6 VESSEL VETTING OCIMF Membership - Oil Majors SIRE:- i. OCIMF manages Ship Inspection Report SIRE. ii. A unique tanker risk assessment tool with comprehensive inspection regime. iii. Takes between 8-10 hours of inspection at the discharge port. iv. Inspection report shared with all SIRE members. v. SIRE inspections take place at intervals of less than 6 months. (average inspection 2.5 times / year) vi. Inspection based on >900 questions. vii. If a ship does not pass, then it does not trade. Can be used when looking at the targeting of tankers. Available Free of Charge - to PSC authorities.

11 RECOMMENDATIONS i. Based on NIR, to reconsider the targeting matrix for Tankers and Gas Carriers. ii. To reduce the frequency of inspection basis the frequent SIRE and CDI inspection done. iii. Supplementing the waiver for inspection, port States may refer to the active SIRE reports resides in the OCIMF website which is available for viewing.
12 RECOMMENDATIONS iv. Inspection prior to sailing should be avoided to avoid fatigue, additional stress and burden on crews which might contribute to serious accident. v. Voluntarily reporting - PSC to concentrate to Priority I and II vessels only. vi. To have a standardise understanding amongst all the Port States on PSC deficiency codes.
