2 01 AN INTRODUCTION Buckinghamshire Healthcare NHS Trust is a large and complex multi-site provider of acute, specialist and community health services. It delivers services through 6,000 motivated and highly-trained staff, caring for more than half a million patients from Buckinghamshire and neighbouring counties every year, as well as national and international specialist spinal services from the world-renowned National Spinal Injuries Centre at Stoke Mandeville Hospital, recognised as the birthplace of the Paralympic movement. The Trust is leading the way in joining up health and care services and is proud to be a key partner in one of the first eight integrated care systems nationally. 3 02 THE ROLE Following the permanent appointment of Neil Macdonald as Chief Executive, there is now an opportunity for a new Chief Operating Office (COO) to play a pivotal role in a dynamic and changing NHS Trust. The COO will report to the Chief Executive and play an important role in advising and supporting Board Colleagues. BHT s COO will deliver a vision, which goes to the heart of the NHS 10-year Plan, transforming the patient experience and breaking new ground for other Trusts to follow Being a leader in new models of care, BHT requires a COO capable of operating in innovative and new ways: standard thinking will not suffice. Alongside senior colleagues, this person will need to provide vision to the Trust; seeing the opportunities and challenges presented by new models ahead of time and proactively, not reactively, addressing them. In particular, reducing variation in performance and outcomes is a key focus for the Trust. Working in close liaison with the Trust Board, Executive Team and our Clinical Teams, the COO will ensure that effective governance and compliance with all regulatory body requirements is embedded within clinical and operational management. Working closely with external partners, the COO will lead the transformation of services to provide a high quality, sustainable, service fit for the future. KEY TASKS AND RESPONSIBILITIES Focus, innovate, articulate, and lead LEADERSHIP AND CULTURE To provide visible leadership for all staff. To be a champion and role model of our CARE values (right). To ensure effective leadership in respect of the prevention and control of infection and in the promotion of equality and diversity. To promote a culture of openness, fairness, innovation and transparency and to ensure effective engagement with patients, clinicians, partners, stakeholders and staff in the planning and delivery of our services. To provide operational leadership and direction in respect of quality and patient safety, operational and cost efficiency, health & safety, risk management and strategic delivery. To lead and champion an empowered leadership style which maximises team performance to enable great patient care; foster and embed a culture of always improving. To develop the skills and capabilities of the operations teams to ensure there is a talent pool to meet the needs of the Strategic Plans. To ensure there is robust capacity planning and modelling so that the organisation has the right resources in the right places to deliver both safe and high quality patient care.

4 INFORMATION & PERFORMANCE MANAGEMENT To develop a culture of operational excellence and innovation and ensure that direct reports are equipped to support and lead in this way. Define and agree performance standards and ensure that there is clear accountability within the organisation for operational delivery and compliance with all performance metrics. To ensure that regular performance management frameworks and effective two-way feedback about performance and operational management issues are in place: with risk forecasted and integrated. CORPORATE RESPONSIBILITY AND GOVERNANCE Contribute to the development, communication and promotion of corporate strategy, mission and values. Contribute to the development of a culture of continuous improvement within the Trust in order to meet clinical, financial and performance measures and to deliver high standards of patient care. Support the CEO in ensuring that all statutory obligations are met and have individual accountability for ensuring regulatory and statutory compliance. To ensure that the Trust s clinical teams have in place robust governance arrangements and that the implementation of the divisional accountability framework is monitored through the performance management process. FINANCIAL MANAGEMENT To create a high performance culture where financial sustainability and excellence in quality and people are consistently delivered. To ensure both quality and value for money and be accountable for the effective performance of the operational services. To ensure the operational delivery of the organisation transformation and financial programme through annual cost improvement plans. To agree budgets with all divisional leads and hold them to account for delivery of these budgets. PREVENTION AND CONTROL OF INFECTION GENERAL DUTIES All Executives are required to provide the necessary leadership to ensure that the prevention and control of infection is a top priority for the organisation and for patient safety. The Executives will take all reasonable and practicable steps to ensure that their staff have access to, and participate in, mandatory training, including Control of Infection and Hand Hygiene. The Executive Team will take all reasonable and practicable steps to comply with reduction targets set by the DOH/HCC/Regulatory bodies/pct/stha and to work with the DIPC and the Divisional Chairs to ensure that the prevention and control of infection is everyone s business.

5 WORKFORCE To be a role model of the organisation s values and behaviours and ensure they are fully integrated into all operational activity. Set clear expectations and hold divisions and individual managers to account, ensuring that staff appraisals, personal development planning and participation in mandatory training are delivered annually as set out in the Trust s corporate objectives. To work with the Director of HR & OD on the development of the organisation and its people and to commit to driving up our performance in the annual staff survey through implementing bespoke action plans across our divisions. To ensure that there is a people plan in place that delivers operational targets and to work with HR colleagues to ensure that the organisation has the right staff in place to deliver safe and high quality patient care. SPECIFIC COO OBJECTIVES The Chief Executive, through the appraisal system, will agree specific objectives and outcome measures on an annual basis in respect of patient safety and the prevention and control of infection for this post holder. The post holder will work closely with the DIPC to ensure patient safety is a top priority. PATIENT SAFETY RESPONSIBILITIES As a member of the Trust Board, to promote an environment and culture within which (patient) safety is paramount. Ensure the provision of excellent clinical standards and a patient centred approach to care, working with staff at all levels within the organisation. EQUALITY AND DIVERSITY To promote the Trust s commitment to equality, diversity and inclusion. To ensure that the organisation is meeting its statutory responsibilities. To help deliver the Trust s equality and diversity objectives. To comply with the NHS Equality Delivery System (EDS). PERSONAL DEVELOPMENT As part of appraisal and performance review, to have in place an annual personal development plan agreed with the Chief Executive.

6 03 PERSON SPECIFICATION BHT is seeking an outstanding individual with exceptional leadership skills. The successful candidate will have an exceptional track record of service delivery in a complex care environment. They will be an adept leader, capable of managing and motivating teams to successfully perform against local and national targets. They will have a proven ability to raise organisational performance through modernisation. The COO will be able to build and maintain partnerships outside of the Trust, facilitating innovative approaches to current and emerging health care problems. They will have extensive knowledge of the NHS, ideally in a local and national setting. Personally, they will be resilient, communicative, and committed to our CARE values and wider principles. ESSENTIAL CRITERIA Successful experience of working at Board level within an NHS or comparable healthcare environment. Ideally, this will include, but may not be limited to, significant experience of operational leadership within the acute sector. High performing candidates who are one below this level will also be considered. Proven record of leading complex operational change and modernisation programmes aimed at improving organisational performance. Experience of developing and implementing corporate strategies, with a track record of success in delivering against national and local targets. A track record of delivering a high performance culture, improving service standards and delivering efficiencies. PERSONAL QUALITIES The ability to organise services which comply with required quality, access and financial targets. The resilience and perseverance to ensure that these targets and other key organisational goals are consistently delivered to a high standard. The ability to drive transformational service change and establish a culture of excellence and ambition across the Trust's service portfolio. The ability to work collaboratively with internal and external partners. Willingness to seek out best practice and learn from others. The ability to build high performing, multi-disciplinary, teams with the capability and motivation to deliver against the Trust's objectives. A strong communicator, with the influencing and negotiation skills, political astuteness and broader understanding of the NHS required to build positive collaborative relationships both within the Trust and in the broader health system. A strong commitment to the ethos and principles of the NHS someone who will always seek to "do the right thing".

7 04 TERMS OF APPOINTMENT Location The appointment of the COO will be full-time and based at the Trust s Stoke Mandeville Hospital, they will also sometimes need to work at any of the Trust s other sites. Remuneration/benefits The salary for this role will be commensurate with the skills required to contribute effectively in such a large and complex organisation.
