5 ABOUT PAYT PAY AS YOU THROW the more you discard, the more you pay PAYT systems are based on the joint application of two of the guiding principles of environmental policy: the polluter pays principle and the shared responsibility concept

7 Guimarães System: pre paid bag Target sector: household and commerce Area: 0,17km 2 (Old Town Centre) Population: (329 households and 265 commerce) Type of collection: Door to door for unsorted and recyclable waste Tariff: 0,34 /bag (30lt) and recyclable collection is free Start: collection routes per day Comments: assessment of economic sustainability, number of collection routes are excessive (7/day).
8 MAIA System: individual containers with RFID, collection vehicles with RFID readers and data management platform Target sector: household and commerce Area: 83,2km 2 Population: Type of collection: Door to door for unsorted and recyclable waste Tariff: (no PAYT tariff implemented) Implementation stage: Comments: no waste tariff implemented. 10 Lisbon System: volume based (bin capacity x frequency) Target sector: commerce Area: 100km 2 Waste producer: 300 facilities (large waste producers (>1100 L waste/day)) Type of collection: door to door Tariff: (no PAYT tariff implemented) Start: 2018 Low tech solution based on a contract established between Municipality and each waste producer Co funded by LIFE programme of the European Union LIFE 15 ENV/PT/000609
11 Aveiro System: containers with access control system Target sector: household and commerce Area: 1 km 2 Population: (487 households and 123 commerce) Type of collection: communal bins (880L) Tariff: (no PAYT tariff implemented) Start: 2018 Changes in required for implementation: complementary measures are considered, increased number of recyclables drop off points and home composting kits are distributed Co funded by LIFE programme of the European Union LIFE 15 ENV/PT/000609
12 Conclusions 278 municipalities in Portugal and 0 with PAYT Current PAYT systems in Portugal are at experimental stage No knowledge on how PAYT can be implemented in the field and the misconception that it is more costly; Complementary measures may be difficult and costly; there is a long way to go but one that needs to be walked;
