3 SECTION - 1 (Consultant/consulting firm) 1. Introduction 1.1 Consultant/consulting firm are invited to submit a technical and a financial proposal. 1.2 Costs for preparing the proposal and of negotiating the contract are not reimbursable. 1.3 Consultant/consulting firm should observe the highest standard of ethics during the selection process and implementation of contracts. The attempt of any consultant/consulting firm to influence the internal WaterAid Bangladesh independent evaluation and selection process will automatically lead to the removal of consultant/consulting firm s proposal from consideration. In addition, any misrepresentation of facts or institutional capacity will also lead to the removal of the misrepresented proposal from consideration. 1.4 WaterAid Bangladesh reserves the right to amend and modify this bidding document and also can select consultant/consulting firm for providing service cited in this bidding document either for the entire content of the proposal or a part thereof. 2. Preparation of Technical and Financial Proposal 2.1 Consultant/consulting firm are requested to submit their proposal written in English (font - Arial, Size -12). 2.2 The technical part of the proposal should contain the following: Detailed work plan/implementation plan with timeframe (including date of submitting the final report). Detailed CV of the team leader containing experience on relevant issues. Copy of VAT registration certificate (for consulting firm); Copy of valid TIN certificate and bank account detail. Technical proposal must not exceed ten pages (excluding CVs) and be submitted in PDF format. 3

4 2.3 The consultant/consulting firm is expected to provide justified budget which is consistent with technical proposal. 2.4 The financial proposal should clearly identify, item wise summary of cost for the assignment with detail breakdown. The budget should not contain income tax as a separate head; it can be blended with the other costs as it will be deducted from the source. However VAT can be mentioned in the budget as per government regulation. WaterAid Bangladesh will deduct VAT and Tax at source according to the GoB rules and deposit the said amount to government treasury. 3. Submission of Proposals 3.1 The technical and financial proposal should be submitted electronically to the address : WaterAid-Tender-TA@wateraid.org with Baseline study of the project - Comprehensive WASH and Health for Hard to Reach Haor Areas as the subject. 3.2 Proposals submitted to any other account except the above will be treated as disqualified. 3.3 Submissions after the deadline 20 th August 2016 will be treated as disqualified. 3.4 Two different files should be generated for technical and financial proposals. However, both two files should be submitted into one zip folder with a cover letter addressing the Head of Human Resource, WaterAid Bangladesh. 4. Proposal Evaluation 4.1 The evaluation committee will evaluate the proposals on the basis of their responsiveness to Terms of Reference, applying the evaluation criteria and point system specified herein. 4.2 The final selection will be done following Quality and Cost Based (QCBS) method. This will be done by applying a weight of 0.80 (or 80 percent) and 0.20 (or 20 percent) respectively to the technical and financial score of each evaluated proposal. 4

5 5. Negotiations 5.1 Once the proposal are evaluated WaterAid may enter into negotiation with one or more than one consultant/ consulting firm for final selection. 5.2 If negotiations fail, WaterAid Bangladesh will invite consultant/consulting firm whose proposal received and was the next highest score to negotiate a contract. If none of the invited proposals led to an agreement fresh Requests for Proposals (bidding document) will be called. 6. Award of Contract The consultant/consulting firm expected to commence the assignment within one week of signing contract. 7. Confidentiality Information relating to evaluation of proposals and recommendations concerning awards will not be disclosed to the consultant/consulting firm who submitted the proposals or to other persons not officially concerned with the process, until the winning consultant/consulting firm has been notified that it has been awarded the contract. 5

6 SECTION 2 (Terms of Reference) Baseline study of the project - Comprehensive WASH and Health for Hard to Reach Haor Areas Background WaterAid Bangladesh has launched a project in May 2016 with an aim to integrate WASH with health and nutrition to enhance overall health status of the communities in hard to reach haor area. The objectives of the project are in the following. To improve WASH situation in the communities under intervention for enhancing health and nutrition status. To improve WASH situation at healthcare facilities in intervention area. To strengthen knowledge of health force in intervention area on importance of hygiene in promoting health and nutrition. With the support of Efforts for Rural Advancement (ERA) the project will be implemented for three years in seven Unions under Tahirpur Upazila of Sunamganj district covering 37,931 1 households. The project will also work to improve WASH situation at healthcare facilities ie UHCs, FWCs and CCs and Union sub-centre. To understand the present situation in intervention area WaterAid has planned to conduct a baseline study. The study will provide necessary benchmark information to WaterAid and its partner NGO in setting intervention priorities towards implementation of the project and assess outcomes at the end of the project. A consultant/consulting firm will be contracted out on behalf of WaterAid Bangladesh to administer data collection, data entry, data analysis and report writing of the baseline study as per this Terms of Reference (TOR). Study Objectives The broad objective of the study is to understand and analyse: Present WASH situation in the households and healthcare facilities of the intervention area Level of knowledge of health force in intervention area on importance of hygiene in promoting health and nutrition The specific objectives of the study are in the following. 1. To know the proportion of households in intervention areas have access 2 to safe drinking water supply Access refers to distance from household to water point, water collection times and availability of water. 6

7 2. To know the proportion of households in intervention areas have access to improved sanitation 3 facilities. 3. To know the proportion of households have hand washing facilities with water and soap near the latrines and kitchen 4. To measure knowledge and practice of mothers/caregivers of under five children on safe disposal of child faeces. 5. To identify the proportion of households with clean courtyard and provision of safe disposal of waste 4 6. To assess situation in healthcare facilities in terms of safe drinking water provision, improved sanitation facilities and handwashing facilities To understand dynamics of community groups (CG) to mobilise resources in operation and maintenances of water and sanitation facilities at community clinics. 8. To measure knowledge of healthcare providers at healthcare facilities on importance of WASH in promoting health and nutrition. 9. To measure knowledge of traditional birth attendants on maintenance of cleanliness 6 during conducting delivery. Methodology It will be a cross sectional study which will help us to get an understanding of present WASH situation at households as well as healthcare facilities in intervention area. Data will be collected through survey, observation at facilities and focus group discussion (FGD). For the purpose of triangulation some key informant interviews (KII) will also be conducted. Study area The study will include all seven Unions in Tahirpur Upazila of Sunamganj district. Study population and sampling The study will deal with the following: 1. Households in the communities. 2. Healthcare facilities i.e. Upazila Health Complex (UHC), Family Welfare Centres (FWC), Union Sub-centres and Community Clinics (CC). 3. Health service providers at those facilities 4. Traditional Birth Attendants (TBA) in the community 3 Improved latrines are flush or pour flush to piped sewer system or septic tank or pit latrine, ventilitated improved pit latrine, pit latrine with slab and composting toilet and unimproved latrines are flush/pour flush to elsewhere, pit latrine without slab, bucket, hanging toilet or hanging latrine, no facilities or bush or field and shared facilities of any type. 4 Households have pit to dispose of waste. 5 Handwashing facilities will include water and soap. 6 In includes: clean surface, clean hands of attendant, clean cord tie, clean blade and clean cord stump. 7

8 5. Community Groups (CG) in the Community Clinic (CC). In the communities a total of 400 households will be selected following a two-stage cluster sampling approach. In this study, a cluster will be represented by a village. At the first stage, villages will be randomly selected from the intervention Upazila. Participating households will be subsequently selected at random from the chosen villages. Sample size has been calculated using following formula. p 1 p) n ( z 2 ( p p ) ( 2 z 1 2 ) ( deft.) Altogether fifty-nine healthcare providers and forty-nine birth attendants will be interviewed in survey. According to the study presence of soap and water in handwashing place near to latrine was 75.0% in hard to reach areas (2014). For hypothesis testing purposes, we would like to be able to detect an increase of availability of soap and water in handwashing place near to latrine of 8 percentage points e.g. from 75.0% to 83.0%. 8

9 Data processing and analysis The computer software program SPSS will be used to analyse the quantitative data in the study. The qualitative data will be processed and analysed manually. Data processing will include coding of the collected data, compile data under different variables, comparison of the facts and relation between variables. Scope of Work The assignment will preferably include the following, but not limited to: Develop sample frame and select samples by employing random sampling procedure for data collection of the study. Formulate, pre-test and print the qualitative and quantitative instruments (in Bangla) i.e. questionnaire of survey, observation checklist, FGD checklist. Administer data collection in study area that includes recruitment of research assistants and their training, quality control of data, and transcribing FGDs and KIIs. Survey data management and entry and undertake initiative for data cleaning. In terms of FGD and KII data should be compiled under different study themes. Analyse data and produce an informative analytical report to address the objectives in the study. Expected competency Expected competency of the consultant/consulting firm includes: 1. Expertise to develop quantitative and qualitative instrument. 2. Experienced in administering large scale survey and have capacity to provide training to human resource for administering data collection and quality assurance. 3. Skilled in coding, data entry, cleaning and analysis and ability to produce good analytical report in acceptable English. 4. Experienced in working in the area of water, sanitation, hygiene and health. 5. Should have a clear understanding on the challenges of administering data collection in haor area. Deliverable and timeframe The deliverables are in the following. 1. An inception report that includes a plan for administering data collection and detailed time frame. 2. Study instruments for survey, observation, FGD and KII (Bangla version) pretested and finalised. 3. Final list of selected households, healthcare providers at FWC, CC, UHC and CG. 4. A cleaned data set in SPSS along with layout and code list. 9

10 5. A well organised and informative report in acceptable English that contains study findings and analysis (hard and soft copy). The study should be completed within sixty days after signing of agreement. General Contract Terms and Conditions WaterAid Bangladesh practices the following terms and conditions: 1. All documents/products/materials produced under the agreement remains the intellectual property of WaterAid. The consultant/consulting firm might be allowed to use these products only for non-commercial purposed, subject to written approval from WaterAid Bangladesh. 2. All project records and copies of records, data sets, electronic data and photocopies, etc., which the consultant/consulting firm remains for the successful execution of the assignment, shall remain the exclusive properties of WaterAid Bangladesh. 3. During the period of the agreement or afterwards, the consultant/consulting firm shall not issue any written material or express public or personal opinions concerning the services under the agreement to parties outside except with the prior written approval of WaterAid Bangladesh. 4. The consultant/consulting firm assumes all responsibility for complying with local legal codes as they apply to an agreement and work performed there under. In addition, the consultant/consulting firm shall be liable to pay all applicable taxes and fees as required by the laws of Bangladesh. 5. The consultant/consulting firm shall not without first obtaining the consent in writing of WaterAid, permit any of its duties or obligations made under the agreement to be performed or carried out by any other person, or reassign his/her interest in the agreement. 6. In the event that the consultant/consulting firm requires additional time to complete the agreement, over and above that previously agreed to, without WaterAid changing the scope of the agreement, WaterAid s prior written concurrence to the same is necessary in order to charge WaterAid for agreement expenses incurred during an agreement extension. 7. However, WaterAid may, by written order, make general changes within the scope of the agreement affecting the services to be performed or the time of performance. If any such changes cause an increase or decrease in the cost of, or time required for performance of, any part of the work under the agreement, WaterAid shall make an equitable adjustment in the agreement price, the delivery schedule, or both, and shall modify the agreement in writing accordingly. 8. The consultant/consulting firm may communicate with parties external to WaterAid through and with prior intimation to WaterAid, while performing services under the agreement. 9. Notwithstanding anything contained in the agreement or in these conditions WaterAid may at any time by notice in writing terminate the agreement in whole or in part by requiring the consultant/consulting firm to stop performing the work or any part thereof, 10

11 in which event the consultant/consulting firm shall have no claim against WaterAid by reason of such termination other than payment of expenses actually incurred by the consultant/consulting firm plus a fair and reasonable fee to be in proportion to the work performed under the agreement, less any sum previously paid on account thereof. However, if the agreement is cancelled by WaterAid due to negligence on the part of the consultant/consulting firm, termination expenses shall be borne by him. In this later case, WaterAid s independent determination of negligence on the part of the consultant / consulting firm shall be considered to be final and non-negotiable. 10. The consultant / consulting firm shall not hold WaterAid liable for any accident or misadventure befalling them whilst on duty or pursuing activities to fulfil the agreement. 11. WaterAid Bangladesh reserves right to accept and reject any proposal without assigning any verbal and or written rationale whatsoever. 12. WaterAid Bangladesh reserves the right to monitor the quality and progress of the work during assignment. 13. Further items/tasks might be incorporated by WaterAid Bangladesh and in such case budget will be revised accordingly. 14. Payments will be made by account payee cheque or bank transfer in the name of the consultant / consulting firm or individual as per the contract.
