7 EURail The European Railway University > EURail is virtual in nature and aspires to foster, at European level, excellence by gathering and networking relevant organizations and institutions around an educational project suitable to the needs of the European Rail sector; > EURail s unique feature is this concentration of high-level knowledge and expertise in one single sector/problem-oriented institution; > It is expected that EURail will form a coherent community able to define lines of actions and conduct sustainable business in close liaison with the Network of Excellence EURNEX. 7

18 Pilot Courses 1d - Transport Investment Appraisal This course outlines the principles of investment appraisal based on both financial appraisal and cost-benefit analysis. A number of practical case studies of road and rail appraisal in Britain will be included. Participants are encouraged to bring case study material of investment appraisal in their own organisations to the course. The course will cover the following: Introduction. Principles of project appraisal; financial appraisal and cost-benefit analysis Capital budgeting. Acceptance tests, choice between alternatives, capital rationing, deferment, examples class Financing transport projects; the effects of alternative financing media in appraisal; purchase and lease finance Valuation of costs and benefits (1); willingness to pay methods (RP and SP); valuation of travel time benefits Valuation of costs and benefits (2); applications to safety and environmental impacts Allowing for risk and uncertainty in transport appraisal Frameworks; multi-criteria methods and the new approach to appraisal applications to the UK guidance on multi-modal appraisal and the roads review Road project appraisal case study Public transport project appraisal; commercial rail projects Public transport projects; social appraisal and the SRA guidelines Development and regeneration benefits 7d Environmental aspects of railway systems, the global perspective The purpose of this short course is to provide methods and skills to express, interpret and prioritise environmental requirements on rail vehicles and railway systems. The course deals with the description of the global environmental domain of rail vehicles and railway systems. The different commonly addressed environmental issues such as energy consumption, noise, emissions, and impact on land environments are described and compared, and railway transportation systems are described in comparison with other transportation systems. The training course consists of 6 parts, dedicated to: Basics on major global environmental issues. Basics on major issues related to the transport sector. Specifics on major issues related to the railway industry. Methods for measuring environmental impact from railways will be presented. How to describe and how to organise knowledge and data that are required for executing environmental performance measurements. The course will especially demonstrate and provide training on the RAVEL/REPID and PROSPER methodologies used to interpret and prioritise between different environmental design requirements. The course will be based on one special course book of ca 100 pages, based on lecture slides and with placeholders for the notes of the attendees. Workgroup discussions will result in a compilation of prioritisation methods and policies. 18
19 Exploitation Plans > A Business plan has been issued including a vision statement, the main strategy and short and long term objectives, market analysis and acquisition and operational business plans and organizational aspects. > UIC as a partner committed to support EURail developing a strategy by evolving and incorporating training and education activities and e-learning based technologies into both mainstream and non-traditional programmes to meet railway expectations and to enhance learning opportunities. > UNIFE, CER and UITP as umbrella organizations in the railway sector are potential partners for developing bi-lateral agreements with EURAIL 19
20 Actions. Challenges > To analyse and define the evolving skill needs of the sector and propose changes to the education of transport engineers accordingly, and to attract more young people to transport careers. > To reduce the fragmentation in the dissemination of scientific and technical knowledge in Europe and enhance its global impact. 20
21 Actions. Challenges > identify the skill needs in the sector, propose improvements and further contribute to the harmonisation of the content of the curricula for rail engineers towards the creation of a Europe wide system. > The action should also develop and share outreach material and organise events to attract young people to studies leading to transport careers. > Build on existing mechanisms and associations. The consortium should include representatives from the Rail industry, research establishments and education institutions so that the proposed solutions can acquire recognition and support from these different stakeholders. 21
22 Actions. Challenges > Regarding the dissemination of scientific and technical knowledge, to create a Europe wide coordination mechanism gathering a representative group of associations active in the field of transports to harmonise and rationalise conferences, events and publications. To contribute to enhance the impact and accessibility of publications relevant to European transport sectors, in particular those issued from EU funded projects. 22
23 Conclusions > The creation of EURAIL and within its the framework the necessary conditions; > The foundation of EURAIL involved the realization of a number of pilot activities, namely short training courses; > Given the EURAIL University characteristics, the railway umbrella organizations (UIC, UNIFE, UITP and others) have all competencies and aptitude to support this initiative in all its development steps: Vision and Strategy, Implementation and Operation. These organizations support EURAIL University to develop a plan that will set forth a vision for training and education market in the EURNEX community. 23
