5 Corrib Gas Onshore Pipeline p3 INTRODUCTION The safety and security of our employees, contractors and the communities in which we operate, is Shell s number one priority. Safety is at the core of everything we do in our business. The performance target we set ourselves is Goal Zero, which means ensuring we have no incidents that might put our people, our neighbours or facilities at risk. We believe that safe and reliable operations are the foundations upon which a sustainable and responsible business is built. As operator of the Corrib natural gas facilities, Shell Ireland is committed to keeping our neighbours informed of specific information pertaining to the Corrib gas onshore pipeline. This booklet relates to the landfall valve installation (LVI) and onshore pipeline only and does not cover the Bellanaboy Bridge Gas Terminal for which a separate booklet is available. An Emergency Response Plan for the area between Glengad, Rossport, Aughoose and Bellanaboy has been developed by Shell Ireland in conjunction with the emergency services An Garda Síochána, Health Services Executive and Mayo Fire Services. It sets out standard agreed procedures for an effective and coordinated response in the event of an unplanned or emergency incident along the onshore pipeline route or at the LVI. This plan was developed in accordance with the existing plans of the emergency services for the local area, and was subject to the approval of the emergency services. The emergency services will have overall control at the scene of any incident along the route of the onshore pipeline or landfall valve installation. The mobilisation of the emergency services may be initiated by the control room operator at the Bellanaboy Terminal or any member of the public who becomes aware of an incident.
6 p4 Corrib Gas Onshore Pipeline EXTERNAL EMERGENCY RESPONSE PLAN This External Emergency Response Plan details the arrangements that are in place for a coordinated emergency services response to any incident along the route of the onshore pipeline or at the landfall valve installation. It shows where traffic cordons would be established and how the scene would be managed by the emergency services.

9 Corrib Gas Onshore Pipeline p7 ONSHORE PIPELINE ROUTE OF THE ONSHORE PIPELINE The onshore section of the Corrib gas pipeline commences at the landfall valve installation and traverses the Glengad headland, in an east-south-easterly direction for approximately 640m. The pipeline then proceeds for approximately 4.9km inside a dedicated tunnel which was laid beneath Sruwaddacon Bay. The end of the tunnel is situated near Aghoose, where the pipeline route turns in an easterly direction for approximately 900m, traversing an area of blanket bog and including a of crossing the Lenomore river. The pipeline then enters an area of forested bog (approximately 2.2km long) where it turns in a southerly direction, at the crossing the of the Glenamoy to Glenagad Road (L1202), before continuing on to the Bellanaboy Bridge Gas Terminal (See figure 1.0). THE BELLANABOY BRIDGE GAS TERMINAL The Bellanaboy Bridge Gas Terminal is one part of a larger development which also includes the Corrib gas onshore pipeline, the landfall valve installation, the offshore pipeline and subsea facilities. Natural gas is transported to the terminal from the subsea production facilities via the offshore and onshore pipelines. Gas contains small amounts of water and condensate, a light, diesel-like substance. The terminal separates these reservoir fluids from the gas to produce condensate, treated waste water and export quality natural gas.

13 Corrib Gas Onshore Pipeline p11 EMERGENCY SERVICES RESPONSE COMMAND AND CONTROL ARRANGEMENTS In the event of an emergency situation, command and control for dealing with the event will be managed by the emergency services; An Garda Síochána, Health Services Executive and Mayo Fire Services supported by Shell Ireland s operations staff. Please refer to the Onshore Pipeline External Emergency Response Plan for further information. Cordons have been identified for the landfall valve installation and onshore pipeline route to aid in the control of emergency services vehicles and private motor vehicles in the event of an incident being declared. These are described in further detail in this section. Members of the public are requested to follow the directions of emergency services personnel. INNER CORDON For the landfall valve installation (LVI) the Inner Cordon is defined by the doublefence line around the LVI. For the onshore pipeline, it is dependent on the location of the incident and the emergency services rendezvous point (RVP) used to respond to the incident. The access point for the Inner Cordon at the LVI is the entrance to the landfall valve installation access road from the Pullathomas to Barnatra Road (L1202) which will be manned by An Garda Síochána. The access point to an onshore pipeline inner cordon would be determined on a case by case basis depending on the location of the incident. OUTER CORDON An Outer Cordon will be set up so as to seal off an area around the incident scene. The area between the Inner Cordon and Outer Cordon will be used by the emergency services to provide support to personnel within the Inner Cordon. The Outer Cordon access points will be controlled by An Garda Síochána.
14 p12 Corrib Gas Onshore Pipeline TRAFFIC CORDONS The Traffic Cordon is similar to the Outer Cordon. The purpose of this cordon is to ensure free passage of emergency response vehicles to and from the incident scene and to prevent congestion. This cordon will be managed by An Garda Síochána and passage through any cordon should be permitted to any members of the public who can show that they need to pass through i.e. local residents etc. RENDEZVOUS POINTS (RVPS) A Rendezvous Point is the location to which all emergency services responding to the incident are directed in the first instance. It is not an assembly point for mustering members of the public. An Garda Síochána will organise the rendezvous points for the emergency services vehicles & personnel. Three rendezvous points have been identified for the landfall valve installation and onshore pipeline. For any incident, only one rendezvous point will be used. This point will be selected based on the incident details and other factors including wind direction. In the event of an emergency the control room operator, when contacting the emergency services, will direct the emergency services to RVP 1, 2 or 3. To aid personnel responding to these locations, routes for each rendezvous point have been identified and detailed directions are provided to members of the emergency services.
15 Corrib Gas Onshore Pipeline p13 RENDEZVOUS POINT 1 TRAFFIC CORDON For the purposes of the onshore pipeline, the traffic cordon for Rendezvous Point 1 would be the triangle of roads around the terminal site manned primarily by An Garda Síochána (points 1, 2, 3 and 5) and if the need arises this could be extended to the Ballinaboy to Bangor Road (L1204) to include AGS #4 near Bangor Erris. An alternative traffic cordon, if required, can be arranged along the Belmullet to Ballycastle Road (R314) leading east from the site through Glenamoy and on into Ballina (junction with the N59 Sligo Road). This will require the junction with the R315 at Ballycastle to be manned by An Garda Síochána in addition to other locations on the Belmullet to Ballycastle Road (R314) and Sligo Road (N59). RENDEZVOUS POINT 2 TRAFFIC CORDON There are 2 traffic cordons associated with Rendezvous Point 2 One is the triangle of roads around the terminal site manned primarily by An Garda Síochána at points 1, 2, 3, & 5. A second cordon has been identified to cover the vicinity of Rossport manned by An Garda Síochána at points 8, 9 and 10. RENDEZVOUS POINT 3 TRAFFIC CORDON The landfall valve installation traffic cordon is the same as the Outer Cordon and requires that the Pullathomas to Barnatra Road (L1202) be manned by AGS#6 & AGS #7.
16 p14 Corrib Gas Onshore Pipeline RENDEZVOUS POINT 1 (RVP 1) Rendezvous Point 1 is located at the lay-by adjacent to the junction of the L1204 and R314. RENDEZVOUS POINT 2 (RVP 2) Rendezvous Point 2 is located at the junction of R314 and L1202. It is located 1 km east of the main gate into the Bellanaboy Bridge Gas Terminal heading for Glenamoy. RENDEZVOUS POINT 3 (RVP 3) Rendezvous Point 3 is located at the Pullathomas Graveyard car park 1.5Km from the entrance to the Glenagad landfall valve installation.
17 Corrib Gas Onshore Pipeline p15 INFORMATION TO THE PUBLIC NEIGHBOURS WILL BE NOTIFIED OF AN INCIDENT Prior to the start of commercial gas production, all dwellings within 1km of the pipeline route have been contacted and invited to submit their priority contact details for entry into an automated notification system. Local residents and other relevant community neighbours can register their details, but only if they wish to do so. In the event of an incident, residents who have provided their contact details will receive an initial alert via an automatic notification designed to reach people quickly, at the same time, and with a consistent message. This message will endeavour to include the following information: Type of incident Location and proximity of the incident to people in the vicinity Any actions the general public should take Action being taken to correct the situation and time period anticipated Contacts for additional information Residents are encouraged to participate in the system and can register their names and contact numbers for inclusion on the system at any time. Community members not included in the automatic system will be informed by local radio and other media sources. It is the responsibility of the Health, Safety and Environment Manager at the terminal to ensure that these details are maintained and up to date. The information will be retained as confidential, strictly for use in an emergency or if an exercise is being planned of which the public should be made aware.
18 p16 Corrib Gas Onshore Pipeline INFORMATION FOR THE GENERAL PUBLIC The general public will be kept informed by Shell Ireland and the emergency services via any of the following channels: Local radio and national radio and television broadcasts as appropriate Newspapers Shell Ireland website: Dedicated emergency telephone number when provided by Shell Ireland Local residents impacted may also be notified in person by the community liaison team The All Clear will be notified to the public via the automatic notification system or via any of the means stated above. EMERGENCY RESPONSE EXERCISES Advance notice of major training exercises relating to the Bellanaboy Bridge Gas Terminal External Emergency Response Plan will be provided. EXCAVATING IN THE VICINITY OF THE PIPELINE Landowners who wish to excavate within the vicinity of the pipeline are required to contact Shell Ireland on prior to commencement. Please do not commence excavation works in the vicinity of the pipeline prior to notifying Shell Ireland.
19 Corrib Gas Onshore Pipeline p17 IN THE EVENT OF AN UNPLANNED EVENT OR EMERGENCY SITUATION OUR GOAL IS TO SAFEGUARD LIFE AND PROPERTY DO S Ensure that the emergency services are notified immediately by dialling 999 or 112 Follow any instructions as advised by the emergency services during your call and when they arrive at the scene Contact the Bellanaboy Bridge Gas Terminal on and notify them of the incident Please follow any instruction as advised by the Bellanaboy Bridge Gas Terminal staff DON TS Please Do not attempt to remedy the situation Do not enter the immediate area of the incident. There could be a gas/ explosion hazard present Do not smoke or use equipment which may generate a spark in the immediate area of the incident Do not start or use any engine or motor vehicle in the immediate area of the incident
