1 RELIABILITY, AVAILABILITY, MAINTAINABILITY (RAM) 1. Life Cycle The complete CCGT shall be design for: 1.1 Life span of 30 years under specified maintenance actions, environmental loading requirements and load requirements and Start-Up modes of this Spec. 1.2 Operation maintenance cycle in accordance with requirements of this Spec. 1.3 Continuous operation at the nominal operating condition as defined in requirements of this Spec. 2. RAM Requirements The requirements listed below are for the whole Combined Cycle. The requirements for the Steam add on system are derived from the requirements for the whole CCGT Definitions are from the IEEE Std Equivalent outage rate EFOR= 0.6% (1%) Equivalent Availability Factor EAF = 94% (97%) 2.1 More Definitions For valid definitions see the NERC Definitions Reliability (1) The overall MTBF of the CCGT shall be at least 3,000 Hrs (1750 related to EFOR) under normal Contractor s specified preventive maintenance, for failures that ceases CCGT operation. The Contractor shall allocate the above mentioned MTBF among the subsystems. (2) The Contractor will describe in a detailed report, what measures he has taken in order to achieve the above mentioned required reliability parameters.
2 2.1.2 Maintainability (1) The operational MTTR of the entire CCGT On Site shall be not more than 24 Hrs (40 Hrs related to EFOR), for repairing failures that ceases CCGT operation. Under the definition of the above mentioned MTTR, all down times hours are included (not only the repair times). (2) The Contractor shall allocate the above mentioned MTTR value among all the subsystems mentioned in Par above (3) In order to achieve the above-mentioned MTTR value, the Contractor shall suggest his recommendations for required Maintenance Policy. Special attention shall be given to the following points: - Maintenance Levels for Corrective Maintenance, i.e. O - Organizational, I - Intermediate, and D - Depot. - Preventive, and Predictive Maintenance. - Periodical checks. - Test equipment, and tools. - Maintenance manuals. - Level of technicians/workers for each Maintenance Level. (4) The Contractor will describe in a detailed report, what measures he has taken in order to achieve the above mentioned required MTTR Availability (1) The required CCGT availability is a direct reflection of the above mentioned reliability, and maintainability requirements. (2) The Contractor shall recommend the spare parts list required to maintain the above mentioned availability. This spare parts list should conform to contractor recommended maintenance policy. The Contractor shall describe also his spares model, including optimization method, taking into account the following points: - Probability of failure/demand. - Repair time. - Turn Around Time. - Quantity in the CCGT. - Price. - Operating time per year. - Probability of No Shortage.
3 (3) The Contractor shall analyze the availability of the CCGT, taking into account all points mentioned above Safety (4) The Contractor shall design his CCGT in such a way that during transportation, installation, and operation it will not cause hazards to people, property, or environment. (5) The Contractor shall also describe in a detailed report, the standards, specifications, instructions, measures and precautions he has taken in order to achieve that goal RAM Organization References The Contractor is required to plan, and implement RAMS programs. Possible references for such programs are IEC (Dependability, i.e. Reliability, and Maintainability), MIL-STD-785 (Reliability), MIL-STD-470 (Maintainability), MIL-STD- 882 (Safety) Contents These programs must include as a minimum the following topics: (1) RAM organizational structure, including chart, and responsibilities. (2) RAM Leader (point of contact, internally with Contractor s departments, and externally with I.E.C). (3) Contractor s RAM personnel involved. (4) Contractor s RAM supervision on subcontractors, suppliers and vendors. (5) Failure Reporting, Analysis, and Corrective Action System (FRACAS) Outline The Contractor shall prepare, and present to I.E.C an outline for the above mentioned proposed RAM programs, including description of the methods by which he intends to achieve the required RAM parameters Reports The following RAM reports/documents shall be submitted to I.E.C: (1) Reliability Report, including:
4 - Reliability Program. Possible references: IEC-300-1, or MIL-STD Reliability Organization as per Par above. - Reliability Model (serial/parallel/redundancies). Possible reference: MIL-STD Reliability Allocation, taking into account the subsystems of Par Reliability prediction based on a FRACAS of similar SSCC. - Failure Modes, and Effects Analysis (FMEA), including description of the consequential failure - preventive measures/compensation. Possible references: IEC-812, or MIL-STD (2) Maintainability Report, including: - Maintainability Program. Possible reference: MIL-STD Maintainability Organization. - Maintenance Policy. - Maintainability Model based on the maintenance policy mentioned above. - Maintainability Prediction (MTTRs) for each Maintenance Level for the major maintenance activities. (3) Availability Analysis Report considering maintenance policy as per Par , and spare part policy as per above. Safety Report as per Par above. Possible reference: MIL-STD-882. This report shall include safety analysis with Event Tree Analysis (ETA), and Fault Tree Analysis (FTA) for the most dangerous risks. Possible references: IEC , and MIL-HDBK RELIABILITY, AVAILABILITY, AND MAINTAINABILITY DATA (RAM) Historical Data Contractor shall submit to I.E.C. the following historical data about similar Combined Cycles (CCGT) subsystems installed in all locations during the last ten years: Data about quantities. Data about failures as follows: One. Number of failure each year. Two. Description of failures. Three. Root causes classification.
5 Four. Mean Time To Replace/Repair in the field (MTTR). The following table shall be filled for each CCGT subsystem. The data should be of the last 10 years: Subsystem name Model No. RAM Data Total No of installed CCGT subsystem Total No. of Replaces / Repairs for any reason Failures due to wrong design Failures due to faulty production Failures due to wrong installation/use/handling Random failures Mean Time To Repair/Replace
