2 Introduction The following report provides a thorough assessment of the demographic profile, local labour market and extent of recruitment potential applicable to Atlantic Park. All data relates to a 40 minute peak hour Journey To Work Area (JTWA) applicable to staff salaries of clerical and related positions between 12,500 and 18,000 per annum unless otherwise stated. Higher salary levels will attract staff from a wider catchment area. The report is further supported by A detailed Location Matrix containing a comprehensive set of demographic, workforce, training and skills and labour market costs data for the area, presented as Annex A. 2

4 Local Public Transport Provision Three bus routes stop on Dunnings Bridge Road adjacent to the site entrance of Atlantic Park, Service numbers 136, 154 and 159 making the site easy to access from Liverpool city centre and major residential areas such as Bootle, Old Roan and Fazakerley. These services run from Monday to Fridays. The 136 and 154 operate from 6:40am and terminate around midday with the 136 running on a half hourly basis and the 154 hourly. Service 159 commences from 7:20am and runs every half hour before terminating at 19:10pm. Other services stop within close proximity of the site, Boundary Road and Netherton Way due west of the site, Park Lane to the east and Bridle Road to the south. These stops are all within walking distance, being under one kilometre from Atlantic Park. Additionally, Aintree rail station is also within walking distance of the site. Aintree station lies on the Liverpool Ormskirk - Preston line. Two services operate on this line, one of which runs from Liverpool and terminates at Ormskirk. This particular service commences at 6:10am from Liverpool, stopping at Aintree 15 minutes later and running every half hour during peak commuting times and hourly during off peak times. Trains from Ormskirk start at 5:50am and again take only 15 minutes to reach Aintree operating on the same regular basis. The Liverpool to Preston service also stops at Aintree, though runs on a more irregular basis. 4

Similar scaled catchments include Omega, Warrington (787,550 people) and Carlton Park, Leicester (749,340 people). The catchment has a working age population of close to half a million residents, 64.0% of the total matching the North West regional profile. The catchment s population has declined slightly since However, this has recently turned around. A growth of 1.5% in total numbers living in the area is reported since Census More importantly, the area appears to have grown younger in profile. The working age population has grown by 2.9% since Looking forward, a net change of over 13,000 people is forecast for the working age group, made up from 5 to 14 year olds maturing into working age outnumbering those approaching retirement. This will increase the current working age group by 2.7% of its current level by This growth rate is significantly above the forecast net change expected in the region and contrasts the forecast national decline over the same period. 6

In contrast to regional and national profiles, females form a majority of those aged under 30 years old, 50.6% within the catchment compared to 50.0% and 49.3% respectively. Those aged between 30 and 39 represent 20.6% of working age, below regional (22.6%) and national averages (22.8%). This group is heavily weighted towards females, accounting for 52.4% against 50.0% within the North West and 50.1% in England. Females continue to outnumber men in all working age subgroups in the catchment serving Atlantic Park. In total, all 20 to 39 year olds account for 41.1% of the working age group, slightly less than 41.5% regionally and 42.5% nationally due to a smaller proportion of those in their thirties within the catchment. Residents in their last ten years of working age make up 17.7% of the entire group, slightly large than the regional profile (16.6%) but below average for England as a whole (19.4%). 7

This is similar in scale to areas such as Rochdale, Warrington and Wakefield. Those aged between 16 and 24 years old represent 15.2% of all in work, matching the North West and above 14.5% nationally. The younger employed group is evenly balanced by gender. However, females account for half (49.9%) of this group, well above 46.4% in the North West, 48.5% nationally and the overall catchment employee profile where 44.2% are women. Females are most apparent in those aged between 20 and 24. Here women form an unusual majority in the employed resident group, some 50.2% of total. Those aged between 25 and 34 represented 23.0% of all in work, notably above regional (21.7%) and national average (21.9%), reflecting the young overall profile. There is also some evidence of working beyond retirement being prevalent in the area. Those working after official retirement age made up 4.1% of the employed residents group, above both the North West and England profile. 8

Close to a third of employees (32.9%) are found within public service sector activities, considerably above 29.3% regionally and 27.6% nationally. Women hold the majority of these positions, accounting for 70.3%. Healthcare and NHS related jobs are apparent in large number. Financial and business services employ 11.9% of working residents. A large proportion work in financial services (excluding property related activity), accounting for 5.5% of all in work and 46% of the business services total. A further one in ten people working in business services can be found in retail banking activities, 5% in insurance and pension fund activities and 2.8% in other financial related services. Computer and research activities are relatively abundant among residents types of work. Excluding the University sector, such organisations employ just over 2.5% of those working in private service sector organisations against a 2.0% average in the North West. 9

A further 13.1% of employees are semiqualified professionals, matching the regional position. Sales and customer service occupations account for 8.4% of residents employment. Whilst falling slightly below regional average (8.7%), this stands notably above the position in England (7.8%). Clerical and administrative positions employ 15.2% of the catchment s residents, significantly above the similar group in the North West (13.5%) and England (12.6%). Public and emergency services employ 8.2% of employed residents. This is, once again, above national average (7.6%). Close to 76,000 of the area s residents work in part time positions. At 22.7% of all in work, this stands substantially below the average for both the North West and England. Previously, when conducting face to face interviews a higher demand for full time employment positions has been reported by employers of clerical staff in the Liverpool city centre area. 10

The catchment s average unemployment rate of 4.4% stands above regional and national averages. However, specific wards within the catchment vary from a low of 0.9% to a high of 12.0%. Close to half of jobseekers (47.7%) are under 30 years of age with a further one fifth (21.2%) being between 30 and 39 years old. Over half of these are women, accounting for 54.4% of total, and a third of the economically inactive (37.6%) are aged between 16 and 34 years old. Almost one in five, or 22,650 people from this group, have stated a preference to work given the right opportunities. The presence of childcare facilities and flexible working hours appear among the most important issues. 11

At 12.2%, this closely matches the North West region s training participation rate of 12.5%. Some 45,600 of those participating in training are employed....of which 39,800 are employed within the service sector. At 15.3%, the participation rate in this sector closely matches 15.4% in the region and the 15.6% English average, well above the catchment s overall employee training participation rate of 13.7%. Training Excellence Nationally recognised Centres of Vocational Excellence in training exist in the catchment in the following areas: Business & IT Media & Journalism Building Services Engineering Automotive Manufacturing Health & Social Care Performing Arts & Media Construction Marine Engineering Additionally, well over a third of residents (35.2%) hold an NVQ at Level 3 or higher, of which over a half (51.3%) hold NVQs at Level 4 or higher, broadly equivalent to a degree. There is immediate availability among this well qualified group. Over 32,500 of those with at least NVQ 3 qualifications are not currently working. In turn, 36.5% of this group hold the higher Level 4 qualification. 12

Summary School leaving data for GCSE results in the catchment closely matches the North West regional picture. The catchment includes a mixture of schools from urban Liverpool and urban and rural areas of Lancashire. Pupils gaining 5 or more GCSEs with A* to C grades (56.9% of all pupils) marginally outperform those gained regionally (56.6%). Similarly, average GCSE points scores within the catchment reflect this, against regionally. A Level scores underperform compared to regional and national scores. However, this is largely due to the presence of large technical based colleges which train for vocational activities rather than A Levels per se. The catchment takes in four Universities. Close to 55,000 students attend these institutions, with some 36.4% postgraduates. 10,450 students graduate annually with a first degree and a further 2,375 obtain postgraduate qualifications. Particular strengths in areas of first degree study are notable in Modern Languages, Law and Business Studies. 13

Amongst the most competitive occupations are noted when considering business and financial administrative staff, close to 6% below North West and more than 10% lower than national average levels, and....it support staff, again close to 6% below regional and 8% less than national staff costs. Professional staff costs are over 3% below the North West and 5% less than England. New and semi-qualified professionals attract rates 1% less than regional and 5% less than national average at present, with....similar savings evident when employing public sector semi-qualified staff. In general, clerical staff costs across all occupations are over 3% below the North West and 9% below England. Customer service staff costs are currently some 4% below similar positions in the region and over 8% below national average. 14

15 Location Review Key Observations Location Summary Atlantic Park Atlantic Park is located within close proximity to the M57 and M58, linking the site directly to the entire North West motorway network. Densely populated areas around Liverpool and urban areas of Lancashire within a 40 minute peak time JTWA provide Atlantic Park with a very large scale recruitment catchment of 775,000 people, of which 64% are currently of working age. A future forecast growth of close to 3% will increase the scale of the working age group further over the next decade, making the group proportionately younger as well. The catchment has a total labour pool of 354,800 people in work and seeking it, with an additional 22,650 currently economically inactive people who have stated a preference to work. The majority of employed people living in the catchment work for private service sector organisations. A high proportion of these employees are clerical and administrative staff when compared regionally and nationally. Over 60,000 residents of working age participate in work related training in the catchment of which close to 40,000 are employed by the service sector. Additionally, over a third of residents hold an NVQ at Level 3 or higher with half of these holding Level 4 or higher qualifications. Close to 33,000 of those holding these qualifications are not currently working, indicating an important, skilled target group for recruitment purposes. The catchment draws upon students from four Universities inside its area. 10,450 students graduate annually with a first degree and a further 2,375 obtain postgraduate qualifications. The region offers a larger pool still through graduate staff recruitment from Manchester, Preston and other major centres. Also inside the catchment can be found a number of Centres of Excellence based at colleges providing more vocational skillsets to the local workforce. Labour market costs in the area are competitive against regional and national averages across all occupations, but particularly amongst IT support staff, business and financial administrative staff and customer service agents. 15
