4 Introduction The Traffic Control Training RPL process has been specifically designed for Professional Traffic Controllers that have a wealth of experience they can draw upon from their workplace. This RPL tool is designed to assist you in gathering the assessment evidence from your workplace. This evidence gathering process is absolutely crucial to you gaining your Traffic Control qualifications through the RPL process. Don t leave your application too late in order for us to process and assess your RPL application you will need to allow a minimum of 3 working weeks before the expiry of your current RMS licence/s. The course fee allows for 3 assessment opportunities by one of our expert trainer/assessors. This means that if after your first submission there is still some evidence required you will have another 2 opportunities to submit evidence to support your RPL application. After this each additional assessment will cost $ Your enrolment for RPL is only valid for 6 months. If you do not complete your RPL application in this time you will have to re-enrol and pay the enrolment fees again. Please note that when your RPL application has been successfully completed and assessed you will be issued your licences directly from the Roads and Maritime Services (RMS). What is RPL? RPL or Recognition of Prior Learning is the acknowledgment of your current skills and knowledge obtained through: life experience work experience education and/or previous training You will need to demonstrate your skills and knowledge to one of our trainer/assessors through your RPL application. If successful, you will be issued with the same credentials as if you had undertaken the full unit as an enrolled candidate. What RPL is Not! Using the RPL process is not an easy way to get a qualification. It is not a matter of time served or the amount of experience you have. Applicants need to be committed to supporting their case by locating and providing suitable, authentic and reliable evidence and documentation. This often requires a significant effort. Pre requisites for an RPL Application Participants must hold or have held in the last 6 months the relevant Traffic Control qualifications and should be a highly experienced traffic control professional to be eligible for the RPL application process. In addition to the traffic control qualification, the participant must hold a General Induction Card (White card) or equivalent and hold a current driver s licence (red P s acceptable). In summary: a) NSW RMS Traffic Controller (formerly known as Blue Card) and/or NSW RMS Apply traffic control plans (formerly known as Yellow Card) or equivalent traffic control accreditation or b) Traffic Controller or Implement Traffic Management Plans OR c) Statement of Attainment for relevant traffic control units of competence attained through another qualification such as Cert 3 Civil Construction d) Work Safely in the Construction Industry (White card) e) Current drivers licence (red P s acceptable) Page 4 of 25

5 What units of competence are you being assessed against? Participants will have their knowledge, skills and experienced assessed against the following units of competence; RIICOM201D Communicate in the Workplace RIIWHS201D Work Safely and follow WHS policies and work procedures RIIWHS205D Control Traffic with a stop/slow baton or device RIIWHS302D Implement Traffic Management Plan Evidence required to prove current competence This guide is designed to assist you in gathering the assessment evidence from your workplace. The evidence gathering process is crucial to you successfully completing the RPL application and ultimately receiving the appropriate Traffic Controller and/or the Implement Traffic Management Plans Photo Cards. Please note that when you have successfully completed your RPL application, you will be issued your Photo Card/s directly from the Roads and Maritime Services (RMS). It is very important that the work place evidence you submit for assessment is genuinely your own work. The assessor will from time to time follow up with the person signing the third party report to determine the authenticity of the evidence and to ensure the person signing has the experience and expertise necessary to make such a judgement. You can never provide too much evidence. The assessor will gather all the evidence and create what we refer to as A Portfolio of Evidence for each student. It is the assessor s job to determine if the evidence you have submitted meets the requirements of the qualification. If successful, you will be deemed competent by the assessor and issued with a Statement of Attainment Certificate. If the assessor finds evidence gaps, you will be deemed not yet competent. The assessor will contact you to give feedback, guidance and support. Page 5 of 25

6 Student Information Please read the following information before commencing the written assessment Introduction This Assessment brief outlines the requirements for the written assessment evidence of RIISS00041 (Implement TMP) and RIISS00044 (Traffic Controller) consisting of the following units: RIIWHS201D Work safely and follow WHS policies and procedures RIICOM201D Communicate in the workplace RIIWHS205D Control traffic with a stop-slow bat RIIWHS302D Implement traffic management plans These skill sets are a pre-requisite that can lead to accreditation by NSW Roads and Maritime Services (RMS) to receive a NSW RMS photo card to Implement Traffic Management Plans and perform Traffic Controller duties. What is in the RPL Assessment Pack? The RPL Assessment Pack consists of the following: 1. Written Exams (Short answer and multiple choice questions) 2. Information on direct observation of practical performance 3. Information on Workplace evidence logbook and 3 rd party supervisor report. The workplace evidence is required by Roads and Maritime Services (RMS) for the issue of a photo licence. What do I have to do to get it right and achieve competence? The assessment tasks are designed to give you the opportunity to show your competence against the skill set requirements of RIISS00041 and RIISS00044 as detailed in Training.gov.au. Unless otherwise noted, all assessment tasks are open book Specific instructions tasks are provided at the beginning of each assessment task. The assessment pack must be completed satisfactorily as follows: 1. All thirty-seven (37) questions in the skill sets must be answered correctly (short answers and multiple choices). These are divided as follows: o RIIWHS201D - 15 questions o RIICOM201D - 22 questions 2. In the Direct Observation of Practical Performance by you must demonstrate correctly as follows: Implement traffic Management Plans Plan & Prepare Setup signs and devices as per traffic control plan (guidance scheme) Monitors traffic guidance scheme Removes signs and devices as per traffic control plan (guidance scheme) Cleans up Traffic Controller Plan & Prepare Stopping traffic (non-verbal and verbal methods) Holding Traffic Starting traffic flow (non-verbal and verbal methods) Pack up and clean up 3. The Workplace evidence, logbook and 3rd party supervisor report must be completed Please note: you must achieve a satisfactory result in all the assessment methods listed above in order to be deemed competent in each of the units that make up the skill set. 7 How much time do I have to complete the assessments? Your enrolment for RPL is only valid for 6 months. If you do not complete your RPL application in this time you will have to re-enrol and pay the enrolment fees again. The Workplace Evidence Form/logbook and 3 rd Party Supervisor Report should be completed within 90 days of returning the short answer questions. If additional time is required for submission, this may be negotiated by contacting your assessor. What happens if I don't get it right and deemed not yet competent? Students who are assessed as not yet competent will be provided with detailed verbal and written feedback to assist them to identify the gaps in their knowledge and skills. Students will be allowed up to three re-assessments without further cost. (refer to student handbook) Re-assessment scheduling will be negotiated between the student and the trainer / assessor How do I submit my assessment tasks? All short answer and multiple choice questions are to be answered. The Student Assessment Pack is to be submitted to the assessor at the completion of the course. The practical performances will be observed and assessed by the trainer/assessor. Workplace Evidence form/logbook and 3rd Party Supervisor Report Workplace Evidence form/logbook may be returned to the assessor either in person or via post, fax, or other acceptable electronic means The completed 3 rd Party Supervisor Report may be returned to the assessor either in person or via post, fax, or other acceptable electronic means. If submitted electronically the format must be PDF Please note: It is important that prior to sending any assessment work, that you make and keep a copy of your work Assessment on a Live Traffic Project : The RMS requires that you must be observed undertaking traffic control tasks by an authorised RMS assessor. This must happen on at least 1 occasion. The Live Assessment can be undertaken in a number of ways for example either by providing supporting video evidence, worksite visit or any other agreed arrangement between you and the assessor. Video footage of traffic control tasks being performed If you decided to provide video footage of you undertaking tasks associated with setting up and packing up the signage safely and in the correct sequence and in accordance with the approved Traffic Control Plan or undertaking traffic controller duties, then refer to the information below for the video evidence criteria. 8 Video evidence for Traffic Controller In order to issue a traffic control photo card, the Assessor & the RMS want to be assured that you can do the job. Visual evidence by way of video using your smart phone is a good way of doing this. Video evidence guide Take a very short video that clearly show you performing traffic controller duties. This means that the evidence shows you using the stop slow bat and radio correctly in accordance with safe work practices in your normal work situation. You must be wearing the correct PPE whilst undertaking these duties. The video for traffic controller must clearly show the following criteria: 1. Clearly identify yourself stating your name and what you are about to perform i.e. my name is John Smith and I am about to demonstrate controlling traffic in Baan Baan street Dapto. The TCP I am working under is TCP 83 modified 2. A verbal statement clearly mentioning what equipment you are about to use and that you have performed the appropriate checks before commencing work. I.e. I am about to use the stop/slow bat along with my hand held 2way radio. I have checked all equipment and I am about to start controlling traffic. 3. Whilst controlling traffic, you must clearly demonstrate the use of the 4 hand signals (i.e. Stop, stop there, proceed, slow down) 4. Whilst demonstrating the correct use of 2way radios, you must clearly communicate your intention to send traffic (i.e. am I clear to send?) and when stopping traffic clearly communicating you last car (i.e. last car through was black twin cab 19 in the middle) Page 8 of 25

9 Video evidence for Setting up a Traffic Control Plan In order to issue a traffic control photo card, the Assessor & the RMS want to be assured that you can do the job. Visual evidence by way of video using your smart phone is a good way of doing this. Video evidence guide Take a very short video that clearly show you setting up Traffic Control Plan (Traffic Guidance Scheme) in your normal work situation. This means you are setting up the signage safely and in the correct sequence and in accordance with the approved Traffic Control Plan (Traffic Guidance Scheme). You must be wearing the correct PPE whilst undertaking these duties. The video for setting up must clearly show the following criteria: 1. Clearly identify yourself stating your name and what you are about to perform (i.e. my name is John Smith and I am about to demonstrate the setup sequence of signs and devices in Baan Baan street Dapto.) 2. A verbal statement clearly mentioning: a. What TCP you have selected to implement and what are the site conditions and work activates (i.e. The TCP I am have selected is TCP 83 modified, the setup is a lane closure for short term work patching, and the expected volumes are greater than 1500 vehicles per day) b. that you have completed all relevant forms and are about to follow safe work procedures to setup. (i.e. I have completed toolbox and site risk assessment forms and am ready to setup) c. what equipment you are about to use and that you have performed the appropriate checks before commencing work. (I.e. I am about to use traffic control signs and traffic cones to setup the worksite. I have checked all equipment and I am about to start the setup sequence.) d. That you have check relevant traffic controller qualifications prior to works commencing (i.e. I have checked all traffic controller s qualification and they are all current and available on site) e. That you will monitor the setup throughout the job and adjust the scheme as required and take appropriate actions with offending motorist (i.e. I will adjust the worksite as required throughout the shift and report motorist that violate the roadwork site conditions) 3. Whilst setting up the site, you must clearly demonstrate the setup of the TCP you mentioned above in a safe and logical manner always using correct safe manual handling techniques and remembering to be facing oncoming traffic at all time. 10 Video evidence for Packing up a Traffic Control Plan worksite In order to issue a traffic control photo card, the Assessor & the RMS want to be assured that you can do the job. Visual evidence by way of video using your smart phone is a good way of doing this. Video evidence guide Take a very short video that clearly show you packing up the Traffic Control Plan (Traffic Guidance Scheme) worksite in your normal work situation. This means you are removing the signage safely and in the correct sequence and in accordance with the approved Traffic Control Plan (Traffic Guidance Scheme). You must be wearing the correct PPE whilst undertaking these duties. The video for closing down the site TCP must clearly show the following criteria: 1. Clearly identify yourself stating your name and what you are about to perform (i.e. my name is John Smith and I am about to demonstrate the packing up sequence of signs and devices in Baan Baan street Dapto.) 2. A statement clearly mentioning: a. What TCP you are about to close down and what is the sequence you are about to perform (i.e. The TCP I am about to close down is TCP 83 modified, the removal sequence will be removing the cones first and then removing the signs) b. Once all packed up you will check, clean and maintain the equipment as required (i.e. once I finish packing up I will check all my equipment and clean, repair and report as required) 3. Whilst removing the devices, you must clearly demonstrate the removal sequence in a safe and logical manner whilst using safe manual handling techniques at all times. If the video does not demonstrate your competency you may be asked to resubmit them or use another method of demonstrating you can do the job, such as a site visit by an assessor which may involve further fees depending on individual circumstances. You should send video s via to tc@acceleratedtraining.com.au clearly indicating your name in the subject line. You will receive a confirmation of receipt of your information by return . Alternatively, you can send through your video s via our Facebook page or on a USB stick posted to us. Notes: You MUST wear the appropriate Personal Protective Equipment {PPE) at all times You MUST follow site safety requirements in relation to phone usage You MUST follow site safety policies and procedures and ensure your personal safety and the safety of other site users at all times Videos will be used for assessment purposes only and your privacy will be respected.
