4 Law of Ukraine on the Use of Nuclear Energy and Radiation Safety Article 43. License to Operate a Nuclear Installation or Radioactive Waste Management Facility A license to operate a nuclear installation or a radioactive waste management facility is issued by the State regulatory body on nuclear and radiation safety following completion of construction in accordance with the design and the completion of commissioning activity. Submission of substantiation documentation of nuclear and radiation safety, and the provision of financial guarantees covering compensation for possible nuclear damage, are mandatory for the issue of a license to operate a nuclear installation. 4
5 AM Regulatory requirements Implementation of Ageing Management is necessary condition for: maintaining or increase of safety level of power unit; preparation to LTO; creation of effective system to life-ttme management. Operator should develop an Ageing Management Program to keep degradation of safety important systems, components and constructions within appropriate limits and also to implement required actions to maintain their operability and reliability during operation (ageing management) List of systems, components and constructions should be include in Ageing Management Program 5
6 AM Regulatory requirements Ageing Management Program should be content following activity: - development List of systems, components and constructions; - technical state, ageing effect, operational conditions, inservice inspection, maintenance, testing, qualification etc. databases; - identification current technical condition; - define life-time extension or replacement; - ageing effects mitigation; - new inspection, testing, etc; - research of ageing mechanism and effect. 6
7 AM Operator requirements Content of Standard AMP Ageing management methodology; Systems, components and structures scoping-screening for ageing management; Requirements for technical condition life-time assessment and reassessment of systems, components and structures; Requirements for ageing management information-analitical system; Requirements for planning and implementation of ageing management activity; General provisions; Requirements for ageing management monitoring; Ageing management reporting; Ageing management assessment 7
8 AM Operator requirements For systems, components and structures that are identified as being in Scope of LTO and subject to an AM, it is required to demonstrate that the effects of ageing will be adequately managed to ensure that intended safety functions of systems, components and structures are fulfilled over the entire operating lifetime of the plant 8
9 LTO Regulatory requirements Precondition to receive the permission for life-time extension is the fulfillment of activity on recovering of the equipment life-time that is based on its specific examination and technical condition assessment 9
10 LTO Regulatory requirements The licensee shall provide to State regulatory body on nuclear and radiation safety the following documentation for justification of LTO: the licensing plan of NPP unit for LTO, the program of NPP unit preparation for LTO, Periodic Safety Review Report. 10
11 LTO Regulatory requirements The licensing plan shall contain the time limits for submission and agreement by State regulatory body on nuclear and radiation safety : reports that substantiate equipment of unit s LTO, Periodic Safety Review Report safety factors, the application on amendments (renewal) of the license on part of nuclear installation operation. 11
12 LTO Regulatory requirements The program of NPP unit preparation for LTO shall include the following organizational and technical measures: assessment of structures and elements technical condition, ageing management of structures and elements, development of the periodic safety review report, public relations activity, 12
13 LTO Regulatory requirements (continuation) safety improvements; elimination (or compensation) of deviations from norms and regulatory requirements on nuclear and radiation safety, execution of the license provisions and permissions provided by regulatory bodies, EQ upgrading and preserving, radioactive waste management for LTO. 13
14 LTO Operator requirements The Periodic Safety Review Report (PSRR) contains 14 safety factors: Design of NPP Unit SSCs current technical status Equipment qualification Ageing Deterministic Safety Analysis Probabilistic Safety Analysis Internal and external hazard analysis Using other NPPs experiences and science research results Operational documentation 14
15 LTO Operator requirements (continuation) Operational safety Structure and Management Human factor Accident preparedness and planning Environmental protection PSRR shall demonstrate the actual state of a nuclear unit safety and is used for justification of safety till the next periodic safety review or the end of the nuclear installation operation and include results of the activity foreseen by the program of NPP unit s preparation for LTO. 15
16 LTO Operator requirements Acceptability or Feasibility of LTO should be evaluated against the following principal criteria: unit operation meets safety criteria on core damage frequency (CDF) and large early release frequency (LERF); adoption of all required technical and organizational measures aimed at meeting safety principles, and safety improvement measures required to bring the unit into compliance with the regulations nuclear, radiation, ecology, technical safety and fire protection; technical condition of systems, components and structures meet the acceptance criteria defined by technical documentation; 16
17 LTO Operator requirements (continuation) reassigned service life of systems, components and structures in scope of LTO is justified and sufficient for intended period of LTO; systems, components and structures in scope of AM and LTO are adequately identified; AMPs are adequate (meet LTO requirements) or modified, if applicable, and shall implement during LTO; all relevant TLAAs are identified and performed. 17

In 2013 for SUNPP Unit 1 lifetime was extended for 10 years. 18
