Content of the Study 3.7 Development Trends - Hamburg Metropolitan Region economic and cultural gravity center - Growing importance as a European city - Demographic development in rural areas leads to significant population declines and to shifts within the age structure (aging population) - Trend increased with a wide influance - Exceptions: Flensburg, Kiel, Rostock - Interraction with Hamburg serves to stabilize the distant regions - Significant increase in commuting until Interaction through the changes in mobility behavior including energy costs, climate change (environmental zones in urban areas) Increased demand for offers / services in the public transport systems

Content of the Study 3.8 Impacts on Public Transportation The current structures of public transport systems are - especially when approaching Hamburg (but also elsewhere) not prepared for future challenges. Even small shifts in the Modal Split from individual motor car traffic towards bus & train can not be handled with the excisting capacity. In consequence of the demographic change public transport in the vast and sparsely populated areas will dramatically change. Especially changes in the education system (e.g. decreasing number of pubils, concentration of school sites, free choice of schools) as well as the growing elderly population will cause inevitable adaptions of the network and service structure.

Content of the Study 3.9 Proposals to Improve Public Transportation - Consistent expansion and improvement of the performance of rapid railway systems, particularly in the direction of Hamburg - Further expansion of the conventional regular public transport services (train, buslines) in the Hamburg area, between major centers within the MORO North region and in the regions of Flensburg, Kiel, Lübeck, Schwerin and Rostock - Development of alternative forms of operation in remote and sparsely populated areas (as an answer to demographic change, decline in school transport) - Development of comprehensive tariff / transport fare structures within the MORO North Region (e.g. between West Mecklenburg and Hamburg and Lübeck)

Content of the Study 3.9 Proposals to Improve Public Transportation - Use of new technology for data transmission (passenger information, support to find connections between different transport offers) - Change of transportation companies into mobility service providers Requirements: - Strengthen cooperation between authorities in federal states, counties, municipalities and transportation companies - Better use of existing cooperations and organizational structures in the field of regional rail transport - Gradual improvement of cooperation between the public institutions that are responsible for public transportation in particular across county and federal state borders - Think about the creation of coherent models of organization and cooperation within Northern Germany
