DIBRUGARH PIN , ASSAM, INDIA Tender Notice No. PGC/NRL/COMP/1/04/52 Date: 16/02/2005 Assam gas Company invites sealed quotations with 180 (One Hundred Eighty ) days validity from reputed manufacturers and packagers of Natural Gas Engines and Compressors (Reciprocating) for supply of three new Compressor packaged units of the following broad specification. 01. Packaged Natural Gas Compressor Unit consisting of Reciprocating Natural Gas Compressor, Natural Gas Engine (as prime mover) and PLC Control Panel along with all the required accessories capable of driving the compressor smoothly and continuously. The Compressor and the Engine are to be mounted on a suitable oil field type common skid and coupled through a specially designed flexible coupling to form a compact arrangement. Quantity of Unit required 3 (Three) Nos. GAS COMPRESSOR GAS ENGINE Horizontal balance opposed, reciprocating, lubricated two stage matched designed for operation with Natural Gas Engine. Type 4 Stroke, Spark ignited. H.P. About 20% in excess of maximum operating HP required meeting all requirements after driving all accessories. FUEL Natural Gas of Heat Value K.Cal/SM 3 ( BTU/Cft) of Sp.Gr (Air = 1) and gas will be available at 8.5 ± 0.5 Kg/Cm 2 g. Proper fuel filter and regulator relief valve are to be provided. IGNITION SYSTEM STARTING SYSTEM TURBOCHARGER Basic Engine Manufacturer current standard system. Gas starter to work at 8.5 ±0.5 Kg/Cm 2 g with requisite filter, isolation valve, and quick operating valve (to be operated manually). Alternatively electric motor operated Air Compressor(1W + 1S) of required capacity and pressure has to be supplied along with receiver and dryer. Bidder to check and decide on the requirement of the Air Compressor. Basic Engine Manufacturer current standard system.

2 AIR CLEANER EXHAUST SYSTEM COMPRESSOR VALVE TYPE OF COUPLING HEAT EXCHANGER INLET AND INTER STAGE SCRUBBER Basic Engine Manufacturer current standard system. With flexible connector and Residential Type of silencer with proper supports. Plate valves with Non-metallic plates. Flexible type Thomas Coupling. Gas and water section should have minimum 10% margin on required heat load for design consideration. As per class A of API 11P with SS Mesh pad and CS Construction. Constructed as per ASME Sec VIII Div1, Manual and Auto Drain Facility to be provided. Scrubber to be self supported type. SUCTION AND Design as per pulsation requirement of API and DISCHARGE VOLUME constructed as per ASME Sec VIII Div 1 BOTTLES ALL PIPING (GAS PIPING, WATER PIPING, VENT & DRAIN ETC.) ISOLATION VALVES, NON RETURN VALVE SAFETY RELIEF VALVE PRE/POST/AUX.LUBE OIL PUMP FOR COMPRESSOR AND ENGINE BY PASS CONTROL All drain, vent, water & gas piping to be terminated at edge of skid with counter flanges of proper rating and size. Gas Piping to include Inter connection within each Compressor skid. Purchaser shall provide piping up to each skid edge for connection to vendor piping Manual Isolation valve at first Stage suction and final discharge to be provided. Non Return Valve of piston type to be provided for final discharge. Safety relief valve for first stage suction, inter stage and Final discharge to be provided. Since electric supply is not reliable, Gas/Air operated Pre/ post lube oil pump to be included for Engine and Compressor. Automatic Bypass control for starting and Capacity control to be provided for each Compressor package. Automatic Bypass control valve shall be Gas operated or in case vendor wish to offer Air operated, required air to be generated by vendor. Over all By pass common for all Compressors shall be provided by Purchaser.

3 CONTROL PANEL INSTRUMENTATIONS DIGITAL PULSATION STUDY REPORT INSPECTION AND TESTING Control panel for Engine shall be as per Engine manufacturer standard. Detailed specifications of PLC based local control panel is attached in Annexure-II Remote panel to be provided by Bidder. Cabling from Local Control Panel to Remote Control Panel in the Control Room shall be carried out by Purchaser. The bidder shall elaborate instrumentation and control considered within the package and their makes. Adequate instrumentation and control required for safe operation of the system as recommended by API 11P latest edition and based on bidders experience shall be included in the scope. 230 V AC shall be available at site. This shall be brought up to UPS room. Vendor to indicate power requirement ade make provision for an UPS of minimum 30 minutes bake-up. Cabling from UPS to Skid to be done by Vendor. Instrument air is not available at site. Bidder to generate instrument air at required pressure and quantity. Alternatively bidder shall use natural gas for instrumentation requirement. Natural gas tapping for instrumentation shall be taken from inlet natural gas piping within bidders battery limit. Digital Pulsation Study has to be performed for the individual package up to the battery limit of the package. Digital Pulsation Study has to be carried out by reputed third parties from aboard. Alternatively the bidder can do the Digital Pulsation Study using their own in house software. For this the bidder has to provide sufficient proof (at least 5) of doing the pulsation study in house. The bidder shall get a proper pulsation study done after award of the contract and shall submit report with documents. Pulsation Study shall be conducted as per design approach 3 of API 618 latest addition. Vendor shall furnish their standard QA/QC plan for the review of client with offer. Third party inspection by any reputed Third party inspection Agency for following activity to be carried out. 1. NLMRT of compressor at manufacturing place. 2. Run test of Engine at manufacturing place. 3. Trial Assembly of Compressor and Engine on skid on at packaging place. 4. Control Panel Function Acceptance Test. The Units may be dismantled after trial assembly for ease of transportation to the hilly terrain of Assam, India. Third Party inspection Charges are to be borne by the Purchaser

4 TRANSPORTATION SPARE PARTS SPECIAL TOOLS AND TACKLES DOCUMENTAION WITH SUPPLY DOCUMENTATION WITH OFFER DOCUMENTATION UPON ORDER DELIVERY SCHEDULE Transportation including Transit insurance up to site is in Scope of Vendor. Three years normal maintenance spares ( approx hrs per year basis) and one year overhaul spares with prices separately be included in the quotation. Special Maintenance tools, etc. required for normal maintenance and overhaul are to be provided. Six sets of detailed installation and instruction manual part list containing literatures and drawings/picture/bulletins/catalogues Of all the brought out parts/ vendors items. API 11 P Data sheet duly filled in. Engine Catalogue and Data sheet. Detailed Scope of Supply. Proposed P&I D and instrument list. Proposed room layout. Proposed Quality Assurance Plan. Proposed Document list and submission schedule upon execution. General Arrangement And Foundation Drawings for the Units are to be supplied within 3(three) months of LOI. These drawings will contain all details required for preparation of the detailed foundation drawing. All vessels, piping, valves, flanges must be suitable size and class. Constructional drawings of all the process vessels and piping with codes and specification followed are to be supplied. The contractual delivery date of these packages shall be starting 36 weeks and completion by 42 weeks, exworks/packaging facility from the award of contract in the form of LOI. The equipment will have to be dispatched from ex-work within 42 weeks(10 months) from the date of placement of LOI. For any delay beyond 10 th month from the date of LOI a of the order value per month subject to a maximum of 5% will be applicable. ERECTION & COMMISSIONING EXPERIENCE CRITERIA FOR ACCEPTING BID Erection & Commissioning of the unit will be carried out under the supervision of the bidder. Once the unit is erected this should be commissioned within a month. The bidder should have supplied at least 3 Engine driven packages with similar or higher Engine and Compressor.

Training of at least two Engineers at manufacturer s works of the Engine and Compressor is to be provided free of cost. 05. Destination & Location of Installation:-DULIAJAN, in the district of Dibrugarh, Assam, India. 06. Parties capable of supplying, installing and commissioning the above 3 (three) packaged Natural Gas Compressor Units at location mentioned and having the experience as mentioned in the experience criteria need only send their Quotation giving full details of as per the Unit Price Schedule at Annexure I. Quotation should be accompanied by relevant Literatures/documents to indicate clearly the complete Unit as well as each Sub- Unit & accessories etc.

6 07. Earnest Money & Security Deposit: 1. Earnest Money in the form of Bank Guarantee for Rs.30,00, (Thirty lakhs) or equivalent currency should be submitted from any reputed scheduled Bank along with the TECHNO-COMMERCIAL BID. This Bank Guarantee will be valid for a period of 12 months from the bid submission date and extended at the written requested of Assam Gas Company. 2. Security deposit in the form of a Bank Guarantee from a reputed schedule bank has to be submitted within 15 days of placement of LOI. The Security Bank Guarantee should be equivalent to 2% of the equipment value and valid for the entire scheduled supply/extended supply period. 08. Payment Terms : 1. 80% of the equipment value along with excise duty & sales tax if any to the Bidders will be released against dispatch document through bank % against submission of performance Bank Guarantee valid through the warranty period % after commissioning of the equipment or 3 months from the date of receipt of equipment at site.erection & Commissioning charges will be released within 1(One) month from the date of successful commissioning of the equipments. 4. Custom duty at actual will be re-imbursed by AGCL within 1 month to the Indian bidder against actual import of each component and production of documentary evidence. 09. The two Bids are to be enclosed in two separate sealed envelopes superscripted as TECHNO-COMMERCIAL BID FOR GAS COMPRESSOR and PRICE BID FOR GAS COMPRESSOR respectively and both the Bids are to be enclosed in one sealed envelope and sent in the above address. The outer envelope is to be superscripted as TENDER FOR GAS COMPRESSOR. In the Techno-Commercial Bid all the details of the equipment offered and terms and conditions are to be included. In the Price Bid only the prices are to be included. 11. For any further clarification the bidder may approach AGCL at Duliajan before submission of the bid. The Company reserves the right to accept or reject any or all the offers without assigning any reason thereof.

8 Specification for programmable logic controller and control panel The hazardous area classification for the natural gas compressor package is class-i, division 2 gas group IIA/IIB i.e. Zone-2, gas groupiia/iib.all the controls and monitoring of the package shall be done through local control panel, mounted on compressor skid. The control panel shall be purge type suitable for type suitable for type Z purging as per NFPA-496. All the analog signal (transmitters, temperature elements etc.) are compared to PLC in the control panel. There shall be colour graphic display on the pressurized panel front, which will provide complete visualization, parameterization and graphic display of all the process and machine operations. All the alarms and trips shall be recorded in the operator panel on LCP front for ease of troubleshooting. LCP shall have status of running indications, alarms and trip faults and run hours display for operator interface.all the necessary timers, set points etc shall be part of logic controller and same should be changed fro operator panel through proper password protection. Proper security level shall be provided on operator panel for Alarms, trips, timers etc. The first out sequence shall be as per ISA 18.1.The control system shall have memory modules for storing user program, symbol list, program comments and should facilitate debugging/trouble shooting of the package. All the hardware of the automation system shall be in accordance with IEC and software shall be in accordance with IEC The software should support the statement list, function blocks, ladder diagram etc. Offered PLC shall have facility for online Programming through laptop. Open protocol connectivity shall be part of the automation system. The logic controller shall be connected to DCS or third party device over RS 485 port using industry standard open RTU slave protocol. All the parameters and status alarms shall be remotely monitored from DCS over serial communication link. Vendor to provide suitable communication processor in the control system for the same. The control system shall have hot redundancy (100% hot redundancy for Power Supply, CPU, Communication cards for CPU and I/Os etc.)uptime of the automation system is extremely critical and hence, redundancy feature for above components are necessary. The PLC shall restart automatically after a power supply restoration without extensive time consuming for system rebooting procedures and without highly qualified technician. The system shall incorporate a comprehensive set of diagnostic feature including history logging, alarming and reporting facilities. The logic controller processor shall be provided with individual battery back up to maintain the integrity of the memory for six months or flash memory in case of a power failure. The start up inhibit (bypass) of the parameters shall be automatically by the PLC. The inhibit function shall reset automatically either by the sensor signal reverting to normal or healthy state, after dedicated step of the equipment start up sequence or after predetermined time delay etc. If cancelled automatically by the sensor signal, the input circuitry will prevent nuisance trips being caused by oscillation of the input around the reset value.

9 Processor performance and memory capacity shall be adequate, for the increase of the configured data without additions, modifications or upgrade of system components or degradation of system performances. Similarly, the system communications shall be capable of handling expansions, without degradation of the system access time. The CPU shall not be loaded more than 70%. Vendor to provide minimum 10% spare of each type of the module for inputs and outputs for expansion/usages. The automation system should be supplied with necessary power transient protection for input power supply. All the necessary protection shall be provided by vendor in the local control panel Vendor to provide the complete system architecture and concept write up along with the offer for detailed evaluation by the purchaser. IO requirement per compressor unit (with breakup of Analog and Digital Inputs/Outputs), protocols, etc. may be mentioned. The DCS/RTU offered must be able to cater for future expansion of additional 3(three) units without appreciable degradation of response. The above is proposed as per the standard industry practice for operation similar gas compressor stations. The bidder may propose better alternative keeping in mind that the company is in the process of installing a SCADA system for its gas transmission network. The control room equipment can be connected to the Master Control Station (MCS) of the SCADA system. Other alternatives that can be proposed are: a) Have one MMI Computer Terminal with SCADA client software in the compressor control room and one RTU with built in redundancy and sufficient IOs (Analog & Digital ) but without DCS and individual PLCs. The RTU shall receive signals directly fro the compressor units and all necessary control and monitoring functions shall be done through MMI Terminal and/or MCS. b) Alternative(a) referred above can be further improved by addition of PLCs at the local control panel for each compressor units. Signals from the PLCs can then taken to one RTU and MMI teminal.this has the advantage of dual control and monitoring. The RTU and PLCs shall function in master-slave mode. In the event MMI Terminal is out of service,the individual compressor units can still be controlled by the PLC based control panels.
