2 Core TSO functions for site selection & construction - Preparation of the Tender Documentation for Technology/Vendor selection. - Preparation of the supporting documentation for site selection & site license. Interface between utility and regulator. - Pending on the contract general architect for the construction. In our case up to commissioning. - Provide technical support for commissioning organization and for Utility to obtain the operation license. - License holder for CANDU 6 technology. - Personal transfer to Technical Support Department of the operating plant.
3 Core TSO functions for operation Design Authority and configuration control provided by the plant personnel according to operation license provision. TSO s support is provided based on WOs as part of a four year frame contract following an open tender acquisition procedure. Routine technical support and major/minor component replacement. Same as above. Plant performance monitoring & improvements, opex assessment, aeging management, plant life management, safety & licensing, sever accident management and engineering, emergency preparedness TSOs support required. Scope and conditions defined by plant personnel.
4 TSO selection and management systems: Reasons and actions for the use of internal and external expert support: Need to reduce number of staff and cost. Existence of a reasonable well developed market for nuclear engineering services. Use of external experts on package contracts. Qualifications and experience of internal and external TSO: As a minimum as required by regulator to issue the license.
5 Qualifications and experience of internal and external TSO As a minimum as required by regulator to issue the licenses. TSO identification, selection and utilization Identification of potential TSOs is done by the regulator by publishing the licensed organization. Selection is done in two steps: fulfill the conditions set by the utility to qualify as a potential supplier of services. by wining the competition with other bidders. Utilization: according to the contractual provisions. TSO oversight: review, acceptance and use of the work performed by TSOs review is performed by the owner or by an Owner Engineer as decided by specific Tender Specification. acceptance and use is done as per plant procedures. Sometimes during implementation technical support may be required..
6 Internal and external TSO organizational models: As a single plant operator, romanian utility (Nuclearelectrica) does not have a TSO organized at the Head Office level. All departments of the plant operator have the technical capabilities to perform their functions. A separate department (Technical Support Department) reporting to the Plant Technical Director is responsible to technically support the other departments for day by day operation and to design and implement the plant programs. TSD decide the scope and conditions for external engineering support. Other plant departments are doing the same. Nuclearelectrica is COG member with access to the relevant R&D programmers for safe plant operation.
7 TSO-NPP interface requirements and best practices: There is no direct interface requirements outside contract agreements for a specific scope. Maintaining technical knowledge and competencies By running our own NKM program. There is no joint NKM and competencies actions of NPP and TSOs
8 Special TSO functions: research and development, new concepts and unique technologies, first-of-a-kind activities, complex or large projects. Two TSOs (state owned): CITON and ICN are running the national nuclear R&D program to preserve and develop the competencies required for the entire nuclear fuel cycle. The two organizations also provide support and guidance for governmental agencies and decisions makers. Complex projects (new built) gen IV technologies, etc. are included.
9 Best practices and conclusions Externalization and competition reduce cost and improve quality. Plant s technical unit must have a very powerful and efficient management system to control a lot of interfaces. Independent experts contracted on various projects enhanced plant technical performance. Continuous relationship with reactor vendor or COG help to estimate future actions for improvements of plant performance. Acquisition procedure need to be improved.
