Issue of Tender documents: From to Tender documents can be obtained from Technology Promotion Centre, C DAC Thiruvananthapuram on all working days (Monday to Friday) from 9 AM to 5 PM on above days or can be downloaded from C DAC(T) website : & 2. Cost of Tender Documents: Rs 2,100 (inclusive of 5 % tax) by DD in favour of CDAC Thiruvananthapuram (payable at Thiruvananthapuram). In case of Tender document being downloaded, DD should be submitted along with technical bid (Not refundable). Bidders, who are registered with the Central Purchase Organization, National Small Industries Corporation (NSIC) or the concerned Ministry or Department, are exempted from payment of cost of tender documents. Such bidders shall provide valid tender document fee exemption certificate along with the bid. 3. Bid Submission Process The technical and commercial bid system shall be followed for this tender. Part I Sealed envelope contains Techno commercial bid Part II Sealed envelope contains price bid( Annexure I Price bid format to be used) Both the parts I & II to be enclosed in another envelope and addressed to: Associate Director, Technology Promotion Centre, C DAC, Thiruvananthapuram, superscribing the TENDER No & due Date. Tender will be considered as cancelled if the documents as required for Part I & Part II are not placed in respective envelope. Techno Commercial Bid shall contain all technical specifications with make, model & part no for the items quoted, commercial information s like quantity of each item/sub item offered, taxes, duties, freight, insurance, payment terms if any deviation from CDAC payment terms, etc.. Price Bid contains only price information. 2

3 4. EMD : EMD of Rs 2.5 Lakhs (Rupees Two Lakhs and Fifty Thousand only) is to be submitted in a separate envelope along with the Techno commercial bid. The EMD shall be in the form of Demand Draft, drawn on a Nationalised Bank payable at Thiruvananthapuram, Kerala in favour of C DAC, Thiruvananthapuram. EMD will be refunded to the unsuccessful bidder after award of the purchase order. EMD of successful bidder will be refunded after completion of work. The bids will not be considered if EMD is not submitted. The bidders registered under NSIC are eligible for exemption from the payment of EMD. Such bidders shall provide valid document for EMD exemption certificate along with the bid. 5. Last date for Submitting Tender: On Pm 6. Date of Opening of Tenders : On Pm 7. Bid Opening Process: 1. Technical bid will be opened by duly constituted Technical Evaluation Committee in the presence of representatives of the bidders at CDAC Trivandrum. 2. Financial bids of only those bidders, whose bids are found technically qualified by the Technical Evaluation Committee will be opened in the presence of the vendors representatives on a specified date and time to be intimated to the respective bidders by CDAC(T), and the same will be evaluated by a duly constituted Finance Evaluation Committee. 3. No enquiry shall be made by the bidder(s) during the course of evaluation of the tender, after opening of bid, till final decision is conveyed to the successful bidder(s). However, the Committee/its authorized representative and office of CDAC(T) can make any enquiry/seek clarifications form the bidders, which the bidders must furnish within the stipulated time else bid of such bidders will be rejected. 8. Placing of Purchase Order: Purchase order along with technical specifications and terms and conditions will be placed on the successful bidder. Performance 10% of the total order value shall be submitted by the successful bidder in the form of DD / Bank Guarantee favoring CDAC, Thiruvananthapuram along with the order acceptance. 9. Delivery Process : All aspects of safe delivery shall be the exclusive responsibility of the vendor. Items are required to be delivered at State Data Centre II, Basement 1, Tejaswani Building, Technopark Campus, Trivandrum within one month from the date of purchase order. The delivery of items followed by successful installation and commissioning of equipments on site shall form the basis for certifying the receipt of goods in good condition. 3

4 The warranty certificate shall be provided with the items. Failure to fulfill any of the aforementioned conditions will entail cancellation of the Purchase Order along with forfeiture of the EMD/Security Deposit. CDAC reserves the right to reject item, if found unsuitable and /or not conforming the approved specifications. The rejected items, if any, shall have to be taken back and replaced forthwith at the cost of the vendor. No payment will be made for rejected items. 10. Penalty Calculation Process: Any unjustified and unacceptable delay beyond the delivery and installation schedule as per purchase order will render the vendor liable for penalty at the rate 0.5% per day subject to a maximum of 10% of order value. Penalty will be charged on full value of the purchase order. 11. Payment Process: 90% payment will be made within 30 days after delivery, installation, commissioning and its acceptance by CDAC(T) Balance 10% of the order value shall be retained as security deposit for the system performance till the completion of the warranty period (ie. Three years from the date of acceptance of equipment by CDAC). This amount can be released on submission of the performance bank guarantee for an equivalent amount by the bidder for the entire warranty period. 12. On site warranty Maintenance: The warranty period for the hardware equipments/spares, kits shall be taken into from the date of successful installation/commissioning and acceptance by CDAC(T). 3 year 24x7X4 OEM support providing advanced hardware replacement in four hours under comprehensive warranty. Failure to provide satisfactory warranty support shall attract penalties as applicable. 13. Validity of quotation : The bid shall be valid for 60 days from the date of tender opening. 14. General Conditions: No interest shall be payable for the EMD and no deviation from these terms and conditions will be accepted. When quotation is in foreign currency, agency commission payable, if any, should be shown separately in Indian Rupees. The exchange rate shall be calculated as on the due date of bid submission. All other costs, including customs duty, excise duty, freight charges etc are to be included in the cost. Any taxes or statutory levies payable should be shown separately in the techno commercial bid. Otherwise quoted price will be treated as all inclusive. 4

5 CDAC Technology Promotion Centre can issue Form C to bidder(s) from outside Kerala and bidder(s) within Kerala should provide Tax Invoice in Form 8A at the time of delivery of items. TDS and other applicable taxes will be deducted as per rules. The purchase will be governed by International Trade Regulation and Import Export Policy of Government of India. The agency shall governed by the laws and procedures established by Govt. of India, within the framework of applicable legislation and enhancement made from time to time concerning such commercial dealings/processing. All disputes in this connection shall be settled in Trivandrum Jurisdiction only. CDAC reserves the right to cancel this tender or modify the requirement. CDAC also reserves the right to modify/relax any of the terms & conditions of the tender by declaring /publish9ng such amendments in a manner that all prospective Vendors / parties to be kept informed about it. Currently two drives are installed.
