TEC Board demonstrates best practice self-review and capability assessment processes. There is an engagement at least every 12 months between the Ministry representative and TEC where this information is exchanged as appropriate. Critical forecasts of demographic trends, network capacity and expenditure are within an average of 3% and a maximum of 5% of actual values up to 12 months after being forecast. Analysis of and comment on the performance of the TEC under its output agreement is provided to the Minister within 30 working days of receipt of reports. The membership of the TEC board is regularly reviewed and nominations are made for Board vacancies prior to terms expiring. Monitoring reports are published annually on agreed dates. All components of the analysis programme had explicit links to the Ministry s tertiary education policy work. The feedback from the Minister s office will be sought in the next period. 100% A new methodology for monitoring and reporting on governance capability was developed and trialled during this period. 100% In public tertiary education institutions, enrolments by domestic students in 2010 were 3% below the 2009 forecast. Including private training establishments, enrolments were 4% above forecast. 100% The analysis of, and comment on, the TEC annual report was completed within the stipulated timeframe. 100% No action was taken on this pending the outcome of the review of the TEC structure and operations, commissioned by the Board. 100% Achieved. Output 7.4: Development and Evaluation of Tertiary and International Policy Policy will be delivered according to the work programme (and any subsequent amendments) negotiated between the Minister for Tertiary Education and the Secretary for Education. The quality of the Ministry s policy advice will be internally assessed from a representative sample of the Ministry's policy advice to Education Ministers and Cabinet committees, showing an improvement from the current 3rd quarter benchmark result of 6.0 out of 10 to a score in excess of as assessed against the Ministry s Criteria for Assessing Policy Papers. The quality of the Ministry s policy advice will be externally assessed from a representative sample of the Ministry's policy advice to Education Ministers and Cabinet committees, showing an improvement from the current rating of 6.8 out of 10 to a score over 7.0 as assessed through the annual New Zealand Institute of Economic Research review. 100% Achieved. All policy provided during this period was delivered according to the work programme agreed between the Ministry and Ministers, as outlined in the Ministry s Statement of Intent >7.5/10 No assessment completed for this period. The Ministry will assess policy papers drawn from across the agency and will report these results in the end of year report. >7.0/10 The Ministry has discontinued the external assessment of policy advice through NZIER in reliance on internal assessment to measure the quality of policy advice. This measure will be reviewed for the next Output Plan. 4
5 Ministerial satisfaction with the quality of policy advice provided. This will include performance against quality standards agreed with Ministers. Percentage of policy advice that is provided within the agreed timeframes. 100% Satisfaction with policy advice was monitored through informal feedback from the Minister s office during the year. There is currently no formal process to gauge Ministerial satisfaction with the quality of policy advice. 100% Policy advice was provided within key timeframes. Output 7.5: Provision of Tertiary and Other Information Information will be delivered in accordance with documented terms of reference/specifications for each publication, campaign, seminar, or other form of information. Information will be provided as follows: one report on the performance of the tertiary education sector one report on the Student Loan Scheme one report on progress towards achievement of the goals in the Tertiary Education Strategy further portal development to provide quality information to identified audiences ICT coordination and support services to education agencies publication of strategies, research and other reports as developed, in support of the Tertiary Education Strategy, Tertiary Information and Strategy, the Government s Strategy for International Education, the Tertiary E-Learning Strategy and adult foundation learning (literacy, numeracy and language). Report on the status of the academic progress of the scholarship recipients is completed (within agreed timeframes). Ngarimu Board is satisfied with the administration of the scholarship programme. Participants in the scholarship programme are satisfied with the administration of the programme. 100% Profile and Trends was published in August The Student Loan Scheme Annual Report was tabled in the House and released publicly in October. The annual report on the monitoring of progress against the goals of the Tertiary Education Strategy was published in December Not applicable for this period. The Ngarimu Board have expressed satisfaction with the manner in which the Ministry undertakes its administrative function. The Ministry advertised, received, and analysed scholarship applications during the quarter for Board discussion in March Māori Education Trust (MET) scholarship recipients received scholarship payments on time based on the Ministry s contractual agreement with MET throughout MET is currently preparing it s 2009/2010 audited accounts and a new contract is being prepared. Ngarimu scholarship recipients and applicants are satisfied with the administration of the scholarship programme. 5
6 Output 7.6: Support for International Education Number of international students enrolled with education providers. 90, ,000 Currently on track for approximately 100,000 students in the full financial year, although the impact of the Christchurch earthquake is yet to be fully ascertained. Ministers and government agencies are satisfied with the Ministry s roles in representing New Zealand internationally. To be for the end of year report. UNESCO Commission is satisfied with the work of the secretariat based on the delivery of the agreed work programme. Achieved. Work programme delivered to Commission s satisfaction. Providers comply with the standards set out in the Ministry s Code of Practice for the Pastoral Care of International Students. 100% 99.3% of Code signatory providers are compliant (No non compliant schools, eight non compliant tertiary providers). The Export Education Levy Fund delivers on its stated criteria. Export Education Levy Annual Report The Export Education Levy Annual Report has been submitted to you for tabling in Parliament. The contract and performance of Education NZ will reflect Government priorities for international education in New Zealand. 100% The contract was approved by the Secretary for Education. The quarterly report on performance has been received and approved. Delivery upon international obligations and commitments are met on time as specified in bilateral and multilateral agreements with other countries. 100% The Joint Working Group and all other commitments have met the specified timeframes set out in agreements. The Export Education Levy Annual Report will be submitted to Parliament annually within six months of the end of the financial year. 100% The Annual Report has been provided to you for submitting to Parliament in December. Output 7.7: Support for the Tertiary Minister Ministerial services will be provided in the following ranges: select committee questions and enquiries Select Committee enquiries were received in this period. Parliamentary questions and petitions statutory information general ministerial correspondence The content of all ministerial services provided will be factually accurate and appropriate in style and content for the individual Minister, consistent with the Ministry s Ministerial Guidelines. 100% 89% 6
