3 CEO Forward, To all MJEC and Contractors staff, We are firm and committed to apply the company and country Health, Safety, Security and Environment () rules and regulations with special attention on safety. We have a mandate to comply with electricity distribution licence conditions no.7 and 17 & 31, the ministerial decision 286. Health and Safety is one of the sector strategic pillars and by which we will implement culture transformation, adopt electronic management system and aim for the certification of OSHAS18001 & ISO We continue promoting and impeding safety culture at work through various means including awareness programs, internal and external media, meetings, workshops, spot checks...etc. We have purchased and adopted electronic management system with a number of models, it shall be used effectively. We are at the executive management committed for safe behaviour but still not evident enough to present and be proud of. We failed to follow plan 2013 in terms of auditing and inspections. Our vehicle driving speed and use of seat belts are not as per safe behaviour expectations shall be the year of compliance to the company plan and safe behaviour. In 2013, the company and contractors have suffered two Lost Time Incidents (LTIs), both are avoidable; should we adopt safe behaviour. The first LTI was road traffic resulted into one injury while second was an electric shock resulted into a fatality. The sector too, has suffered from a number of electricity related accidents. For this reason; our theme for 2014 Test Before You Touch, it is the golden rule of electricity where no person is permitted to touch exposed conductor before voltage test and confirm is dead. Majan Electricity company executives and contractors management have to demonstrate commitment towards employee s safety. We must provide the means for their safety including appropriate for the job Personal Protective Equipment, training, rules and regulations, advisory team, etc. I m pleased to note the reported number of near-miss and wish the company employees to report more in The reported number of near miss per year must be impeded in each employee performance agreement as well as follow up and closing incidents. MJEC has purchased and adopted intelex as a multi modules electronic management system; we must optimise Intelex and use all the modules. In conclusion; I wish 2014 is accident free year and our stakeholders are safe and comfortable with our safety performance. Ahmed Al-Mazrouy CEO Page 3 of 10
4 Department Forward, I am happy to see MJEC and contractors staff are really so keen to take very seriously and exerting their efforts to get safety implemented in their work sites. Why happy? Because I often receive calls and s that people are seeking my advice and help. Also happy to see people are reporting near miss incidents and take quick actions to correct unsafe situations. This really gives glad tide that we are there to create the consciousness. Also a number of sccuseeful meetings were conducted last year. A number of inspections were done. It s good to say that people have started to sense the feeling of and its importance to get it implemented on the work sites. However the two LITIs occurred last year tell us we need to do more to ensure the people on the work sites are carrying out their jobs safely. This year our emphasis will be on the Job Safety Plan and its importance in identifying work hazards and controls. The theme of this year is Test before You Touch to stress on the importance that electrical equipment we work on is safe, and the golden electrical rule is being observed. Electrical Hazards, still a risk that we need to control through testing, wearing the appropriate PPE and to fully adhere to ESRs. The other two risks we need to watch are Road Safety; we need to fully abide by Road traffic rules. Speed is a killer. Don t rush a massage we keep repeating. The other risk is lifting operations, we need to comply with lifting operation procedures and ensure the lifting is done safely. I fully support every word that being mentioned in CEO forward. We should take very seriously and get it injected in our day to day work. INTELEX is to be fully utilized for communication. department has developed checklists to inspect, and monitor MJEC work activities and ensure these activities are done safely, please use them. We should put this year theme Test before You Touch before us and make sure our colleagues on work sites are protected from electrical hazards. I wish you happy, successful and safe year. Preface 1.1 Introduction This Plan compliments MJEC Business Plan for This plan provides guidance in implementing the company policies, procedures, rules as well as identifying areas for improvement in order to enhance our performance. The plan 2014 is a systematic & management issues, policy, arrangements, control measures & safe system of work. plan is aimed to improve the overall management and coordination of health, safety, security & environment throughout MJEC operational works to eliminate or reduce accidents, ill-health & environmental incidents occurrence. 1.2 Objective The main objectives of this Plan are: Guide the company and contractors employees in implementing MJEC Rules & Procedures. To align company and contractors employees for safe working environment. To ensure MJEC Management System is working effectively and efficiently. To achieve continuous improvement in management. 1.3 Scope of 2014 Plan - To comply with set KPIs (targets) shown in section To fully comply with MJEC ESRs. - To fully comply with Road Safety Rules. - To fully comply with PPE as identified in MJEC PPE spec doc. - To fully comply with license conditions 7, 17 & 31 - To fully comply with OSH 286 regulations. - To train staff in courses. - To implement all activities identified in section 3. - To comply with AER HS Audit. - To obtain and maintain OHSAS & ISO certificate.
