Summary of Distribution - Where was the distribution held and how was it organised? -What and how were beneficiaries informed? - How was equal access ensured for men, women, girls and boys? - How was order maintained during the distribution? A three day distribution of loose Household and WASH NFIs was conducted by PAH, INTERSOS and NP staffs in Waat town at Save the children nutrition centre, close to the Intersos women friendly space, through the engagement of the office of Relief Organization of South Sudan, local authorities and Community/Village chiefs. Waat centre was accessible to all the beneficiaries from all the neighbouring bomas/villages. Before the distribution, the team held a discussion with the office of ROSS and the local authorities to have an overview of how the distribution would be organized and the methodologies of issuing out the items to the beneficiaries. During the discussion, the team together with the ROSS office and local leaders selected and agreed on the distribution site suitable enough to be accessible by all the beneficiaries. The type and the quantity of the items to be distributed per household was communicated and made clear to the local authorities and village chiefs, who also communicated to the beneficiaries to avoid complaints during and after the distribution. Community mobilizers were hired to move around the bomas/villages with the megaphones to communicate and pass the information to the beneficiaries about the distribution dates, distribution site, and to turn up for the distribution within the time frame and carrying the token. To ensure equal access, men, women, boys, and girls of 18yrs and above were hired and charged with different Republic of South Sudan 4
5 duties and tasks to perform during the distribution. Also the beneficiaries were kindly requested to queue in separate lines of males, female, and children sent by their parents to receive the items on their behalf. The most vulnerable group (elderly, pregnant and lactating mothers, severe/physical and mental disabilities) were identified with the help of the protection partners (NP) and prioritized during the distribution. Order was maintained with the help of the hired crowd controllers and community mobilizers who were able to control and maintain the beneficiaries in their queue and kindly requesting them to remain patient throughout the distribution. The distribution enclosed all the bomas that were assessed and verified by the team. What actors were involved in the decision-making regarding the distribution process? -Explain what role the following people had in the process: local authorities, partners, humanitarian officers, volunteers, beneficiaries, etc. Technically, PAH and INTERSOS were solely responsible for the receiving of the NFI items from Bor, preparing, organising, and planning for the distribution process, communicating and coordinating with the Local authorities, Humanitarian partners on the ground, log cluster in Bor and Juba office. IOM/Logistic Cluster: both partners played a paramount role in the timely release and delivery of the items from S/NFI which fasten and speed up the distribution process. ROSS: the office of the Relief Organization of South Sudan supported in the recruitment and selection of the casual workers ranging from the skilled, semi-skilled, and unskilled who worked tirelessly with the distribution team in registering, controlling the crowd, splitting and arranging the items to be issued to the beneficiaries throughout the distribution. The ROSS office was able to delegate one of their staff to supervise and oversee the distribution from the beginning to the end of the entire process. Non-Violent Peace force (NP): the protection partner also played a very important role during the distribution. They provided technical advice on the vulnerabilities selection criteria and choosing the most vulnerable persons to receive the items as they could not stay and wait longer in the queue/lines. Changes from assessment recommendations -If there were any changes to the original plan, please explain what changes occurred and why they were necessary. Prior to the distribution, the team planned to serve the beneficiaries according to bomas/villages. Due to quite long distances of the different villages from the distribution site,, the beneficiaries turned up randomly regardless of their locations, hence the team decided to distribute the items based on first come first serve basis. The quantities of some items (mosquito nets and blankets) to be issued per household were reduced to 1 per HH as opposed to the initial plans of 2 per HH, given that the team received fewer items than requested from the S/NFI. However 25HH with vulnerable Lactating mothers mainly from Chulgak who gave birth during the period of the distribution received 2 blankets and Sleeping mats opposed to the majority households who received 1 piece of the items The caseload also changed slight above the verified figures (2352HHs to 2500HHs) due to the number of the vulnerable who turned up during the distribution but never had tokens, and the further inclusion of people in need in one boma (Chulgak), referred by RoSS and verified by the team before the distribution started. Targeting criteria -Who finally received and why? Did the group to be targeted change in any way between the initial assessment and those who received on distribution day? Republic of South Sudan 5
6 The distribution targeted the same group of people identified during the previous verification/registration: conflicted affected displaced persons (IDPs) in Waat and surrounding villages, from Pajut, Chuil, and Nassir, and the most vulnerable within the host community. Challenges and lessons learned -Did you face any major challenges, and/or learn any useful lessons? Miscalculation/misunderstanding at Juba and Bor levels within the team, IOM and Logistic Cluster, leading to a wrong delivery of the items to the field. Some items were received in less quantity, while others were delivered more than requested. Discrepancies in the actual number of the items received and figures indicated on the waybills was also a challenge the team had to face in the field. Complaints from people of the community, especially those who didn t receive the tokens. The stock balance that remained at the end of the distribution was a big challenge, as it raised the expectations of the community. Moreover the team struggled to find proper solutions for safely store the stock, due to lack of storage facilities available in Waat.A temporary solution for storing the items have been agreed by the team and the cluster, but there is the risk that the stock can be looted by the local communities. Complains from the beneficiaries and the local Authorities on the half kitchen set distributed, instead of the full set, despite the fact that the criteria for items to be distributed have been properly explained to them before the distribution started. Some beneficiaries showed up with old IOM tokens which were used and issued long time ago, very similar to the tokens distributed during the actual response. This issue complicated the distribution process, and forced the team to increase the control check of the tokens. LESSONS LEARNT: The team highly recommends: To conduct proper counting of the stock as per the request, both at Juba and field levels, as this may cause serious threats/insecurity to the staffs on the ground, Possibility to refuse receiving extra quantities of items in the field should be also considered by the staff in charge of receiving the items in the field. All the partners involved in the activity, to properly follow all the cluster procedures, by respecting the role of the lead agency and keeping informed the State Focal Point. There should be a periodic change in the format of tokens to avoid the risk of duplications and mystifications. Recommended next steps -Should any further action be taken in the area by the Shelter and NFI Cluster, or other actors? Criteria should be developed for the distribution of the stock balance that remained on the ground as it may cause security threats to the NP compound. The SFP is also trying to coordinate with other agencies on the ground to find solutions. The team recommends a Post Distribution Monitoring to be conducted in the early weeks of March.
