4 Requirements IR M&R The report should attempt to estimate the costs and to provide examples of benefits as described in the Implementing Rules ( ) directly attributable to the implementation of the Directive ( ) These costs could be subdivided by topic such as metadata, data harmonisation, network services, monitoring and reporting, and coordination and horizontal measures ( ) Positive effects on policy, examples of improved services to the citizen as well as examples of cross-border cooperation

6 INSPIRE SoP Early Impact studies in countries (2009) Examples developed in CZ, FI, PL, UK Poland analyzed by a team appointed by the Surveyor General of Poland influence on the state budget for INSPIRE specific tasks additional burden on the state budget reduced need for collecting the same reference data repeatedly, construction of maintenance of duplicating IT systems, efficient monitoring of the environment, implementation of policies concerning environmental protection, protection of citizens, crisis management, execution of trans-european projects simplify the flow of information increase of competitiveness of the economy increasing the number of jobs

10 INSPIRE SoP Gains in time for searching and accessing the necessary spatial data and in consequence improve the efficiency of the processes Access to the latest data and complete metadata allows users to use the right data Flexibility is said to increase because so many different types of users can make use of the same infrastructure Contributes to openness & transparency since open to the public through the services Improved integrity and trust also because the infrastructure is improved continuously
11 INSPIRE SoP Particular examples from countries BG: establishment of efficient transportation schemes for public transport and therefore also help reducing air pollution CH: inventory of historic transport routes of national and regional importance by using a thematic geoportal without (+2 million ) CZ, NO: integration of the SDI components in the systems and in decision making processes (CZ: Building Act) DE: planning of surface mining, promotion of renewable energy and information service on flood-prone areas NL: Due to the BAG Building and Address Registry - Citizens only provide information once; information is re-used by different public authorities; prevents fraud and raises tax revenues How?

13 The way forward Estimate the costs of implementation and maintenance Estimates Quantitative Qualitative approach based on good examples Many questions remain need to be resolved How to select good examples? What is the level of granularity? How to describe the examples? How to make estimates of gains/benefits? How to know and explain these are due to INSPIRE implementation? [The attribution question]
14 The way forward How to select good examples? Granularity? Linked to real G2G, G2B or G2C work processes Environmental monitoring process is too broad Use cases for the use of specific INSPIRE components is too narrow Process that is Real and recognisable Which is relevant for policy making and/or society In which use and/or production of spatial data is highly relevant Involves several data producers and users with the context of the process Includes different (sub-)activities Organised in one or more Input-Throughput-Output sequences
15 The way forward How to describe the examples? Quantify gains/benefits Description of the process should be precise (abstract) The organisations involved The major data flows The sequences of Input-Throughput-Output should be described clearly What (spatial) data are needed? What is done with the data? What is resulting from the process? The bottlenecks in the process Where do the data flows not work? Where were they improved due to the use of INSPIRE components? Quantify where possible throughput time, resources needed Explain how INSPIRE (components) made the difference / improved the flows + how it improves the processes

22 Towards a quantitative framework Steps in the research Analyzing the state of the art of performance measurement in the context of work processes Defining SMART indicators for describing the set-up and measure the performance Design of the test case set-up and selection of the test cases, i.e. the organizational pairs Developing tools and guidelines for measuring performance and describing standards set-ups Train the people of the selected organizations and follow-up of the tests Analyzing and discussing the results of the testing with the organizations involved

24 Conclusions The INSPIRE Directive and its IR MR requires Qualitative descriptions of costs and benefits, mainly by example Efforts have been done by many countries Through initial impact assessments In the first report of 2010 and through specific surveys Details on how gains are generated are lacking The whole picture is missing; how are gains realized? Suggestion to seek for good / concrete work processes Describe in more detail some G2G, G2B, G2C processes In the long run Developing a quantitative approach to measure performance of work processes
